Gaffe-stung Congress praises wily Narendra Modi with caution

    NEW DELHI: Narendra Modi's penchant for turning any praise from the Centre into a political weapon against Congress has the Centre tread with care.

    Rural development ministry has granted CM Modi an additional Rs 100 crore for good work in "drinking water and sanitation" but exercised caution to underline that Gujarat is among the seven states who are being rewarded.

    The letter from RD minister Jairam Ramesh to Modi mentions that Arunachal Pradesh, Assam, Gujarat, Meghalaya, Punjab, Tripura and Tamil Nadu have utilized 60% of their funds under 'national rural drinking water programme', prompting the Centre to make additional allocations for the coming year.

    In contrast, the letters to other CMs are direct, stating "since your state has performed well, I have decided to give an additional allocation of Rs 98.20 crore (Tamil Nadu)".

    The reward is part of RD's drive to distribute "unspent" money in the current financial year among performing states instead of returning them to the finance ministry.

    Sources said the precaution taken in correspondence with Gujarat was typical of Congress's compulsions as well as Modi's guile, made more sensitive by December polls. With an eye on campaign, Congress has begun to question the CM's governance, using CAG report's Rs 16000 crore irregularities as a potent weapon.

    The wily leader could ruthlessly exploit praise for Gujarat's performance to say even Delhi acknowledged his "good governance". It could snuff the life out of state Congress struggling to match the BJP poster boy.

    While Congress has condemned Modi for "genocide", the CM has latched on to every opportunity to beat the rival with its own words.

    The trend started when Rajiv Gandhi Foundation praised Modi regime's achievements. The Planning Commission's report on human development too led to a flutter in Congress as Modi called it the best measure of his governance.

    Recently, key CMs from Congress stable like Sheila Dikshit said Modi was tough to beat politically because of "development", a strict no-no that forced clarifications.

    Congress gaffes on Modi turned into a farce this January, when its state unit issued a pullout on the Republic Day that praised Modi as "master organizer and astute politician". BJP went to town to flaunt the pullout as a Congress stamp of approval on him. But Congress claimed it was written in a "sarcastic tone" to question Modi.

    Given the backdrop, the RD ministry appeared cautious. A senior functionary said, "A simple letter to Modi that he had done good work could be turned into a political campaign by him. We have just been careful."

    It's due to education.Many part of gujju community is far behind in education.Modi is trying hard in that direction,too.Picture improved a little because political motivation isn't the only factor, most of burden is upto people....
