Should given visa for education to study and get a seat in educational institute. After what ever degree she has to leave to her country.
I guess no foreign student can dent in to Indian quotas which is already full.
May be they should try for asylum in India. If they are successful after complete checks. Could be accommodated. But she will loose time... so no alternative except pay fees en get seat in private colleges.
