He does business everywhere, his moral (and legal) liability ends with paying taxes. Just like yours. Where he wants to do charity (or how he wants to fulfill his CSR) is his choice.

Maybe he owns a lot of vacant lands in Jamnagar, so he could subtract land costs and transfer the savings onto building a bigger hospital.

He should build same type of hospital in backward states like UP, Bihar, Jharkhand, odisha, North East, Assam in more numbers with double quantity of beds.

He has already contributed to PMcares and CM relief fund for the same.
He can only set up CoVID hospitals where he has medical staff.

As you wish, he can setup CoVID hospitals in all the states only if 'you' are ok if a petrol filling guy does intubation on 'you' or jio sales guy/ front office staff act as interventionist.

The main point is it's his money and he is free to spend it the way he wishes too.

He can build hospitals he can donate oxygen or he can spend it all in a casino and it still shouldn't concern you because its his money.

It is not his duty to go around and build hospital's in every state he is free to chose hud own place to build a hospital which is what he has done.

Yes almost everyone I know is trying to get covaxin only it seems this might have created some shortage.

It is more due to high demand rather than supply issues govt needs to ramp up the production.
