Positivity rate can only be compared when the parameters of testing are the same. Some of the states with big positivity numbers are showing that because they are testing only those with symptoms. By itself, not a general indication of percentage of population affected. Other states are testing the general population at random. The figures are not comparable.

This happens when human rights laweyers , political sc graduates , IIT or technocrats call themselves expert in everything and post article on major newspapers ... People like Rahul bajaj are asked in tv whether we have surpassed covid and vaccine required . and Then same article , news channel is accessed by our generalist beaurocrats and politicians ... This creats pre biased mindset before specialists in field say something . Subjective prejudice and bias has lot more impact in policy making than it is supposed to be . And same is the case with judiciary millardz with no knowledge on the field interfear in executive fields like that of up panchayat polls .

Also how can you draw conclusions on prevalence from test +itivity.

If majority of tests are conducted on people approaching hospitals and already sick , that will bias the % towards larger values.

unless you go for random sample survey you wouldnt know which % of population will have disease
