Pune has been in lockdown or pseudo lockdown for 15 days now. Hasnt done anything to put less strain on any resources, nor is the number of infections going down.
The current numbers remain constant as we are at our absolute limits of testing every day, if it increases the number of positive cases will go up.

If UP had more PHCs in every district the % figure would be comparable to a smaller state with identical number of PHCs per district.

A simplistic example assuming vaccine availability is identical in both states -

Assume KL district with population = 1000 and having 10 PHCs. Vaccinated 500 => 50% vaccinated
Assume UP district with population = 10000 and having 10 PHCs. Vaccinated 500 => 5% vaccinated

Inference - more populous states need to have more PHCs.
