Russia, China sign contract worth over $2 billion for Su-35 fighter jets

China is to buy a batch of 24 Sukhoi-35 fighter jets from Russia in a deal worth more than $2 billion, an industry source told Reuters on Thursday, in a move that may help the Kremlin's strained finances.

It is not clear when China will pay Russia the more than $2 billion fee for the Su-35 jets.

Russia have lay up global jets and upgrate their Mig-29 and Su 27/30/34 and PAK-50 so Russia have now more jets than China in capability. China have just over 1000 and Russia have over 1200 pieces. US have 2500 and after F-35 in 2023-2035 they will have around 3000 fighters.

USA, Russia, China, India and Egypt have most jets in world 20 year forward.

China confirms building second aircraft carrier

BEIJING: After months of speculation, China confirmed on Thursday it is building a second aircraft carrier to go with an existing one bought second-hand, as neighbours worry about Beijing's new assertiveness to claims in the South China Sea.

Defence Ministry spokesman Yang Yujun said the carrier had been designed in China and was being built in the port of Dalian. Foreign military analysts and Chinese media have for months published satellite images, photographs and news stories purporting to show the second carrier's development.

"China has a long coast line and a vast maritime area under our jurisdiction. To safeguard our maritime sovereignty, interests and rights is the sacred mission of the Chinese armed forces," Yang said.

The design draws on experiences from the country's first aircraft carrier, the Liaoning, bought from Ukraine in 1998 and refitted in China, Yang said.

Yang said the conventionally powered carrier has a displacement of 50,000 tonnes, will be able to operate the Shenyang J-15 fighter and, unlike the 60,000-tonne Liaoning, have a ski-jump take-off.

Little is known about China's aircraft carrier programme, which is a state secret.

Yang would not say when the second carrier would enter service, saying it depended on progress in the design process.

A Shanghai-based naval expert who asked not to be identified because of the sensitivity of the matter said tensions in the South China Sea made the carrier particularly necessary to furthering Chinese interests.

"The US has many aircraft carriers that are traveling all over the place in the South China Sea, which has caused problems for us," he said. "Having a second aircraft carrier reduces the pressure on us. It will keep us from being bullied."

China claims almost all the South China Sea, believed to have huge deposits of oil and gas, through which about $5 trillion in ship-borne trade passes every year, and has been building up military facilities like runways on the islands it controls.

Brunei, Malaysia, the Philippines, Taiwan and Vietnam also have claims.

China says it has no hostile intent and wants to manage the dispute through bilateral talks with the other claimants. Yang also announced the defence ministry had just set up a new hotline with Vietnam, as it seeks to manage the tensions.

But Beijing has been involved in a diplomatic spat with Washington too over ship and aircraft patrols in the region.

Asked whether China was thinking of a third carrier, Yang said that "relevant authorities" would take various factors into consideration about future carrier plans.

The Pentagon, in a report earlier this year, said Beijing could build multiple aircraft carriers over the next 15 years.

Taiwan's Defence Ministry said in September China was building two aircraft carriers that would be the same size as the Liaoning.

Successfully operating the Liaoning is the first step in what state media and some military experts believe will be the deployment of domestically built carriers by 2020.

The Liaoning has taken part in military exercises, including in the South China Sea, but is not yet fully operational.

Last week, the military said the Liaoning had made a "key breakthrough" in shifting from the testing phase to being able to operate ship-borne aircraft, as the country's navy chief paid a visit.

SHANGHAI: China has unveiled changes to the structure of its military described by President Xi Jinping as "a major policy decision to realise the Chinese dream of a strong army", state media reported.

Beijing in November said it planned sweeping changes in a move intended to enhance the ruling Communist Party's control over the People's Liberation Army (PLA).

The changes announced late Friday will see a new army unit set up to oversee China's arsenal of strategic missiles.

Besides the "Rocket Force", the PLA also unveiled an army general command to serve as the headquarters for land forces and a support unit to assist combat troops, the official Xinhua news agency said.

The changes come as China acts more aggressively in territorial disputes in the South China Sea and East China Sea and comes just after Beijing announced on Thursday it is building its second aircraft carrier.

The nation's first aircraft carrier, the Liaoning, is a secondhand Soviet ship built more than 25 years ago that was commissioned by China in 2012 after extensive refits.

At the same time, Xi, who is chief of the Communist Party and also serves as head of the military, is planning to slash China's number of troops by 300,000 to roughly two million to craft a more efficient fighting force.

China's Central Military Commission, which Xi chairs, on Friday also released guidelines to help build the country's vision of a modern military before 2020 by cutting troops and improving the quality of combat personnel, Xinhua said.

The new PLA Rocket Force is tasked with maintaining conventional and nuclear weaponry with the ability to both deter and strike, Xi told a ceremony for the founding of the three new organisations, according to Xinhua.

But a spokesman for China's Ministry of Defence denied any shift in the country's nuclear weapons policy.

"China's nuclear policy and nuclear strategy are consistent, there has been no change whatsoever," spokesman Yang Yujun said Friday, according to a transcript posted on the ministry's website.

The new unit would take over from the Second Artillery Force, he said.

Beijing's forces have been involved in sometimes tense confrontations with Japanese and Philippine units over maritime disputes in the East China Sea and South China Sea respectively, prompting fears that the disputes could result in armed clashes.

A Chinese Navy fighter jet crashed into a factory in east China’s Zhejiang province Wednesday evening, causing damage to the factory building but no injuries.

Navy spokesman Liang Yang said in a statement that the fighter jet of the East China Sea Fleet was flying a night training mission when it crashed into a sewing machine factory in Taizhou around 19:30.

He added that the pilot parachuted safely to the ground and there were no casualties reported.

The navy and the East China Sea Fleet are dealing with the aftermath of the accident and the cause of the crash is to be further investigated, said the spokesman.

China delivers warship to Algeria

China delivered a stealth corvette to the Algerian Navy last week, marking a new high in the nation's export of military ships.

The C28A-class guided missile corvette was commissioned by the Algerian Navy on July 12 at a port of Hudong-Zhonghua Shipbuilding Group in Shanghai, becoming the third of its kind in the African country's Navy.

The C28A-class corvette represents the highest technological level of China's export warship, China Ship News reported, quoting shipbuilding sources as saying it has the best combat capability and is very competitive on the international market.

With a displacement of 3,000 metric tons, the 120-meter-long corvette can conduct offshore defense operations and long-distance combat tasks. It is larger than previous warships China has sold to foreign nations, has new equipment, a stealth design and a higher level of automation, sources told the newspaper.


It has a cruise speed of about 30 km/h and an operational range of nearly 10,000 km, according to the report.

The C28A-class corvette, was designed by the Marine Design and Research Institute under China State Shipbuilding Corp. In 2011, it defeated 10 competitors from eight countries for the Algerian Navy contract for three corvettes. The first C28A was delivered in September 2015 and the second this January.

Wu Qiang, general manager of China State Shipbuilding Corp, the parent company of the Hudong-Zhonghua, told China National Radio at the commissioning ceremony that the ship is a symbol of China's achievement.

"In the past, naval ships we sold to other countries mostly used foreign-developed weapons, but all of the weapons and radar installed on three C28As, including anti-ship and anti-aircraft missiles, torpedoes and naval guns, are domestically developed," he said. "The results of these C28A ships' tests are very satisfactory, and our clients are happy with their performance."

Ren Yi, chief designer of the C28A, was quoted by China Central Television as saying that the ship can perform reconnaissance, aircraft and missile defense, anti-ship and anti-submarine operations, as well as maritime humanitarian missions.

Gao Zhuo, a military observer in Beijing, told China Daily that China's new-generation naval vessels are reliable, have outstanding combat capabilities and are attractive in terms of price and operational costs, making them good choices for developing nations.

China eyes artificial intelligence for new cruise missiles -

China is eyeing the use of a high level of artificial intelligence and automation for its next generation of cruise missiles, a senior designer was quoted as saying on Friday. “We plan to adopt a ‘plug and play’ approach in the development of new cruise missiles, which will enable our military commanders to tailor-make missiles in accordance with combat conditions,” Wang Changqing of the China Aerospace and Industry Corp told the state-run China Daily newspaper.
“Moreover, our future cruise missiles will have a very high level of artificial intelligence and automation,” Wang added. “They will allow commanders to control them in real time manner, or to use a fire-and-forget mode, or even to add more tasks to in-flight missiles.” China is already a global leader in the field of using artificial intelligence in missiles, Wang added, without elaborating.
President Xi Jinping is overseeing an ambitious military modernisation programme, including developing stealth fighters and building aircraft carriers. That has rattled China’s neighbours, several of whom are engaged in territorial disputes with it. The United States is also wary of China’s growing assertiveness. China says it has no hostile intent and that it needs a modern military to protect its legitimate security needs as the world’s second-largest economy. China has attached particular importance to missile development, including testing anti-missile missiles and anti-satellite missiles.

China says it has stealth-defeating quantum radar
A Chinese firm has reportedly developed and tested a radar system that uses quantum entanglement to beat the stealth technology of modern military craft, state media said.
The first Chinese quantum radar was developed by the Intelligent Perception Technology Laboratory of the 14th Institute in CETC, according to Xinhua news agency. CETC stands for Electronics Technology Group Corporation, a defense and electronics firm.

The radar was tested in mid-August, Xinhua said in a Thursday report.

The system was able to detect a target at a range of 100 kilometers in a real-world environment, the report said. The device employs single photon detection technology.

Quantum radar is a device that uses quantum entanglement photons to provide better detection capabilities than conventional radar systems. The method would be useful for tracking targets with a low radar cross section, such as modern aircraft using stealth technology or targets employing active countermeasures to jam or baffle enemy radar.

The technology may also find use in biomedicine, since quantum radar requires lower energy and can be used to non-invasively probe for objects with low reflectivity, such as cancer cells.

Earlier, China launched the world’s first quantum communications satellite, which uses quantum entanglement for cryptography.

Harbin Aircraft Industry Group Co., Ltd. (HAIG), a subsidiary of Aviation Industry Cooperation of China (AVIC), signed a contract with AVIC International Aero-Development Corporation for the purchase of six Y-12E aircraft.

It is learnt that those six China-made aircraft will be exported to the Republic of Congo and Costa Rica.

The Harbin Y-12 is a small turboprop aircraft, which is widely applied to passenger/cargo transportation, parachuting, geological exploration, aerial photography, ocean surveillance, agriculture and forest uses, artificial rainfall and other general aviation activities. Its lifting capacity is about 1,800 kilograms (almost 4,000 pounds), and its maximum speed is about 280 miles per hour.

Besides, the light multi-purpose aircraft is the first Chinese domestic civilian aircraft awarded the Type Certificate by the Federal Aviation Administration (FAA). Y-12 series own Y-12 (II), Y-12 (IV) and Y-12E aircraft, after gradual development and improvement.

Currently, Harbin Aircraft has delivered about 200 Y-12 series aircraft to customers at home and abroad. The Y-12 becomes the home-made civilian aircraft with the largest deliveries.

China Made Warships, Coming Soon to Malaysia?

SHAH ALAM: I have written in the past that there have been proposals for Malaysia to buy warships from China. The proposals include corvettes and multi-role support ships. And apparently the government is still keen about it though it has not yet wrapped up the deal.

Industry sources told Malaysian Defence that another Made in China proposal was floated recently, this time around a patrol vessel in the guise of the Littoral Mission Ship (LMS) as envisioned by the RMN 15-to-5 transformation plan.

The vessel proposed is to be around 70-metre, slightly smaller than the two training ships designed by DSME.

Under the 15-to-5 plan, the LMS will be the most numerous vessel in the RMN as it will be the cheapest to buy, operate and maintain. It will supplement the LCS and NGPV which will served as the backbone of the future RMN armada together with the submarines and MRSS.

Based on reports, around a dozen or so LMS are supposed to be built together with at least another 12 NGPV, four MRSS and two more Scorpenes.

RMN chief Admiral Ahmad Kamarulzaman Baharuddin said the 15-to-5 fleet transformation was part of its plan to strengthen and modernise its armada and be cost effective at the same time.

“If the transformation programme is endorsed by the government the replacement process will be done in stages. We will focus on building ships from the five classes harnessing the abilities of the local industry,”

According to Kamarulzaman, the LMS will be smaller, less capable and more importantly, less expensive than the LCS. It will be multi-mission ship capable of conducting patrols and other duties. Both the LMS and MRSS and the rest of the future armada will be locally built to reduce the procurement and maintenance costs.
Building locally was the main theme of the 15-to-5 plan. That is the reason they wanted more of the NGPV as the design is already owned by Boustead Naval Shipyard so it will be cheaper than DCNS-owned LCS.

Anyhow, as I reported previously, a proposal to buy China made warships – most likely the C28A corvettes ordered by the Algerian Navy, have been in the works in the last five years, which preceded the 15-to-5 plan.

Nigerian Navy’s newest offshore patrol vessel NNS Unity which was built by the China Shipbuilding and Offshore International Limited (CSOIL) arrived to Lagos, Nigeria, on November 4.

The ship departed China on September 15 and made port calls in five countries in Asia and Africa while en route to Nigeria.

The two offshore patrol vessels Nigeria ordered from China in 2012 are variants of the Chinese Type 056 corvette. Known as P18N, the Nigerian variant measures 95 meters in length, displaces 1800 tons and can stay at sea for 20 days.

NNS Centenary, the first ship in the class arrived to Lagos in February 2015.

Yemen and other conflict zones become testing ground for next generation of weapons

While low-tech hardware such as the Type-56 assault rifle, a variant of the Russian AK-47, has been widely used for decades, the Mideast is becoming the proving ground for a new generation of Chinese weapons such as advanced missiles, aircraft and drones.

“The Chinese and many other navies would be quite impressed with the amount of destruction it [the anti-ship missile] caused on the high-speed ferry,” said Rick Fisher, senior fellow at the International Assessment and Strategy Center in Washington. “And this is only the beginning” of a greater use of Chinese weapons in the Mideast and elsewhere.

In the five years up until 2015, China’s arms exports increased 143 per cent, usurping Germany as the world’s third-largest arms trader, according to data compiled by the Stockholm International Peace Research Institute. The US remains the world’s biggest arms exporter.

The attack on the US warships — which caused no fatalities, according to news reports — was good advertising, said Yue Gang, a retired colonel in the People’s Liberation Army. The China Aerospace Science and Industry Corporation, which makes the missiles, declined to comment on the incidents.

Chinese college trains nearly 10,000 foreign military officers

Nearly 10,000 military officers from over 160 countries and international organizations have graduated from China's College of Defense Studies, China's top military academy to train foreign officers, The Paper reports.

This year marks the 60th anniversary of the college's foundation. It is estimated that more than 500 senior officers from over 100 countries study there every year.

According to The Paper, the college curriculum includes teaching the ideas of cooperation and peace to foreign officers who learn how to avoid war through peaceful means. Ancient Chinese military treatise "The Art of War" is one of the most popular training courses for foreign officers.

Besides classes, the foreign officers also have a chance to visit revolutionary and historical sites in China to further understand China.

The Chinese aircraft carrier Liaoning is set to take part in its first blue water military exercises in the West Pacific, local media reports stated, citing the military. Liaoning will be part of a wider national naval formation being sent to the region.

“Liaoning will conduct military drills in the West Pacific,”
said People's Liberation Army Navy spokesperson Liang Yang on Saturday, China’s state-run Global Times reported.

It is believed to be the first time the vessel participates in open sea training.

On Saturday, the aircraft carrier continued ongoing Naval drills in the Yellow Sea, where it was supported by a formation of destroyers and frigates. The drills also involved China’s self-made J-15 fighter, which was assigned to Liaoning.


On Friday, China’s defense ministry announced that the aircraft carrier will also conduct scheduled cross-sea training and tests. According to Global Times, Liaoning will conduct further drills in other parts of China’s maritime area which includes the Bohai Sea, the Yellow Sea, the East China Sea and the South China Sea.

The ship is an Admiral Kuznetsov class aircraft carrier which was originally launched for the Soviet Union in 1988. China obtained the incomplete vessel from Ukraine ten years later and commissioned the aircraft carrier in 2012.

The potential deployment of the aircraft to the West pacific would occur amid rising tensions between the US and China. Early in December, US President–elect Donald Trump received a congratulatory phone call from the President of Taiwan Tsai Ing-wen. The move caused quite a stir in China, with the country’s Foreign Ministry lodging an official complaint since Beijing views the island as its territory.

Earlier Trump also questioned the decades-long “One China” policy perceived by Washington. “I don’t know why we have to be bound by a ‘One China’ policy, unless we make a deal with China having to do with other things, including trade,” Trump said. In response, China’s ambassador warned the US said that his country would not tolerate any review of its “political foundation.”

The area of the South China Sea, where Liaoning is currently operating, has been one reason behind numerous tensions between the US and China, with both sides accusing each other of sabre rattling and a military build-up. Beijing claims nearly all of the South China Sea as its territory, causing strong opposition from regional neighbors, including Philippines, Taiwan and Vietnam. One of the heaviest ongoing disputes is over the Spratly islands, where China has tried to prevent US Navy patrols, which Washington says are legitimate due to the Freedom of Navigation act.

BEIJING: China has tested an improvised version of its stealth fighter and plans to sell it at half the price of the US variant to break Western monopoly over the high-tech aircraft, which will have strategic implications for India as Pakistan has already shown interest in acquiring it.

An improved version of China's fifth-generation FC-31 Gyrfalcon stealth fighter jet has conducted its maiden flight last week in Shenyang, capital of Liaoning province, state-run China Daily reported today.

Previously known as the J-31, the twin engine, radar evading aircraft is still under development by Shenyang Aircraft Corp, part of the Aviation Industry Corp of China, (AVIC), it said.

The Chinese stealth aircraft have strategic significance for India as besides China, Pakistan - which is producing JF-17 Thunder fighter along with Beijing - has already evinced interest in acquiring China's stealth fighter.

India is yet to have stealth aircraft in its arsenal.

AVIC displayed a large-scale model of the FC-31 at the 14th Dubai Airshow in the UAE in November, 2015.

Specifications supplied by AVIC show the jet has a maximum takeoff weight of 28 metric tonnes, a flight radius of 1,250 kms and a top speed of Mach 1.8, or 1.8 times the speed of sound.

It can carry eight tonnes of weapons. The plane can hold six missiles in its internal weapons bay and another six under its wings, AVIC said.

The first test flight of the FC-31's second prototype took place on Friday at Shenyang Aircraft Corp, four years after the first prototype took to the skies, the Daily quoted officials as saying.

The report also said fifth-generation fighters are the most advanced available.

Fu Qianshao, an aircraft expert with the PLA Air Force, said the new FC-31 has state-of-the-art instruments such as its electro-optical targeting system and helmet-mounted display and sight system.

The new FC-31 seems to have better stealth capabilities, improved electronic equipment and a larger payload capacity, said Wu Peixin, an aviation industry observer in Beijing said.

"Compared with the first FC-31, there are a lot of improvements on the second prototype. Changes were made to the airframe, wings and vertical tails, which make it leaner, lighter and more manoeuvrable," he said.

AVIC wants to use the FC-31 to capture market share at home and abroad but the company is making a big push to attract foreign buyers with its medium-sized stealth combat planes, he said.

Li Yuhai, deputy general manager of AVIC, previously said AVIC plans to use the FC-31 to "put an end to some nations' monopolies on the fifth-generation fighter jet" and this plane "is able to compete with any other aircraft of its kind".

"I believe the aircraft will have bright prospects in the market. Based on my experience and knowledge, I presume its price will be around USD 70 million, about half that of the US' Lockheed Martin F-35 Lightning II," Fu said.

"Moreover, the fourth-generation Euro fighter Typhoon and Dassault Rafale fighter jets are priced at about USD 100 million. All of these mean you can spend a lot less money to get an advanced, fifth-generation stealth combat plane," Fu told the Daily.

The only fifth-generation fighter jet currently available in the market is the US' F-35 Lightning II, but the US sells it only to allies.

Following the Friday test flight, aviation enthusiasts posted pictures on Chinese websites, showing what they said was the second prototype in flight.

The FC-31 was unveiled in October, 2012, when the first prototype made its maiden flight, becoming the country's second fifth-generation fighter jet following the J-20, which conducted its first flight in January, 2011.

Deliveries of the J-20 to the People's Liberation Army Air Force have started.

China delivers warship to Algeria

China delivered a stealth corvette to the Algerian Navy last week, marking a new high in the nation's export of military ships.

The C28A-class guided missile corvette was commissioned by the Algerian Navy on July 12 at a port of Hudong-Zhonghua Shipbuilding Group in Shanghai, becoming the third of its kind in the African country's Navy.

The C28A-class corvette represents the highest technological level of China's export warship, China Ship News reported, quoting shipbuilding sources as saying it has the best combat capability and is very competitive on the international market.

With a displacement of 3,000 metric tons, the 120-meter-long corvette can conduct offshore defense operations and long-distance combat tasks. It is larger than previous warships China has sold to foreign nations, has new equipment, a stealth design and a higher level of automation, sources told the newspaper.


It has a cruise speed of about 30 km/h and an operational range of nearly 10,000 km, according to the report.

The C28A-class corvette, was designed by the Marine Design and Research Institute under China State Shipbuilding Corp. In 2011, it defeated 10 competitors from eight countries for the Algerian Navy contract for three corvettes. The first C28A was delivered in September 2015 and the second this January.

Wu Qiang, general manager of China State Shipbuilding Corp, the parent company of the Hudong-Zhonghua, told China National Radio at the commissioning ceremony that the ship is a symbol of China's achievement.

"In the past, naval ships we sold to other countries mostly used foreign-developed weapons, but all of the weapons and radar installed on three C28As, including anti-ship and anti-aircraft missiles, torpedoes and naval guns, are domestically developed," he said. "The results of these C28A ships' tests are very satisfactory, and our clients are happy with their performance."

Ren Yi, chief designer of the C28A, was quoted by China Central Television as saying that the ship can perform reconnaissance, aircraft and missile defense, anti-ship and anti-submarine operations, as well as maritime humanitarian missions.

Gao Zhuo, a military observer in Beijing, told China Daily that China's new-generation naval vessels are reliable, have outstanding combat capabilities and are attractive in terms of price and operational costs, making them good choices for developing nations.



Looks like cheap chinese junk. Thankfully for Algerian Navy they have ordered two Meko A200 frigates from Germany (TKMS) . I suspect each Meko costs more than three C28A.
