So, what was the catalyst that made the UPA act?

Kashmir will possibly see a turbulence egged on by the Hurriyat and the ISI.

The CRPF has moved some units for the Tripura elections and so towns and Srinagar will require beefing up and the Army which had been withdrawn will have to fill the gap or be more vigilant wherever they are with QRTs.

Heliborne QRTs will be a better option for quick reaction to Hurriyat mischief if played.

Have heard rather disturbing news about Kerala, something in tune with the illegal migrants in Assam. New faces emerging along the coastal belt, in large numbers, ghettos being formed. What's the story like, and where are these people coming from if it's true.

Anyone serious about finding out is welcome to take a car ride with me. Starting from Bangalore. We will be back the next day. The belt stretching from after puttur in Karnataka all the way to kasargod in Kerala down until Kozhikode is becoming one hell hole. Open display of hostilities between wahabbis funded b y Saudis and vhp / ram sene / rss. All highways are lined with either Islamic green banners with Arabic script or saffron banners. Political posters are lined with mosques and temples in the background. Open groups of kids wearing green shirts or saffron shirts patrol the streets on their mopeds. I suspect wielding weapons. Massive green and saffron banners are hung right across state and national highways with stone weighs holding them down. There are at least half a dozen communal deaths a month. Most are kept under wraps by the authorities to keep the situation from flaring up.

Like I said, any future leaders need to visit such places to understand what is happening in India.

I doubt the army will enter its forces into anything short of an encounter or terrorist attack. They are extremely reluctant to act as law enforcers in kashmir. Btw, now counter terror ops in Srinagar are led by the SOGs with CPRF as backup. So even there the army is unlikely to get involved.
Heliborne QRTs are always kept on standby or at least on very short notice. But that is usually to deal with infiltration attempts in areas not easily accessible on foot or when the received warning of intrusion is near a populated area.
