Tokyo, Aug 4 (PTI) Observing that Japan's military power does not match that of emerging countries like India and China, a panel of experts today recommended a change in the interpretation of the country's pacifist Constitution to ensure Tokyo has the right to collective self-defence.

Reviewing Japan's defence policy, the group led by Tsunehisa Katsumata, Chairman of Tokyo Electric Power Co., also recommended easing the ban on weapons exports.

In its report presented to Prime Minister Taro Aso, the panel said the government should prepare necessary legislation to expand Japan's participation in the United Nations-sponsored peacekeeping operations.

It suggested that the government review existing rules on the use of weapons and craft permanent legislation to define what Japanese personnel can do in such missions and how the country's Parliament should be involved in sanctioning their deployment.

Japan should consider their own national security before worryong about sending peacekeeping forces elsewhere.

Japan is better than india in development of military R&d. they can even turn down their civilian nuclear rook into a weapons complex queen in a single stride if they so require. Japan's weapons too boast a quality and production efficiency that is unmatched by the other two. Japan has the world's most advanced tank Tk-x. Their f-2 program provides a near jsf capable fighter. Their ship building industry is the second most efficient in the world just droping recently against south korea. The only problem they face that cripples their country is their aging population.

All I can say about this is that India should honestly try to enhance a defence cooperation with japan to tap the enormous knowledge & technological prowess currently avaiable with japan in other forms. It will take Japan no more than 10 to 15 years to become a leading defence industry in the globe. They have the potential to outpace china very easily atleast in technological terms. They can just come up with a wide rage of completely new generation innovative war mechines out of nowhere. So rather than feeling complacent about this report we should try to understand the underlying potential and opportunities behind it.Japan can do 100 times more good to indian defence industry than Israel but making a warm tie with them will not be easy ofcourse.

My thought exactly rage. I have a deep respect of japanese industry and ethics. They have the potential to be the longest serving technological leaders if only they had a population to work on it.

If considering quantity alone, Japanese military is no match with that of China and India.
But the quality of Japanese military is far ahead of China and India. Although it is constrained by its Peace Constitution, Japanese military is still one of the best in the world, especially its navy and air force, both of which play very important role in modern war, and that already makes Japanese military, if not stronger than that of China and India, at least as strong as both. Plus its fabulous technology, economy and industry, Japan's potential in military is immense.

You don't need numerical superiority to win a modern war, you need a technological edge, which is present in bountiful in a country like Japan. Japan expertise in R&D is unmatched in the world. India should seriously consider entering into a defense cooperation with the Japanese to benefit themselves in the long run !!

we don't need to get in too defense cooperation with a dozen nations we have Russia,USA,French,Israel. Japan is a pacifist nation but their technological advantage is what keeps the chinese away, but this advantage is due to their protection under the US military umbrella which offers them advantages others don't get but Japan on it's own has produced very little on their own and will not be producing much since their humiliating defeat in ww2 they are not allowed to have a military or produce anything offensive in the weapons area.

Japan may not have numerable advantages but Japanese navy is superior to those of both PLAN and IN in terms of quality and fire power.

Well, the technological prowess of Japan is far more than all the countries you mentioned above, its just that they have restricted their capabilities for use only non-defense related domains, particularly for the upliftment of its populace since the end of WW-2. Recently, the Japanese people have themselves expressed the desire to become stronger and more independent in the matters of their defense forces. Don't forget that the past and present Japanese governments have been elected due to their nationalist and self-asserting agenda. And everyone knows that the US will not be around to take care of Japan forever, sooner or later they will have to move out, and that's why Japanese are engaged in building a more self-asserting role for their defense forces and military power. With this, Japan will actively engage in building its own military industry and manufacture of offensive weapons. Those WW-2 conditions will not be binding on Japan for long anyway.

    Thanks for the link.
Had missed it completely. I'm rather surprised at this agreement, especially due to Tokyo being quite wary of New Delhi ever since our nuke tests.

You all do know that neither technology nor large size can win modern war without experience too, don't you? When was the last time Japanese military engaged in a full blown war? I think it was last before the second war. However, India and China have engaged in numerous conflicts through generations even after the world war era and with each battle, have learnt from previous mistakes and improvised. Japan hasn't.

It lacks combat experience needed for a large scale conflict. Even Saudi Arabia has the latest military technology in the region (despite importing). Does it mean they can engage any Asian country at all right now? Without West's help, it cannot even imagine fighting Iranians, who are themselves having vintage equipment. Same is the case with Japan in my opinion. War experience is a damn requirement for any army. And simply put, Japanese lack that.

Therefore, until they revoke their peace constitution and engage in active conflict, no amount of technology is going to save them.

First I don't think that "peacekeeping" is so much separated from "their own national security".(Of course Japanese idea of how that security should look like is different from USA idea)

I think that this article should be seen from opposite angle.
This "peacekeeping" together with "does not match that of emerging countries like India and China" and "also recommended easing the ban on weapons exports" are aimed to soften local public opinion of more militarized and military independent Japan
It is understood that article flatters Chinese & Indian ego but than it has nothing to do with reality be cause they deliberately don't mention their (Japanese) huge technological advancement over those 2 countries.
So everybody normal understands that military advantage based on the shear number can be quickly compensated
China and India are NOT in the same league with Japan and have no other advantage except numbers in the rest are far behind.
In my opinion this thread has perhaps not wrong article... but wrong question as the starting point of discussion.....:)

Japan is the only country in the world that has technological know and resources to build everything from 5th generation plane, atomic weapons to aircraft carriers and all kinds of other most sophisticated weapons.
Perhaps one day... once non manned planes, drones tanks and robotics in general become every day reality in military armament Japan will make their come back as military power and take position that rightfully belongs to them.

Till that day comes we will probably see more silly comments like "idea of India-Japan military cooperation" and similar...:)
hey, we are only human dreaming is not forbidden!:viannen_10:

I think all you mention is already under way. This article (at the beggining of the thread) is just one of many that aim local public opinion warm up for Japanese re-militarization(The same is happening with Germany(2nd WW2 looser), they are only very discreet about it)
    R. Gates already got 1st flavor on his (failed) attempt to win Japanese nationalist president for some problematic military issues.
The Japanese looking how to move in unpopulated area (of Okinawa) USA military base. Or they look how to remove completely USA bases from Japan.
I don't think that one can read about that in USA press...:sporty55:

It is clearly a diversion tactics. It has all the raw materials(technology) and man power it needs to add value to its military.

It can build as many nuclear warheads and ballistic missiles in no time.It can build as many super carriers with nuclear propulsion. It can heavily arm its whole armed forces in well less than 5 years.

Currently it was held with defensive posture. And majority of its citizens were stuck with defence.
History always repeats eh.... Asking for US to get out of its bases and promotion of a defensive military to offensive...Am I smelling something cooking really hot underneath?

I wonder why it didnt involved NK along side China,India :D

I agree with Parashuram...the 'ability to do something' and 'having the experience of doing it' are two completely different things and cannot be compared. Japan is technically advanced and can put in short notice an admirable 'weapons'. But the combat experience of their army is critical in using these weapons to achieve the objectives. Both the 'will' and 'skill' come into play. And on both these fronts Japan seems to be on the disadvantage.
