ICBMs are not ornamental when there is another nation halfway across the world with hundreds of warheads pointed at you. India is not factored into most response plans under SIOP, so why does it feel the need for a nuke that can reach NYC?

All an Indian ICBM will do is give the 20th Air Force a reason to include New Delhi in their target list.

When did that happen?

All GoI and DRDO have been repeatedly saying that range is capped to 5500Km.
