I think we are misinterpreting what Nikki Haley meant. She said nothing about Kashmir. 'Easing tensions' could mean warning Pakistan to rein in their terror groups and stop the proxy war in Kashmir before things get out of hand. The US realises that another Mumbai could set off a full spectrum war between India and Pakistan.

Also US comments mean nothing because this kashmir issue is not their concern.

Finally I wouldn't trust the USA ever. Talking about Mumbai, remember that this headley guy used to work for DEA and perhaps other US intel agencies. And the CIA/FBI knew very well what he was doing in Mumbai. How? Because his ex-wife, a morrocan woman reported him to the US embassy in pakistan, about his suspicious activities in mumbai during one of his scouting mission. The CIA chose to remain silent about this.
