I personally don't agree with it but....I will surely support professionalisation of this organisation and others too....
That's fine.

But any reason, you are not happy with the split.

personally my take on it that we need to control it improve it...
splitting will lead to alot of other issues from splitting of experience. To budget constraints... To labour issues... and many more...


but top of it ...
Will give them another reason for further delays...

Smaller organisations are not that easy to handle....
thats my take...
more decision makers.. more issues...

India Requires Russia, S. Korea to Partner With Local Firms in Helo Contest

NEW DELHIIndia's Defence Ministry has decided that South Korea and Russia must partner with Indian firms in order to take part in its helicopter competition, despite offers of complete technology transfer, according to an MoD source.

South Korea is offering its Surion light utility helicopter (LUH) and Russia its Ka-226 machine. Russian President Vladimir Putin made the offer during his Dec. 11 visit to India.

"MoD's decision to buy LUH only through competition from domestic vendors is a virtual rejection of any government-to-government helicopter production deal between India and Russia," said defense analyst Nitin Mehta.

The MoD source, however, said the decision not to enter a joint program with either South Korea or Russia is part of a policy to boost the domestic private sector defense industry, and that the MoD would like to see partnerships for weapons programs with overseas companies.

After coming to power, the government of Prime Minister Narendra Modi canceled two global tenders for light utility helicopter purchases and approached the domestic companies to participate in the procurement of unspecified numbers of helicopters, either alone or in partnership with an overseas company.

India needs 440 LUHs to replace its aging Cheetah and Chetak helicopters used for reconnaissance and logistics in the high altitude battlefields in the Himalayas.

After the summit talks with Putin, Modi said in a statement: "I am pleased that Russia has offered to fully manufacture in India one of its most advanced helicopters. It includes the possibility of exports from India. It can be used for both military and civilian use. We will follow up on this quickly."

South Korea has also offered India full tech transfer of the Surion helicopter, the MoD source said. A diplomat from the South Korean Embassy in New Delhi confirmed that a proposal was been made to India in December, but gave no details.

In August, MoD canceled the 2012 tender for the purchase of 56 naval utility helicopters, in which Airbus Helicopters and AgustaWestland were in the race.

In July, MoD canceled the 2008 global tender for the purchase of 197 light utility helicopters worth $1 billion, in which now Airbus Helicopters' AS550 was in competition with Russia's Ka-226T built by Kamov.

India's helicopter requirement is expected to grow to 600. In addition, the MoD also plans to procure 90 multirole helicopters worth $2.5 billion through the "Buy and Make (India)" route.

"Except for state-owned Hindustan Aeronautics Limited [HAL], no private-sector defense major has ever produced a military helicopter," Mehta said. "But in the future, tie-ups are expected with overseas defense companies to tap the emerging helicopter market."

US-based Sikorsky and Tata Group already have an agreement, and in October, Airbus Helicopters also announced a tie-up with the Tata to jointly produce Avro transport aircraft.

Why IAF/IA wants LUH to buy(& make in India) when HAL already have almost Developed indigenous LUH.

Manufacturing in large number should not be a issue as Production lines needs to be created for both HAL LUH and Foreign LUH in India.

EXCLUSIVE: August 1st Flight For HAL's Light Utility Copter


HAL's Light Utility Helicopter (LUH), under development to meet a requirement of at least 187 light reconnaissance and utility rotorcraft for the Indian Air Force and Indian Army is all set for its first flight in August. An internal target of July has been set for the sole current prototype at HAL's Helicopter Division to lift off in July, though sources confirm that August is likely to be when it will happen. The LUH prototype (two more will be built for the flight test programme) has been in a routine of ground testing for weeks now. The LUH mock-up on display at Aero India this year is in Indian Army colours, and has been a source of interest for quite a few foreign delegations at the show this year. Quick news points:
The first LUH prototype will fly in August, officially kickstarting flight test.
HAL aims for final operational clearance in 2017, and begin deliveries to the Indian Army and IAF by the end of that year.
The LUH sports a new jointed foldable rotor system (see photo), designed and built in-house
to meet the Indian Navy's deck requirements. Significantly, the rotor will be made available on future Dhruv ALH constructions and re-offered to the Indian Navy.
For a proposed naval version, HAL says it will offer a wheeled version of the LUH.
The LUH cockpit is almost entirely an Indian glass cockpit, with components and systems sources completely from the Indian private sector, and mission computer software modified from the Dhruv's.

Turbomeca will be powering Hindustan Aeronautics Limited (HAL)'s Light Combat Helicopter (LCH) and Light Utility Helicopter (LUH) with Ardiden 1H1 and Ardiden 1U engine respectively. The new HAL designed Light Utility Helicopter (LUH), a three- ton single-engine aircraft, is still under development. Featuring state-of-the-art technologies, the Ardiden 1 family develops 1,400 shp. The Ardiden 1H1 variant was EASA-certified in 2009 and more than 250 units have already been co-produced, under the 'Shakti' designation, with Hindustan Aeronautics. First bench testing of the Ardiden 1U, the single-engine variant, took place in early December 2014 and first models were delivered to HAL by the end of 2014. EASA type-certification is scheduled for 2017. "Our participation in the LCH and LUH programme builds on our track-record, established since 2003, of cooperating on the Shakti project. We are extremely proud of the continued confidence placed in us by HAL," said Olivier Andriès, Chairman and CEO of Turbomeca.

Anantha Krishnan M recently tweeted LUH PT-1 structure that was uncoupled from the coupling jig at HAL facilities recently. LUH PT-1 structure will be first Prototype of the ambitious HAL's Light Utility Helicopter (LUH) . In Aero India held in month of February , HAL had promised back then that first flight of LUH will be ready for first flight by August .


If the picture is really from month of April then it doesn't look promising that first flight can be carried out by August as promised by HAL since getting helicopter ready and carrying out series of pre-flight checks .

IF HAL Fails to meet this all people involved must be fired , even if it risks the entire project atleast it will set an example for rest and will develop fear.


Fear is the only thing that can turn things around....

HAL pushing for LUH first flight in December

India's Hindustan Aeronautics Limited (HAL) plans to conduct the maiden test flight of its under- development Light Utility Helicopter (LUH) in December. HAL officials told IHS Jane's that the proposed flight of the 3.1 tonne single-engine LUH prototype followed successful ground tests in December 2014 and would coincide with the 75th anniversary of HAL's founding. Under development since 2008-9, the LUH is being developed to replace the obsolete Cheetah (Aerospatiale SA-315B) and Chetak (Aerospatiale Alouette III) helicopters, which have been operated by the Army Aviation Corps (AAC) and the Indian Air Force (IAF) since the 1960s. By mid-2017 HAL aims to have built four LUH prototypes and to have obtained initial operational (IOC) before series production starts in 2018 at a special helicopter facility it plans to build at Tumkur, 74 km north of Bangalore.
