Both. Even if we admit that center was late in awarding the tender or that only three vendors were awarded to install, who might have deployed less number of technicians ( not verified) to install the plants.looks like bureaucratic failure at every level.
despite winning tender , no plants still functioning in kerala . that too after 7 months.

plants for 8 hospitals in delhi , one of the largest is Safdarjung Hospital, New Delhi - total bed capacity is 3000.
the hospital is run by center.
checking the news , hospital still has no oxygen plant .
so who to blame here but center , not to mention state gov only managed to install plant at 1 hospital.
The Print also reports that they ( technicians) faced difficulty at the hospitals as the hospitals created hindrance in committing land and utilities. Why? Supplying oxygen is a money making business and local vendors might have greased some palms. Installation of PSA O2 plant might deprive them of that extra income.
So, reason of delay may be various.
Also, how could the brightest minds of India, the IAS of India, couldn't figure out the real bottleneck will rather be distribution and not the generation of oxygen ( by diverting industrial oxygen)? I am yet to find any lead on the procurement of cryogenic trucks and oxygen cylinders from last year and early this year.
