Yes,
China is ahead of india because they start reform 12 years early;
China is ahead of india because they cheat on their GDP data;
China is ahead of india because they violate the international law;

china may b ahead of us due to 'n' no of reasons but the fact is that only THAT THEY R AHEAD. So no need of these excuses for us. Important is to assess our situation, take some lessons from them too and improve our governance and decrease our bureucracy.

I think it is safe to say India is basically far behind China in virtually every economic, social development or science benchmarking.
