India bags all but China’s vote, decision on NSG bid likely on Friday

China’s great wall appeared to be crumbling before Indian diplomacy on Thursday. Beijing was left isolated as every other government of the 48-member Nuclear Suppliers Group (NSG) spoke at the opening of the Seoul plenary in favour of accepting India into the elite international nuclear technology club.

At the end of the first tense session of the two-day meeting, China found itself isolated over its call for a criteria-based membership that would allow Pakistan to also join the NSG, official sources told Hindustan Times.

China has been trying to block India’s membership by saying entry into the NSG should be limited to countries that have signed the Nuclear Non-Proliferation Treaty (NPT), a global nuclear arms control pact. India and China’s “all-weather ally”, Pakistan, which too is seeking membership of the NSG, have not signed the NPT.

As the NSG works by consensus, China has the ability to veto India’s entry.

Even as the Seoul meeting was taking place, on the other side of Asia in Kazakhstan, Prime Minister Narendra Modi was making a direct appeal to Chinese President Xi Jinping to support India’s entry to the NSG, saying China should make a “fair and objective” assessment of India’s candidature. Modi’s message was described as “very direct.”

At the Seoul meeting, Japan led the way by first raising India’s membership at the NSG meeting. It was seconded by Argentina which presented a report praising India’s nuclear nonproliferation record.

China found itself left high and dry as, one by one, more than 30 NSG members declared their support for India’s joining the group. Contrary to initial reports, Brazil and South Africa were strong backers of India’s membership.

Austria, Ireland, Switzerland and a few others said they supported Indian membership but wanted to know how the induction process would take place. Turkey, seen as Pakistan’s closest friend in the NSG after China, said it supported membership for both countries. However, Pakistan’s application was not even taken up by the other members.

Beijing used a procedural block to hold up the meeting for five hours in the morning. It conceded after an additional clause, separate from the one about India, that the NSG should consider the “political, technical and legal issues” regarding non-NPT members was added. This is seen as a possible fig-leaf for Beijing to take back to Islamabad.

The representatives, after another post-dinner round, broke for the night and contacted their respective governments for further instructions. The formal plenary begins on Friday.

In Tashkent, during his 45-minute meeting with Xi, Modi said China should “join and contribute” to the emerging consensus among NSG members on India’s candidature, according to the external affairs ministry.

Sources said Modi spoke about how India’s entry into the NSG will strengthen the global non-proliferation regime. His meeting with Xi was his first engagement in Tashkent.

There was no official word on the response from Xi, who assured Pakistan President Mamnoon Hussain shortly before the meeting with Modi that China will adopt a “criteria-based approach” for NSG membership that will support Islamabad’s application.

Continued Chinese opposition to India’s membership in the NSG could threaten bilateral relations between the two Asian giants, especially in fora like BRICS, the Russia-India-China triangle and even the climate change bloc BASIC.

But officially Beijing has sought to de-link its position on NSG membership from its ties with India.

“We believe that with regard to the admission of new members a decision shall be made with through discussion within the group,” Chinese foreign ministry spokesperson Hua Chunying said ahead of Modi’s meeting with Xi.

“We do not believe that it (Beijing’s position on admitting new members to the NSG) is an issue concerning the bilateral relationship between China and India.”

This is joke one country can refuse and you will not be accepted. Why even waste your time? Before manmohan Singh signed nuke deal with Bush he should have made this a condition to be accepted into NSG first. Looks like India will not get in without signing NPT

we have 25% of worlds thorium we actually do not need NSG for fuel I suppose. These people have not planned things in sequence now we are realising after BJP - (Modi) came to power.

The NSG was itself formed when India conducted Smiling Budha to stop Proliferation. The more embarrassing will be even if India gets and on the side line if Pak gets too.

Indeed, however that's a good diplomatic effort from India, its impressive all members are favoring India(backed by US & Russia of course). For China, India will need some Chanakyan strategy. How about putting pressure on her most poplar products exports to India? Squeezing Trade Balls, will go long way in making China understand

On the positive side, however, India’s legitimate interests in Central Asia have been recognised despite Pakistan’s obstructionism, and India now has a platform for influencing the SCO’s agenda in some measure.
All in All Russia wants to go all hog in its relationship with China. India needs o have say in Central Asia matters as it realigns with USA

Now this is we call as two front war. Bastard Pakistan is now quiet after provoking the Chinese and now it's India Vs China.

. Modi and Jinping might have spoken today about the trade that it may not get affected in Taxent. Even Chinese made statement later on that we agreed to continue the trade.

I feel like India might get the NSG if not tomorrow's meeting then in the next coming up session. They cannot keep India away as India has already achieved one of the best research profiles in this field.

Blocking them(Chinese) in MTCR would be a better option. But what about Pakis? These culprits need to be taught a lesson now.

May that's one condition by Chinese that India should join SCO. Because it is clear that Chinese are fearing strategic Partnership b/w India and US. And If India joins SCO this is going to trouble US.

It's a bloody chess game happening. We need a Chanakya now.

China is using Pakistan as a tool to delay India's entry as they know Pakistan will NEVER be allowed into the NSG because of its pathetic nuclear proliferation record. If some nations had a problem with India not being a member of NPT despite have a squeaky clear record, think what problem they will have with a nation that has ACTIVELY proliferated nuclear materials to some of the worst regimes on the planet; N.Korea, Syria, Saudia Arabia etc etc.

It's frankly humiliating that India's membership is being linked with a Failed state with a GDP equivalent to one Indian city.

How can we (India) make nsg membership irrelevant if we could not get in?
Any way in coming decade even unsc seat will be irrelevant, if India is not included.

1. Can India form a 2nd tier nsg group with the exceptions it got from other countries as support.

2. Should India pull back its support to Bric and UN under protest for few years. And start a group specific for economic purposes. And those who want to do business or trade with India should be a member with exclusive tax benefits and priority based over others.

3. De recognise UN rules for Indian Ocean Territory and claim all of Indian Ocean. Any confrontation will be contested with what China did in South China Sea.

4. Prevent all exploration in Indian Ocean with navy muzzle power projection.(even North Korean does that lol we can do it at least for couple of years).

Ultimate goal if 1.2 billion not part of world policies. Tell Remaining world get fcuked.

these above two points are the best! Even Modi in his speech in US Congress parliament made clear that India Ocean is for India. This is what I understood :D

in partnership with the United States could “anchor peace, prosperity and stability from Asia to Africa and from Indian Ocean to the Pacific. It can also help ensure security of the sea lanes of commerce and freedom of navigation on seas.''

World already knows we have the 25% of Th reserves. But India wants Uranium. These small countries like turkey, austria new zealand never got opportunity to show their power actually so now they are. It's just the matter of time and they will be silent.

Let's weight until tomorrow's meeting till then start building ideas how to make NSG irrelevant.

There hasn't been enough research to use Thorium over uranium . They still have a long way to go to replace it .

Relax guys NSG membership is a first step for UNSC permanent seat, so we need this.

India will get it !
What is it with Indians thinking their country can get a permanent UNSC seat? On what basis will this happen?

Every year this dramabaizi crops up and then quietly goes away. All you get is a lot of :blah: from all the players. US makes the same empty promises, India is pleased by this, there are warm feelings, chai and samosas are served, and then what happens? Nothing.

Let's get one thing straight, the P5 will never, ever let anyone into their elite club. US can show its support knowing full well that China will never accept India. It's all a con game. The best the UNSC will do, I think, is create another tier of permanent members, but with no veto authority.

I suggest people get over this fantasy about UNSC membership. The only way for India to get such membership is to destroy the UN as it's currently constituted and rebuild from the ground up, which is not a bad idea considering its foundations are archaic and does not reflect the new world order.
