Ganga Rejuvenation

Major activities under National Mission for Clean Ganga:


Under Namami Gange programme, a total of 187 projects worth Rs. 16565.34 crore have been sanctioned for various activities such as sewage infrastructure, ghats and crematoria development, river front development, river surface cleaning, institutional development, biodiversity conservation, afforestation, rural sanitation, and public participation.

93 projects out of 187 were sanctioned for creation of 2205.08 MLD new sewage treatment plants (STPs), rehabilitation of 564.3 MLD of existing STPs and laying/rehabilitation of 4762.4 km sewer network for abatement of pollution in river Ganga and Yamuna.

Within a year of reconstitution of NMCG as an Authority (October 07, 2016 to October 07, 2017), 44 projects worth Rs 7,547.87 crore were approved by the Executive Committee. These projects pertain to creation of adequate sewage treatment capacities in Ganga basin States – Uttarakhand (17) Uttar Pradesh (10), Bihar (11) Jharkhand (1) West Bengal (3) and Delhi (2). Total STP capacity of 1402.26 MLD will be created with the approval of these projects and sewer network length of 1429.24 km will be laid down.

In a paradigm shift in sewage sector in the past one year, works on two STP projects (50 MLD in Varanasi and 82 MLD in Haridwar) have been started under Hybrid Annuity PPP mode (HAM). Other projects sanctioned under HAM are Naini, Jhusi, Phaphamau, Unnao, Shuklaganj and Farrukhabad in Uttar Pradesh, Digha, Kankarbagh and Bhagalpur in Bihar, Howrah, Bally and Tolly’s Nallah in Kolkata.

36 Real Time Water Quality Monitoring Station (RTWQMS) are operational under Namami Gange programme.

For abatement of industrial pollution, survey of all 1109 Grossly Polluting Industries (GPIs) was conducted. Out of 1109 GPIs, 333 were closed and closure notices were given to non-complying GPIs.

For River Front Development, works at 111 ghats and 46 crematoria are in progress and expected to be completed by 2018. For river surface cleaning, 11 trash skimmers have been deployed at Haridwar, Garh Mukhteshwar, Kanpur, Varanasi, Allahabad, Patna, Sahibganj, Nabadwip, Kolkata, Delhi and Mathura-Vrindavan.

On rural sanitation front, all 4464 villages on the bank of river Ganga have been made Open Defecation Free (ODF) and 12, 74, 421 Individual Household Toilets have been constructed.Five State Ganga Committees and 34 District Ganga Committees constituted for effective monitoring of projects and activities.

Six public outreach programmes were organised in five main stem Ganga basin States. They are Ganga Swachhta Pakhwada, Ganga Sankalp Divas, Ganga Nirikshan Yatra, Ganga Dusshera, Ganga Vriksharopan Saptah, and Swachhta Hi Seva Pakhwada.

The participation of corporates in Namami Gange programme grew stronger with successful completion of two road shows – London and Mumbai. Commitments of participation in NMCG activities have been made by several corporates.

Projects have also been taken up for bio-diversity conservation, conservation of fish and fisheries, Dolphin conservation, afforestation activities.

Countries like Australia, United Kingdom, Germany, Finland and Israel have shown keen interest in collaborating with the Indian government for river Ganga cleaning.

NMCG has signed an MoU with OISCA International, a leading NGO of Japan to collaborate in specific activities for pollution abatement and river rejuvenation.

Water Quality Monitoring: Based on water quality monitoring being carried out at 124 locations through manual as well as sensors based real time system, it has been observed that water quality trend on tributaries of Ramganga river viz., Bahela, Dahela, Kosi and Ramganga itself before its confluence with Ganga has shown improvements during the last two years.

Water Resources & River Development:-

Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) has been formulated amalgamating ongoing schemes viz. Accelerated Irrigation Benefit Programme (AIBP) of the Ministry of Water Resources, River Development and Ganga Rejuvenation (MoWR,RD&GR), Integrated Watershed Management Programme (IWMP) of Department of Land Resources (DoLR) and the On Farm Water Management (OFWM) of Department of Agriculture and Cooperation (DAC). Under PMKSY, Ninety Nine (99) ongoing Accelerated Irrigation Benefits Programme (AIBP) Major/Medium projects along with their Command Area Development & Water Management (CADWM) works having potential of 76.03 lakh ha. and estimated cost of Rs. 77595 cr. have been identified in consultation with States, for completion in phases up to December, 2019. Funding mechanism through NABARD has been made by the Government for both central and state share for timely completion of 99 prioritized projects.

Detailed Project Reports (DPRs) of three priority links have been completed viz. Ken-Betwa link project (KBLP) Phase-I and II, Damanganga-Pinjal link project and Par-Tapi-Narmada link project. Various Statutory Clearances have been obtained for KBLP Phase-I and the project report is ready for implementation. Union Minister WR, RD & GR has discussed KBLP Phase-I with Chief Ministers of U.P. and M.P. and MoU for water sharing and implementation is expected to be signed shortly. Further, Union Minister for Water Resources, River Development and Ganga Rejuvenation has discussed Damanganga-Pinjal link and Par- Tapi-Narmada link projects with Chief Ministers of Gujarat and Maharashtra and shortly the MoU for water sharing is expected to be signed in this regard.

Since April 2017, Central assistance of approximately Rs. 150 crore has been released for Flood Management to the States.

Rs. 199.96 crore (Approx) Central assistance released to different states Since April, 2017 under river Management Activities & Works related to Border Areas (RMBA).

Total CA released to state Govt. under SMI scheme was Rs. 232.879 crore during the period FY – 2017-18 (till date).

Total CA released to state Govt. under RRR scheme was Rs. 17.3026 crore during the period FY – 2017-18 (till date).

Rs. 155.92 crore released/expended to the States and central implementing agencies under NHP for the year 2017-18.

Dam Rehabilitation and Improvement Project has been taken up with loan assistance from the World Bank for rehabilitation and improvement of about 223 dams in seven States (namely Jharkhand, Karnataka, Kerala, Madhya Pradesh, Odisha, Tamil Nadu, and Uttarakhand) and Institutional Strengthening of Central Water Commission (CWC) and other Implementing Agencies. DRIP was originally planned to be implemented over a period of six-years starting from April 18, 2012. The project has now been extended for two additional years with extended completion date to be June 30, 2020.


National Hydrology Project (NHP) has been taken up with the assistance of World Bank with total outlay of Rs.3679.7674 crore. NHP is a Central Sector Scheme, with 100% grant to the States with World Bank Assistance to the tune of 50% of the project cost. It has pan India coverage with 49 Implementing Agencies (IAs) (including 10 from Central Government and 39 from States). The project has a total duration of eight years from 2016-17 to 2023-24. The project objective of NHP is to improve the extent, quality, and accessibility of water resources information, decision support system for floods and basin level resource assessment/planning and to strengthen the capacity of targeted water resources professionals and management institutions in India.


NWM has focused on improving water use efficiency. During 2016-17, 21 Baseline Studies and during 2017-18, five baseline studies for improving water use efficiency for irrigation projects have been taken up in Major/Medium Irrigation projects located in Assam, Manipur, Telangana, Andhra Pradesh, Kerala and Maharashtra.


The mediation efforts of Ministry of Water Resources, RD&GR have helped the states of J&K and Punjab reach an agreement under its aegis to resume works of Shahpur Kandi Dam project in Punjab/J&K. Both the Governments have ratified the agreement and construction of the project to be resumed shortly.


MI (Stats) Wing conducts quinquennial census of minor irrigation structures in the Country which throws light on important parameters like number of Minor Irrigation structure, type of lifting devices, source of energy, source of finance, Irrigation Potential Created, Irrigation Potential Utilized, Culturable command area etc. which have important bearing on policy formulation of irrigation Sector. 5th Minor irrigation Census has been completed with reference year 2013- 14 and the same has been put on the website of the Ministry in November, 2017.


MoU Signed in 2017: India-Netherlands: A memorandum of understanding between India and the Netherlands was signed on June 27, 2017 on cooperation in the field of Water Management by collaborating and sharing of experience and expertise in the areas mutually agreed upon, including technique in river basin management planning/ integrated water resources management, pollution abatement for river including river Ganga, decision support systems, delta management-water safety including flood management along rivers, water management, water quality issues and waste water recycling, and re-use through innovative concession arrangement.


The programme named National Aquifer Management (NAQUIM) for mapping of water bearing aquifers has been planned with an aim to enhance the capacity of states in Ground Water Management and Development. Total targeted area for National Aquifer Mapping and Management Programme was 8.89 lakh Sq. km including 5.25 lakh Sq.km prioritized area (during 2012-17) against 24 Lakh Sq. km area identified for mapping in the country. By the end of March 2017, aquifer maps and management plans were developed for an area of 6.31 lakh Sq. km. During April 2017 to October 2017, an additional area of 1.38 lakh Sq. km has been covered under aquifer mapping and management plan taking the total coverage to 7.69 lakh Sq. km, which is shared/would be shared with the respective State Governments agencies.


Two-day event ‘Jal Manthan-4’ was organized on July 28-29, 2017 at New Delhi by National Water Development Agency (NWDA) with the technical support of Central Water Commission.


The fifth edition of India Water Week was observed during October 10-14, 2017 New Delhi. It was inaugurated by President of India Shri Ram Nath Kovind. The theme for this year’s India Water week was “Water and Energy for Inclusive Growth”. There was also an exhibition running in parallel supporting the theme and showcasing the technologies, latest developments and solutions available for the areas in, water and energy.


Ministry of Water Resources, RD & GR has completely operationalized eOffice. This Ministry has more than 90% electronic Files usage in eOffice and the percentage of Physical Files being used is less than 10% only. The MIS / Dashboard for monitoring the Physical and financial achievement of 99 projects under PMKSY has been developed and launched in public domain. The work done in development of PMKSY Dashboard has been appreciated by Principal Secretary to PM as well.


Several measures have been adopted by this Ministry to increase the grievance disposal rate lodged on CPGRAMS Portal as well as received physically resulting in 98% disposal from 88% in previous year.


The following important projects completed successfully by WAPCOS, MoWR, RD & GR:-


Afghan-India Friendship Dam Project, Herat Province, Afghanistan Development of Six Irrigation Schemes in Champassack Province, Lao PDR.

Project Management for Augmentation of Water Supply Scheme in Dar-Es-Salaam and Chalinze, Tanzania, Stung Tasal Dam Project, Cambodia.

Preparation of Feasibility Report and Detailed Project Report on Sewerage and Sewage Treatment for Bhopal City.

Project Management Consultancy for Madhya Pradesh Urban Development Project, Bhopal (World Bank Funded).


Project Development and Management Consultant (PDMC) for Atal Mission for Rejuvenation and Urban Transformation including Project Management of Haryana and Madhya Pradesh.

Major Activities in 2017 by Peninsular River wing.


In the year 2017 Dam Break Analysis were conducted on 64 Dams for preparation of Inundation maps. Emergency Action Plans (EAPs) prepared by State IAs have been reviewed and commented upon by CPMU

Total of 109 NITs worth Rs. 600 Cr were issued since January 2017 and works of 145 packages worth Rs. 373 Cr were awarded till date. During this period with in a period of 11 months an expenditure of Rs. 596 Cr. was incurred

One Dam Safety Conference was organized in Roorkee in which 466 delegates (with 30 International) participated. 35 Indian and Foreign organizations showcased their products, technology and services in the exhibition.

Two International trainings were conducted in which 43 officials from all participating State were trained. In addition 22 National Trainings were conducted in different implementing agencies benefitting 716 officials.

Four Draft Guidelines on various aspects of dam safety have been prepared under the project and in the process of finalization.

DHARMA, web based dam inventory management software has been completed. Efforts are being made to capture the dam related data on this platform.

Third Party Evaluation Study of DRIP scheme has been carried out by the IIT Roorkee.

Proposal for DRIP-II covering 684 dams of 18 States and two central agencies grossing to amount Rs. 9070 Crore prepared and sent to MoWR,RD&GR for in-principal approval.

Two special Dam Safety Review Panel have been constituted under DRIP for comprehensive dam safety review Kadana and Bheema and interim report submitted to MoWR, RD &GR.

The project “Protection of Majuli island from flood and erosion” was approved by the MoWR, RD & GR for a value of Rs 237 crores. Out of the total amount, funding of Rs 207 crores has been provided by DONER. Brahmaputra Board has awarded the work which is presently in progress. Successful conclusion of this project will provide succour to Majuli, which is the largest river island in the world, from flood and erosion.

Swachhta Pakhwada from 16th to 31st March 2017 under SAP:


The Ministry alongwith with all attached/ subordinate/ autonomous organizations/PSUs organised the Swacchta Pakhwada from March 16-31, 2017. Ministry celebrated the “World Water Day” on 22nd March 2017 with a cleanliness event at Brij Ghat, Garhmukteshwar, Distt. Hapur, Uttar Pradesh. MoS (WR, RD &GR) Shri Sanjeev Balyan led the cleanliness activity along with officers/ staff of the Ministry.

During this fortnight, approximately 100 major events as Swachhta Pakhwada were organized all over the country ranging from Jammu & Kashmir to Kerala and from Assam to Maharashtra totalling 25 States and UTs of the country.

Some of the highlights of the Swachhta Pakhwada are as under:

The Cleanliness drives was organised as a pan India Mission and remotest areas of the country were targeted to make it a ‘Jan Andolan’.

Awareness drive was also organised in Srinagar, Manipur etc. and also the remotest area of Jharkhand and Bihar. The aim was to disseminate the information to people living in remote villages/ tribal people.

Special emphasis was given to clean the Ganga Ghats at different places. To make it a ‘Jan Andolan’, people from different walks of life was exhorted for this noble cause by organising Chaupals, Rallies, Padyatras, painting/ drawing competitions etc.

Efforts were made to incorporate more and more children by organising events in schools at different places to inculcate the cleanliness values in Nation’s future stakeholders.


Innovative works were carried out during these Swachhta Pakhwada by renovation, cleaning and deepening of water bodies like Dams, Ponds etc. in remotest villages.

Gigantic Project for Linking Of Rivers


The National Perspective Plan (NPP) was prepared by the then Ministry of Irrigation, now Ministry of Water Resources, River Development & Ganga Rejuvenation (MoWR, RD & GR) in August 1980 for water resources development through inter basin transfer of water, for transferring water from water surplus basins to water-deficit basins. Under the NPP, the National Water Development Agency (NWDA) has identified 30 links (16 under Peninsular Component & 14 under Himalayan Component) for preparation of Feasibility Reports. The Pre-Feasibility Report of the all 30 links have been prepared and circulated to the concerned State Governments by the NWDA. After survey and investigations, Feasibility Reports of 14 links under Peninsular Component and Feasibility Reports of 2 links and draft Feasibility Reports of 7 links (Indian portion) under Himalayan Component have been completed. Present status, States concerned with Inter Basin Water Transfer Links are given in Annexure.



Four priority links under Peninsular Rivers Component have been identified for preparation of Detailed Project Reports (DPR) viz; Ken-Betwa link project (KBLP) Phase –I & II, Damanganga-Pinjal link project, Par-Tapi-Narmada link project and Mahanadi-Godavari link project. The preparation of DPR of a project is taken up only after consent of concerned State Governments. Based on the concurrence of the concerned States, DPRs of KBLP Phase-I & Phase-II, Damanganga-Pinjal link project and Par-Tapi-Narmada link project have been completed. The techno-economic clearance and various statutory clearances of the KBLP Phase-I have been accorded. The techno-economic clearance of the Damanganga-Pinjal link project has also been accorded subject to statutory clearances. The DPR of Par-Tapi-Narmada link project has been submitted for technical appraisal in Central Water Commission. The DPR of the Mahanadi – Godavari link could not be taken up as the Government of Odisha was not agreeable for Mahanadi – Godavari link, a mother link of 9 link system viz., Mahanadi – Godavari – Krishna – Pennar – Palar – Cauvery – Vaigai – Gundar linkage due to large submergence involved in Manibhadra Dam. Based on the suggestions of WRD, Govt. of Odisha, NWDA has prepared a preliminary revised proposal of Mahanadi- Godavari Link Project with reduced submergence and submitted to the State Govt. of Odisha for consideration.



The draft Memorandum of Understandings (MoUs) for implementation of KBLP has been sent to respective States UP & MP for concurrence and draft MoU for implementation of Damanganga-Pinjal link project and Par-Tapi-Narmada link project have been sent to respective States Maharashtra & Gujarat for concurrence.



The total expenditure on Inter Linking of Rivers (ILR) programme was estimated to be Rs.5.6 lakh crores (2002-03 price level) based on NWDA studies. National Council of Applied Economic Research has estimated that the cost of ILR project to be Rs.4.44 lakh crore (2003-04 price level). The exact requirement on realistic basis will be available only after the preparation of DPRs of all the links.



Interlinking of Rivers (ILR) programme has been taken up on high priority. The Government is well aware about the several issues involved in the ILR programme. The Government is pursuing the Interlinking of Rivers program in a consultative manner.



The Supreme Court vide its judgment dated 27.02.2012 in the Writ Petition (Civil) No. 512 of 2002 on ‘Networking of Rivers’ along with Writ Petition No. 668 of 2002 directed the Union of India and particularly the Ministry of Water Resources to constitute a Committee under the chairmanship of Minister of Water Resources for the implementation of ILR.



As per the directions of Supreme Court, a committee called “Special Committee on Interlinking of Rivers” was constituted under the Chairmanship of the Union Minister of Water Resources, River Development & Ganga Rejuvenation (MoWR, RD & GR) for the implementation of ILR programme vide Gazette Notification dated 23rd September, 2014. Thirteen meetings of the Special Committee for ILR have been held so far (last meeting held on 27.07.2017 at New Delhi), wherein State Irrigation/ Water Resources Ministers along with the Secretaries of various States participated. The Special Committee on ILR takes into consideration all the suggestions/observations of the stakeholders while planning and formulating the ILR projects.



The Committee, after considering the views of all the stakeholders, is proceeding ahead to expedite the objectives of the interlinking of rivers as per terms of reference. Vigorous efforts have been made for generating consensus with development of alternative plans and also setting out road maps for implementation of mature projects.



The Special Committee for ILR has constituted four specific sub-committees; (i) Sub-committee for comprehensive evaluation of various studies/reports (ii) Sub-Committee for system studies for identifications of most appropriate alternate plan, (iii) Sub-Committee for restructuring of National Water Development Agency and (iv) Sub-Committee for consensus building through negotiations and arriving at agreement between concerned States to discharge its functions.



The Union Cabinet while approving the constitution of Special Committee for ILR in its meeting held on 24th July, 2014 directed that a committee comprising of experts be constituted to look into the issues relating to inter linking of rivers. In compliance to the direction of Union Cabinet, MoWR, RD & GR vide O.M. dated 13th April, 2015 has constituted a Task Force for Interlinking of Rivers (TF-ILR) under the Chairmanship of Shri B.N. Navalawala, Chief Advisor, MoWR, RD&GR. So far, eight (8) meetings of the TF-ILR has been held and the last meeting was held on 15.09.2017.



TF-ILR on 18.07.2016 has constituted a Group to look into legal aspects and required enabling provisions for implementation of Interlinking of Rivers and other related issues. The legal group has completed its assigned task and submitted its report to the Chairman, TF-ILR on 17th March 2017.



In addition, a Group for Financial Aspects under TF-ILR was also constituted on 12.09.2017 to consider the financial aspects of ILR projects and to suggest the funding pattern for implementing the same. Three meetings of the Group were held so far and the last meeting was held on 08.12.2017.

STPs Under Ganga Action Plan

Ganga Action Plan (GAP) was launched by Government of India for cleaning of river Ganga in 1985. Under GAP, 1098.31 MLD sewage treatment capacity was created. In 2015, Namami Gange Programme, an integrated Ganga conservation was launched by Govt. of India. Under Namami Gange Programme Government has sanctioned 93 sewage management projects at a cost of Rs. 14,167.94 Crore. These projects aims at creating 2205 MLD sewage treatment capacity apart from rehabilitating 564 MLD capacity sewage treatment plants (STP) and laying 4762 km of sewerage network. Of these 19 projects have been completed creating 155 MLD new capacity, rehabilitating 17 MLD existing capacity and 343 Km sewerage network. In addition, projects in Haryana (Panipat and Sonepat) have created 70 MLD new STP capacity and rehabilitation of 75 MLD existing STP capacity.

Sewage generation estimated in 97 towns and cities along the main stem of river Ganga in the states of Uttarakhand, Uttar Pradesh, Bihar, Jharkhand and West Bengal is 2953 MLD. The existing installed capacity along the main stem of river Ganga in towns and cities of Uttarakhand, Uttar Pradesh, Bihar, Jharkhand and West Bengal is 1580 MLD. 63 no. of projects for creation of 1582 MLD capacity of STPs have been sanctioned and are at various stages of implementation.

84 STPs (1579 MLD) were constructed under various programmes (GAP, NGRBA and state projects) along river Ganga main stem. It has been reported that many of the existing STPs are either non-functional or underutilized and many of them do not meet standard norms prescribed by Central Pollution Control Board (CPCB). National Mission for Clean Ganga (NMCG) has taken initiative to make these STPs functional and operate them to their optimum capacity. NMCG has accordingly sanctioned up-gradation/rehabilitation for 23 such STPs. For other 57 STPs, consultant has been engaged to study these STPs and develop Detailed Progress Reports (DPRs) to make them functional as per design standards.

Ganga Sagar Mela, a pilgrimage of solidarity

West Bengal CM Mamata Banerjee on Wednesday said the annual Ganga Sagar Mela should be treated on a par with Kumbh Mela and turned into a ‘pilgrimage of solidarity’ (Sanghati Tirtha).

“This mela is being held for ages and pilgrims throng this place in huge numbers for many years. People from all communities from various corners of the world can come here.

Nobody has ever thought of this," she said. The mela is scheduled to be held next month. Mamata asked Chief Secretary Moloy Dey to chalk out a plan to boost tourism in the Sagar Island. PTI

Plastic Waste


“Central Pollution Control Board (CPCB) conducted study in 60 major cities of India. It has been estimated that a total of around 4059 T/day of plastic waste is generated from these cities. Based on the above study it is estimated that plastic waste generated from entire country is around 25,940 T/day. It is further estimated that plastic waste generated varies from 3.10% (in Chandigarh) to 12.47% ( in Surat) of total Municipal Solid Waste generated.

The Central Pollution Control Board has assigned a study to Indian Institute of Toxicological Research (IITR), Lucknow to study “Impact of Plastic Waste Disposal on Soil and Water Quality at Lucknow Dumpsites”. The soil and water quality data revealed that the heavy metals, chloride, phthalates migrate from plastic waste into the surrounding medium. The leachate can cause considerable pollution problems by contaminating the surrounding soil, ground or surface water.

The Government has notified Plastic Waste Management Rules, 2016. As per the rules, the generators of waste have been mandated to take steps to minimize generation of plastic waste, not to litter the plastic waste, ensure segregated storage of waste at source and handover segregated waste to local bodies or agencies authorised by the local bodies. The rules also mandate the responsibilities of local bodies, gram panchayats, waste generators, retailers and street vendors to manage the plastic waste. The rules mandate the producers, importers and brand owners to work out modalities for waste collection system based on the principle of Extended Producer Responsibility. The occupational safety, health and welfare of workers employed in the factories are taken care by various legislations by government of India i.e. the factories Act 1948 and others.”

Namami Gange projects worth Rs. 295 crore approved by NMCG


National Mission for Clean Ganga (NMCG) has approved five projects worth Rs. 295.01 crore. Three projects pertain to sewage management in West Bengal at an estimated cost of Rs 278.6 crore, one relates to sewage management in Uttarakhand at an estimated cost of Rs 4.68 crore and one project worth Rs 11.73 crore is related to ghat improvement works in Varanasi.

With these approvals, all projects related to sewage management in high pollution load towns along river Ganga have been sanctioned.

In West Bengal, sewage management works in Kamarhati and Baranagar Municipalities (60 MLD STP, de-silting of sewer lines etc.) at an estimated cost of Rs 172.10 crore under PPP-based Hybrid Annuity mode, pollution abatement works for river Ganga in Berhampore Municipality (3.5 MLD STP and sewer network) at an estimated cost of Rs 52.2 crore and sewage management works in Nabadwip Municipality (9.5 MLD STP and renovation of 10.5 MLD STP) at an estimated cost of Rs 54.3 crore have been approved.

In Uttarakhand, approval was given to one project for laying of sewer lines in some of the uncovered areas in Haridwar at an estimated cost of Rs 4.68 crore.

In Varanasi, a project worth Rs 11.73 crore for repair and retrofitting of various ghats was approved. This project aims to strengthen the poor condition of ghats through bolder pitching and stone steps to ensure improved life of ghats apart from avoiding risk and inconvenience to the visitors and pilgrims.

Provision of Government Tubewells for Irrigation Activities


Water resources projects, including ground water schemes are planned, funded, executed and maintained by the State Governments themselves as per their own resources and priority. In order to supplement the efforts Ministry of Water Resources, River Development and Ganga Rejuvenation (MoWR, RD & GR) provides technical and financial assistance to State Governments to encourage sustainable development and efficient management of water resources through various schemes and programmes.

Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) has been launched in 2015-16. Main component are as under:

  • Accelerated Irrigation Benefit Programme (AIBP) & Command Area Development & Water Management (CADWM): To focus on faster completion of ongoing Major and Medium Irrigation, including National Projects.
  • PMKSY (Har Khet ko Pani): Source augmentation, distribution, ground water development, lift irrigation, diversion of water from water plenty to water scarce areas, supplementing rain water harvesting beyond IWMP & MGNREGA, repair, restoration, renovation of traditional water bodies
  • PMKSY(Per Drop More Crop): Micro level storage structures, efficient water conveyance & application, precision irrigation systems, topping up of input cost beyond MGNREGA permissible limits, secondary storage , water lifting devices, extension activities, coordination & management.
  • PMKSY (Watershed): Ridge area treatment, drainage line treatment, soil and moisture conservation, water harvesting structure, livelihood support activities and other watershed works.
During 2016-17, Ninety-Nine (99) Major/Medium Irrigation Projects along with phases having ultimate irrigation potential of 76.03 lakh ha., have been identified from the list of ongoing PMKSY-Accelerated Irrigation Benefits Programme (AIBP) projects in consultation with States, for completion in phases by Dec., 2019 including their Command Area Development works. Out of these, two projects having ultimate potential of 0.37 lakh ha. and 4 projects having ultimate potential of 16.53 lakh ha. are in the State of Bihar and U.P. respectively.

Creation of Separate Fund for Inter-Linking of Rivers

The National Perspective Plan (NPP) was prepared by the then Ministry of Irrigation, now Ministry of Water Resources, River Development & Ganga Rejuvenation (MoWR, RD & GR) in August 1980 for water resources development through inter basin transfer of water, for transferring water from water surplus basins to water-deficit basins. Under the NPP, the National Water Development Agency (NWDA) has identified 30 links (16 under Peninsular Component & 14 under Himalayan Component) for preparation of Feasibility Reports (FRs). The Pre-Feasibility Report (PFR) of the all 30 links have been prepared and circulated to the concerned State Governments by the NWDA. After survey and investigations, Feasibility Reports of 14 links under Peninsular Component and Feasibility Reports of 2 links and draft Feasibility Reports of 7 links (Indian portion) under Himalayan Component have been completed.

Presently, the survey, investigation and preparation of Pre-Feasibility Report (PFR)/ Feasibility Report (FR)/ Detailed Project Report (DPR) is being funded through River Basin Management scheme of MoWR, RD & GR. This Ministry has constituted a Group on Financial Aspects on 12.09.2017 under Task Force for Interlinking of Rivers (ILR) to consider the financial aspects of ILR projects and to suggest the funding pattern for implementing the same. Three meetings of the Group on Financial Aspects has been held on 24.10.2017, 17.11.2017 and 08.12.2017 respectively.

Funds are being released to Indirasagar Polavaram Project through Long Term Irrigation Fund, which has been created through National Bank for Agriculture and Rural Development for funding Pradhan Mantri Krishi Sinchai Yojana projects. Polavaram Project has provision of diversion of 80 TMC of water from Godavari Basin to Krishna Basin. The Right Main Canal of Polavaram Irrigation Project is proposed as lined canal, runs for a length of 174 km for diverting 80 TMC Godavari water to Krishna river upstream of Prakasam Barrage through the existing Budameru Diversion Channel. The canal is also contemplated to irrigate 1.29 lakh ha of ayacut (3.2 lack acre) in West Godavari and Krishna districts. Polavaram Poject has been declared as National Project by the Central Government.

The Government of Andhra Pradesh has taken up Pattiseema Lift Scheme to achieve early benefits of Polavaram Irrigation Project in order to utilize the flood waters going waste into the sea. The Pattiseema Lift Scheme is envisaged to utilize the already existing Polavaram Right Canal by lifting 240 Cumecs (8500 Cusecs) of water from Akhanda Godavari Right Bank on downstream side of Polavaram dam site near Pattisam village and dropping into Polavaram Right Canal at chainage 1.50 km. The main aspect of the Lift Scheme is to transfer 80 TMC of water into Krishna River by interlinking through Polavaram Right Canal.

The Pattiseema Lift Scheme work is completed and water is being drawn from Polavaram Right Canal from the year 2015-16 onwards.

Single Database for Ground Water

Modernization of the water resources data collection and monitoring infrastructure is one of the key objectives of the on-going pan India National Hydrology Project being implemented by the Ministry of Water Resources, RD & GR with the World Bank assistance.

Currently, Central Ground Water Board is generating/collecting data relating to ground water level, quality, resource and litholog borewell, which is available on a web based Water Resources Information System (WRIS) (www.india-wris-nrsc.gov.in) developed by MoWR, RD & GR, in collaboration with Indian Space Research Organization (ISRO), Department of Space, Government of India. Further, State Governments are also collecting the data pertaining to ground water resources.

No Development Zone along Ganga River

A Model Draft Bill for Flood Plain Zoning Legislation was circulated by the Union Government in 1975 to all States to help States enact legislation. The model bill provided for prohibition and restriction of the activities in the notified area of the flood plain.

The River Ganga (Rejuvenation, Protection and Management) Authorities Order, 2016 provides that the bank of River Ganga and its flood plain shall be construction free zone. It also prohibits construction of any structure for residential or commercial or industrial or any other purposes in the River Ganga, Bank of River Ganga or its tributaries or active flood area of River Ganga or its tributatires.

The National Green Tribunal vide its judgment dated 13.07.2017 in O.A. 200/2014 has directed to identity and demarcate the flood plains of river Ganga from Haridwar to Unnao and has ordered that till the said identification and demarcation of flood plain is completed, 100 metres from the edge of the river would be designated as no development/construction zone.

Further, Ministry of Environment Forests & Climate Change also circulated draft notification on “River Conservation Zones” in 2015 to all States.

Ministry of Water Resources, River Development & Ganga Rejuvenation has taken up the matter with all the states. Only Uttarakhand, Rajasthan and Manipur have enacted the Legislation.

Foreign Assistance for Ganga River Cleaning

National Mission for Clean Ganga (NMCG) has been receiving financial (by way of loan) and technological assistance for cleaning of river Ganga from foreign countries/external agencies. Ministry of Water Resources, River Development and Ganga Rejuvenation has signed Memorandum of Understanding (MoU) with Netherlands on 27.06.2017 with an objective to strengthen technological, scientific capabilities and to promote cooperation in the field of water management. The area of cooperation under the MoU signed with Netherlands includes “Pollution abatement for rivers including river Ganga” as one of the objectives.

Further, GIZ, Germany has been providing technical cooperation to the project ‘Support to Ganga Rejuvenation’ under Indo-German Bilateral Development Cooperation and has committed an amount of Euro (€) 3 million.

The Japan International Cooperation Agency (JICA) has sanctioned two loans aggregating JPY 43.755 billion for the Ganga Action Plan II Project (Varanasi) (GAP II) and the Yamuna Action Plan Project III (YAP III) in Delhi.

World Bank has sanctioned a loan of US $ 1 billion to Government of India (GOI) for funding the National Ganga River Basin Authority Projects. Funds under this loan are available for interalia Institutional Development Projects and Priority Infrastructure Projects undertaken on the main stem of Ganga.

All releases by World Bank and JICA are by way of reimbursement of expenses incurred on the approved projects forming part of projects approved by them.

NPCC to undertake infrastructure projects also- Meghwal

Company completes 61 years of Service to Nation

Union Minister of State for Water Resources, River Development and Ganga Rejuvenation and Parliamentary Affairs Shri Arjun Ram Meghwal has said that National Project Construction Corporation Ltd. (NPCC), a PSU of the Ministry of Water Resources, River Development and Ganga Rejuvenation will now undertake basic infrastructure projects like Road, Buildings and Environment related projects also. He was addressing a function organized on the occasion of 61st Annual Day celebration of NPCC at New Delhi yesterday. Shri Meghwal said that government is giving proper attention on development of infrastructure projects as well as on the projects related to linking of Rivers and Cleaning Ganga. He further said that NPCC has begun working as Nodal Agency in Jharkhand for Clean Ganga Mission. He expressed hope that NPCC will serve the country well by implementing projects of the Ministry and projects of border areas with high quality standards in cost effective manner. He wished for success of NPCC in construction sector also and appreciated the dedication of employees of the company who work in remote and difficult areas where common man does not dare to enter.

Nearly 20 lakh devotees from across the country and even overseas took a holy dip on Sunday at the confluence of River Ganga and the Bay of Bengal on the occasion of Makar Sankranti.

South 24 Parganas district magistrate Y Ratnakara Rao said, “Nearly 20 lakh people have arrived at the Gangasagar today(Sunday) to take the dip and attend the fair. Last year, we had received around 15 lakh pilgrims. This year, we expect more than 20 lakh pilgrims as another dip will happen tomorrow at the crack of dawn.”

Rao said around 500 additional CCTV cameras have been installed along the entire stretch of around 120 km from Babughat in Kolkata to the Sagar Island at Gangasagar to monitor movement of pilgrims as well as keeping a close tab on security arrangements.

“We have equipped our officials with satellite phones for the first time for uninterrupted communication and to ensure real time feedback along with the CCTV footage, which is being constantly monitored by a team of officials at the central control room,” Rao said.

The Navy, Coast Guard, Marine Police and two battalions of the NDRF along with over 3,000 police personnel have been engaged in ensuring a tight security cover for the huge mass of pilgrims. Seven drones are also being used as a security backup.

West Bengal chief minister Mamata Banerjee has said that with a large congregation like the one in Gangasagar, the fair should be accorded the status of Kumbh Mela.

Banerjee's demand is backed by Shankaracharya of Puri Swami Nischalananda Saraswati, who is attending the Gangasagar fair this year.

Pilgrims take a dip at the confluence of the Ganga and the sea on the occasion of Makar Sankranti and then offer prayers at the temple of Kapil Muni, a Hindu hermit.

Dr. Harsh Vardhan Urges Scientists and Officers to Identify Ten Priority Areas and Ensure Ground-Level Implementation

Union Minister for Environment, Forest and Climate Change, Dr. Harsh Vardhan has urged the scientists and senior officers of Ministries of Environment, Forest and Climate Change, Science & Technology, Earth Sciences, Department of Scientific and Industrial Research and Department of Biotechnology to identify 10 priority areas and ensure ground-level implementation that result in time-bound and measurable results. The Minister said that such an approach will pool and converge latest scientific and technical knowhow, financial and human and infrastructural resources to maximize outcomes and outputs in sectors such as water management, air quality management, soil management, waste management, climate change, marine & coastal biodiversity, disruptive technologies, skill development & upgradation and international conventions/ agreements.

It was decided at a meeting in New Delhi, chaired by Dr Harsh Vardhan, to set up a Joint Working Group (JWG) for functional synergy of achieving time-bound goals in these areas. The JWG will be empowered to take decisions and nodal officers from all departments will meet every month, while the Minister will chair its quarterly meetings of such JWG.

“The focus of the JWG has to be not only creating technology, but look at the entire delivery chain, where we are able to prove the technology and then scale it up”, Dr. Harsh Vardhan said. “This requires convergence between one who has the technology and the other who needs the technology”, he added.

The Minister also suggested drawing up a plan for the 115 least developed districts that have been identified by NITI Aayog under the guidance of the Prime Minister and urged the 5 Ministries/Departments to ensure time-bound implementation.

Transport infrastructure in Varanasi undergoing major overhaul

Seven highways projects and a multi modal terminal on Ganga under construction; Shri Mansukh Mandaviya reviews progress of ongoing projects

The Minister of State for Road Transport & Highways, Shipping and Chemical & Fertilizers Shri Mansukh L Mandaviya was on a one day visit to Varanasi today. During his visit he reviewed the progress of national highways works in and around the city, visited the Multi-Modal Terminal Hub being constructed under the World Bank aided Jal Marg Vikas project on river Ganga and inaugurated a Pradhan Mantri Jan Aushadhi Kendra.

Shri Mandaviya held a meeting with the officers of Project Implementation Unit (PIU) of Ministry of Road Transport & Highways and Regional Officers of NHAI. He said that national highways are the backbone of the infrastructure of a country and his Government will make all efforts to improve the country’s infrastructure. At present there are seven ongoing National Highways works worth Rs. 5260 crores in the Varanasi city. In addition to this, two road projects with the estimated cost of Rs. 5,764 crores are in the pipeline.

The Minister also visited the Multi-Modal Terminal hub at Varanasi, being constructed at a cost of Rs169.70 crore under Jal Marg Vikas project. The terminal will have a capacity of 0.54 Million Tonnes Per Annum. The construction work of the terminal is expected to be completed by November, 2018. A proposal to establish a Freight Village and Logistic Hub in Varanasi is also under consideration of the Government, to provide required infrastructure with state of the art equipment and all modes of transport vis-à-vis rail, road and waterways to reduce logistics cost and transportation time of goods and to facilitate ease of doing business.

In order to make available quality generic medicines at affordable prices, Shri Mandaviya also inaugurated a Pradhan Mantri Jan Aushadhi Kendra at Ramarepur Pahariya in Varanasi.

Central Assistance released Under PMKSY by Ministry of Water Resources

The Ministry of Water Resources, River Development and Ganga Rejuvenation during last week released Central Assistance (CA) of Rs. 246.9 crore for 9 prioritized projects under Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) for Accelerated Irrigation Benefits Programme (AIBP) works and Rs. 487.80 crore for Command Area Development (CAD) works of 17 projects.

During 2017-18, so far, CA amounting to Rs. 1152.52 crore has been released for 26 priority projects under AIBP. Also, Rs. 3318.85 crore has been released as State share from NABARD for 24 priority projects under AIBP. For CAD works, CA amounting to Rs. 524.90 crore for 22 priority projects and Rs. 71.52 crore as State share has been released through NABARD.

Thus, total funds of Rs. 6047.15 crore have been leveraged under Long Term Irrigation Fund (LTIF) through NABARD during 2017-18 so far.

Further, Rs. 436 crore have been released under PMKSY- Har Khet Ko Pani (HKKP) for Surface Minor Irrigation (SMI) and Repair, Renovation and Restoration (RRR) schemes for various States.

NHAI awards contract for 4-Laning of Hiran River to Sindoor River section of NH-12 in Madhya Pradesh

The project would be implemented on EPC mode with construction period of 24 months. The project includes upgradation of the highway from 2 lane to 4 lane with rigid pavement (cement concrete road), along with construction of 4 major bridges, 20 minor bridges, 9 underpasses at the location of minor junction and 29 minor junctions for the free and safe movement of road users.

Thirteen kilometer of the project road passes through wild life sanctuary in which 39.750 ha. area of wildlife forest land is required for diversion. The road also passes through Reserve and Protected forest for 2 km length in which 11.081 ha. forest land is required for diversion. In order to facilitate free and safe movement of wildlife, adequate mitigation measures have been included in the project viz. additional span of 5m on the either side of the major bridges, provision of structures of size 5X3.5M at 25 locations.

On completion of the project, the journey on this highway stretch will become safer, saving time, fuel and vehicle maintenance cost.

He also laid the foundation stone for an Intermodal Terminal on National Waterways –I (River Ganga) at Ghazipur. Shri Gadkari will review progress of highways projects in UP with the state CM today

The Minister for Road Transport & Highways, Shipping, Water Resources, River Development and Ganga Rejuvenation Shri Nitin Gadkari laid the foundation stone for / inaugurated seven national highways projects worth Rs 6517 crores for a total length of 246 km in Uttar Pradesh today.

In Maharajganj Shri Gadkari dedicated to the people the newly widened and strengthened 26.9 km long Urka – Ramnagar section and 33 km long Siswa Babu to Kaptanganj section of NH 730 . The work for the former section was done at a cost of Rs 146.39 crores and for the latter at a cost of Rs 222.49 crore. The Minister also laid the foundation stone for widening and strengthening 21.12km long Ramnagar- Siswa Babu section of NH 730 at a cost of Rs 193 crores.

In Ghazipur Shri Gadkari laid the foundation stone for widening and strengthening of 65.38 km long Ghazipur-Mau section of NH 29 at a cost of Rs 3580 crore, Hridaypur –Tikri Buzurg section of NH 97 and 56.2 km long Ghazipur-Jamania-Sayyadraja section of national highways.

In addition to this, the Minister also laid the foundation stone for an Intermodal Terminal on National Waterways –I (River Ganga) at Ghazipur. This terminal is being constructed as part of the World Bank aided Jal Marg Vikas project and will provide intermodal transportation facility for cargo. The terminal will link the NW-I with NH – 31 that is only 650 metres away. The terminal will thus be very important for efficient movement of large and small cargo by providing the options for both land and water transportation or the option for intermodal switching. It will have facilities like berths, storage areas and sheds, terminal building, communications systems and electrical substation. It will have a handling capacity of 12 lac tonnes per annum

In Deoria Shri Gadkari laid the foundation stone for widening of 15 km long Deoria Byepass section of NH 727 A at a cost of Rs 600 crore and 27.75 km long Kaptanganj-Padrauna section of NH 730 at a cost of Rs 275 crore.

ShriGadkari will also review the progress of highways projects in Uttar Pradesh with the state Chief Minister in Lucknow later today.

Inland Waterways Authority of India signs project agreement with the World Bank for Jal Marg Vikas Project on Ganga

World Bank enters into US $ 375 million loan agreement with DEA
Inland Waterways Authority of India (IWAI) signed a project agreement with the World Bank today, even as the latter entered into a US $ 375 million loan agreement with the Department of Economic Affairs, Ministry of Finance for Jal Marg Vikas Project (JMVP).

The signing of the Agreement follows the approval of the Cabinet Committee on Economic Affairs, for the implementation of the US $ 800 million JMVP for capacity augmentation of navigation on National Waterway-1(River Ganga) from Varanasi to Haldia. Out of the remaining amount, US $ 380 million is to be sourced through the Government of India counterpart funds from budgetary allocation and proceeds from the bond issue. Another US $ 45 million will come from private sector participation under the PPP mode.

The JMVP, which is expected to be completed by March, 2023, is being implemented with the financial and technical support of the World Bank. The project will enable commercial navigation of vessels with the capacity of 1500-2,000 tons on NW-I.

The development and operations of the National Waterway-1 project will lead to direct employment generation to the tune of 46,000 and indirect employment of 84,000 in the states of Uttar Pradesh, Bihar, Jharkhand, West Bengal. The project includes development of fairway, Multi-Modal Terminals at Varanasi, Haldia and Sahibganj, strengthening the river navigation system, conservancy works, modern River Information System (RIS), Digital Global Positioning System (DGPS), night navigation facilities, modern methods of channel marking, construction of a new state-of-the-art navigational lock at Farakka etc.

The JMVP will result in an environment-friendly, fuel-efficient and cost-effective alternative mode of transportation, especially for bulk goods, hazardous goods and over-dimensional cargo. The National Waterway-1 along with proposed Eastern Dedicated Freight Corridor and National Highway-2, constitutes the Eastern Transport Corridor of India connecting the National Capital Region (NCR) with the eastern and north-eastern states and will function as a link to Bangladesh, Myanmar, Thailand, Nepal and other east and south-east Asian countries through the Kolkata Port and Indo- Bangladesh Protocol Route.

Cochin Shipyard Limited (CSL) and Joint Stock Company United Shipbuilding Corporation (USC), Russia have signed a Memorandum of Understanding (MoU) to collaborate and engage in Design, Development and Execution of contemporary, State-of-Art vessels for Inland and Coastal Waterways.

CSL will collaborate for development of High-Speed Vessels, River-Sea Cargo Vessels, Passenger Vessels, Dredgers, and other watercrafts for inland waterways and coastal shipping. The MoU will give a push to the Government’s Make-in-India programme, as also its plans to develop eco-friendly and economic transportation along India’s inland waterways and coastal shipping routes under SAGARMALA. Once the infrastructure for water based transport is in place there will be a demand for different kinds of specialized vessels in the near and medium term. The MoU is an effort to get ready to cater to this demand.

Speaking on the occasion Shri Gadkari said, “There is a huge potential in inland waterways, cruise tourism and RO-RO transportation in the country. This collaboration would certainly bring in the much needed product as well as market innovation while harnessing newer technologies.”

CSL has recently incorporated a JV Company called HCSL (Hooghly Cochin Shipyard Limited) at Kolkata, West Bengal, with plans of setting up an exclusive facility for construction and repair of vessels for inland and coastal waterways. CSL’s capacity augmentation will help capture the growth and employment opportunities that will open up from the development of inland waterways and coastal shipping in the country.

Centre Sanctions New Project to Control Pollution of River Sal at Navelin, Goa

The Centre sanctioned a new project to control pollution in River Sal at Navelim town in Goa. The project was sanctioned by the Ministry of Environment, Forest & Climate Change under the National River Conservation Plan and would cost of Rs. 61.74 cr.. Both the Centre and State will share the cost on 60:40 basis.

Under the project, around 32 kms of sewers will be laid and sewage treatment plant of 3 million litres per day (MLD) constructed. The project is scheduled for completion by January, 2021.

The project will help in reduction of pollution load in the river and improvement in its water quality, besides improving the environment and sanitation in the town.

Dangerous Level of Air Pollution In Delhi/NCR

“Air quality is assessed under different Air Quality Index (AQI) categories namely, Good, Moderate, Satisfactory, Poor, Very Poor, and Severe. As per data on AQI in Delhi in NCR, there has been an improvement in the overall air quality in year 2017 as compared to the year 2016. The number of Severe, Poor and Very Poor AQI days were less compared to last year (214 vs. 181). Similarly, the number of Good, Satisfactory and Moderate days were greater than last year (151 against 109). Also, the number of days for Severe Category were less in 2017 as compared to that in 2016 (8 against 28).

The Government has taken several steps to address air pollution which inter alia, include notification of National Ambient Air Quality Standards; setting up of monitoring network for assessment of ambient air quality; introduction of cleaner / alternate fuels like gaseous fuel (CNG, LPG etc.), ethanol blending; launching of National Air Quality Index; universalization of BS-IV from 2017; leap-frogging from BS-IV to BS-VI fuel standards from 1st April, 2018; notification of Construction and Demolition Waste Management Rules; banning of burning of biomass; promotion of public transport network; streamlining the issuance of Pollution Under Control Certificate; issuance of directions under Section 18(1)(b) of Air (Prevention and Control of Pollution) Act, 1981 and under Section 5 of Environment (Protection) Act, 1986; installation of on-line continuous (24x7) monitoring devices by major industries; collection of Environmental Protection Charge on more than 2000 CC diesel vehicles; notification of Graded Response Action Plan for Delhi and NCR etc. CPCB has also deployed 40 field inspection teams for pollution hot spots in Delhi NCR and is also co-ordinating with various agencies for reducing air pollution.

Episodic high pollution event (Severe+) in Delhi NCR commenced on Nov 07, 2017 and ended on Nov 13, 2017. The continuity of episode days in 2017 was almost same as compared to 2016, however, the meteorological conditions were more critical in 2017 in comparison to 2016

Analysis of pollution episodes in Delhi by CPCB suggests that transitional phase towards winter is always critical due to prevailing meteorological conditions of lower mixing height, higher humidity, fall of ambient air temperature coupled with lower temperature difference between maximum and minimum, calm to low wind speed, etc. Ministry of Earth Sciences vide its report on “Scientific Assessment of Delhi Winter Air Quality Crisis " has analysed reasons for episodic high air pollution that commenced on November 07, 2017. As per the System of Air Quality Forecasting and Research (SAFAR) forecasting model, the pollution contribution of Gulf dust storm on peak pollution day of November 08, 2017 was 40% and from stubble burning was around 25%, thereby indicating key role of external factors in the episodic rise”.

This information was given by Minister of State for Environment, Forest and Climate Change, Dr. Mahesh Sharma in a written reply to a question in Rajya Sabha today.

Gadkari instructs officials to speed up Yamuna Action Plan Projects

Union Minister for Water Resources, River Development & Ganga Rejuvenation Shri Nitin Gadkari instructed senior Delhi Jal Board (DJB) officials to speed up all the projects of YAP-III Projects while chairing a review meeting yesterday in New Delhi.

The meeting was attended by Delhi Chief Minister Shri Arvind Kejriwal, Union Minister of State for Water Resources, River Development & Ganga Rejuvenation Dr. Satyapal Singh along with all the contractors, consultants and senior officials of DJB and NMCG.

National Mission for Clean Ganga (NMCG) has approved eight packages in YAP-III at estimated cost of Rs. 1656 crores. These include four projects in Kondli (K1, K2, K3 and K4), three projects in Rithala (R1a, R1b and R2) and construction of 564 MLD STP in Okhla, Kondli and Rithala projects are regarding rehabilitation of Trunk Sewer and Rising Main. The contracts of four packages i.e. K1, K2, R1a and R2 have been awarded; tenders are under finalisation for three packages i.e. K3, K4 and R1b while bid is to be received for one i.e. Okhla STP.

Shri Gadkari expressed dissatisfaction on very slow progress of these projects. He said that before issuing contract and work order all the formalities like sight survey, tender process, topo graphical survey, land acquisition etc. shall be complete. He said that centre is ready to give all the support but DJB will have to speed up the process. Delhi Chief Minister Arvind Kejriwal and DJB senior officials assured that significant progress has been made in last three months in awarding of projects and they will sincerely make efforts to complete all the projects before schedule.

Review of construction of 318 MLD (70 MGD) STP at Coronation Pillar and Interception Sewer Project was also done. Likely time of completion of STP at Coronation Pillar is September 2019 while most of work in interception sewer project will be complete by December 2018. It was decided in the meeting that dredged up material and silt may be used in roads by NHAI and meeting with Haryana and Uttar Pradesh officials should be done for Nallas which are polluting Yamuna.

Review meeting concluded with a resolution to speed up and complete all ongoing projects before scheduled time so that Yamuna, the life line of Delhi, may become healthier & cleaner.
