India plans wristband patient surveillance as lockdown eases

India said Wednesday that it plans to manufacture thousands of wristbands that will monitor the locations and temperatures of coronavirus patients and help perform contact tracing.



The wristband project aims to track quarantined patients and aid health workers and those delivering essential services. India is ramping up surveillance as it begins to ease one of the world's strictest virus lockdowns.


It has 19,984 confirmed cases of coronavirus, including 640 deaths, and experts fear the epidemic's peak could still be weeks away. Thousands of wristbands are expected to be deployed, but an exact figure has not been released.


The wristbands mirror a similar program in Hong Kong, where authorities used bands to monitor overseas travelers ordered to self-isolate.


Broadcast Engineering Consultants India, a government-owned company, will present wristband designs to hospitals and state governments next week and work with Indian start-ups to manufacture them.


George Kuruvilla, the company's chairman, said the wristbands are likely to be rolled out in May.


Prime Minister Narendra Modi has urged the country's 1.3 billion people to download a government contact-tracing app called Arogya Setu to help determine their infection risk. It has been downloaded over 50 million times since it was launched on April 2.


Kuruvilla said the wristbands could integrate data captured in the app.


He said the wristbands will be used to monitor the movements of quarantined patients, both at home and at hospitals, and any spikes in their body temperature. They will send an alert to public health officials if patients move outside their quarantine zone. The devices will also have an emergency button that wearers can use to call for help.


The wristband will let health workers know if people they encounter have been to high-risk areas or have been in contact with an infected person, while aiding those delivering essential services such as groceries or medicines.


It will capture all the places an infected person has visited, the routes they took, determine if they had any foreign travel and identify those who were in their vicinity. It will also tell people if a sick person is nearby.


It will also help in creating a geofence, or a virtual perimeter, around areas being monitored, such as common meeting places, public transit or places for religious gatherings. A person leaving or entering the virtual perimeter could be alerted through the wristband.

Dr. Anant Bhan, a public health and bioethics expert, said it is "important to factor in privacy protections and data protections" for both apps and wristbands.


"It is also important to ensure that where possible, consent is sought for the use of location tracking and sharing. Such initiatives could be useful for public health and surveillance purposes, but should not be used to stigmatize individuals or communities," he said.

And expect them to forget this gesture as soon as the pandemic goes away. They'll be running back to the Chinese to pander to their demands. Nepal is ripe for falling into the same Chinese debt trap as Sri Lanka.

‘Gamcha’ Can Emerge As The First Line Of Defence Against Coronavirus
As the first phase of the lockdown ended and the entire country looked forward to Prime Minister Narendra Modi’s video address to the nation last Tuesday (14 April), something that caught as much attention as the extension of the lockdown was the traditional Manipuri Meitei Lengyan the PM wore in place of a mask.

Earlier that week, during his interaction with the Chief Ministers of different states too, had him use a Gamcha to cover his mouth and nose.
In his interaction with citizens of his constituency Varanasi too, earlier, he stressed on the need to cover mouth and nose and suggested people use the gamcha, which he said is “more effective”.
And this, he said, was required to ensure people don’t go buying masks as they would be needed by healthcare workers and medical professionals.
The ‘gamcha’, he said, was an effective precautionary measure to stay safe from the virus.
And this appeal is now said to have found a large audience as most regions that use some variety of the coarse cotton cloth (also used in towels) that is generally used to tidy up after a bath are seeing a rise in demand.
Weavers in different states where the cloth is popularly used have begun to get orders both from the government as well as private players for production of gamchas. This has had a bearing on the employment sector too, as reported.
Bihar Industry Minister Shyam Rajak in a media interaction said the Department of Industries has ordered large-scale production of Khadi gamchas and that 1 lakh gamchas had already been produced. These gamchas would also be made available at affordable prices to ensure people use them and stay safe during the pandemic.
Khadi Gramodyog has also been asked to up its production of the humble cloth towel. The gamcha, or the Gamusa, as it is called in Assam and the variety that the PM is often seen sporting and its different variants have been a cultural marker, an intrinsic part of the cultural fabric of the regions they come from, and are gifted as souvenirs are also an indispensable part of the makeup of the farmer as well as the poorest of the poor across the country.
The validation that the piece of garment has received ever since PM Modi made it an evident part of his appearance has seen it turning into a fashion statement.

The production of the gamchas will also create employment opportunities and provide jobs to the weavers whose livelihood has been affected by the lockdown, said Rajak, who added that as of now, weavers from Patna, Gaya, Madhubani and Bhagalpur in Bihar have been tasked with the mass production of this organic face protection equipment.
If this could be replicated in states across the country, as most have their own versions of the cotton towel woven locally, it could also be a huge respite to the weavers who have been hard hit by the lockdown.
These towels could also be part of the survival kits being distributed by various agencies, both government and individual, and ensure people do not have an opportunity to cite the lack of masks and move around with their faces uncovered.
The humble towel can truly serve as the first line of defence against this pandemic, as demonstrated by the Prime Minister himself.

2 Philippine Navy ships depart Oman, to make a stop in India for PPEs

Two Philippine Navy ships have departed Oman and are on their way back to the Philippines.

According to the Philippine Navy on Wednesday, BRP Ramon Alcaraz (PS16) and BRP Davao del Sur (LD602), carrying the Naval Task Force 82, left Port Sultan Qaboos on Tuesday.

The two vessels will make a brief stop at Port Cochin in India to get personal protective equipment (PPE) sets donated by a private firm there.

The Philippine Navy said NTF 82 left Oman with no members exhibiting symptoms of the coronavirus disease 2019.

The two vessels are expected to arrive in the country by the third week of May.

The ships were sent to Oman to assist in the repatriation of Filipinos who were affected by the tension in the Middle East. — Anna Felicia Bajo/RSJ, GMA News

Indian Army to deploy a team to Afghanistan to help with coronavirus fight

The Indian Army is readying a team which is expected to be deployed to Afghanistan in a bid to help with the fight against the novel coronavirus (COVID-19) outbreak in the country.

Official sources said Tuesday that similar teams are being prepared for the deployment to Sri Lanka, Baghladesh and Bhuttan.

This comes as the Indian Army sent a tam to Maldives last month to help the island nation set up coronavirus testing laboratories and train local medical professionals to fight the pandemic.

The Indian Army also deployed a 15-member team to Kuwait earlier this month as part of bilateral cooperation the two countries, according to Economic Times.

The sources said the teams for Sri Lanka, Bangladesh, Bhutan and Afghanistan are being readied as part of India’s policy of extending helping hand to all friendly countries in the region to fight the pandemic.

This comes as the public health ministry of Afghanistan announced Monday that the officials have recorded more than 1,000 positive cases of coronavirus across the country.

Indian Army to send a team to Sri Lanka to offer COVID-19 assistance

The Indian Army is readying separate teams to be deployed to Sri Lanka, Bangladesh, Bhutan and Afghanistan to help those countries boost capabilities to deal with rising cases of coronavirus, Press Trust of India reported on Tuesday quoting official sources.

A 14-member Indian Army team was sent to Maldives last month to help the island nation set up coronavirus testing laboratories and train local medical professionals to fight the pandemic.

Earlier this month, India dispatched a 15-member team of Army to Kuwait as part of bilateral cooperation between the two countries.

The sources said the teams for Sri Lanka, Bangladesh, Bhutan and Afghanistan are being readied as part of India’s policy of extending helping hand to all friendly countries in the region to fight the pandemic.
India has also been playing a key role in pushing for a common framework in fighting the pandemic in the SAARC region.
