The curfew/lockdown in India is turning out to be a farce. A vast number of people have already started roaming around with total disregard to current orders.

Any credit for the curtailment of the spread of the infection should be given to the law abiding citizens which despite the hardships followed the directives without any huge objections.

If we as a civilization cannot properly and formally (officially) investigate and create distinctions of the population responsible for the success and the population responsible for the mini failures of the whole endeavour, then its of little use.

Also, I believe that hardcore BJP followers are going to get hugely turned off by the recent mismanagement of the curfew, information dissemination, little to no management and the partial treatment dolled out to the 'special, premium community' of the Indian subcontinent.

It's high time the govt. and the public realizes that information warfare is as important as doing the actual work. No matter what is done, in the eyes of the world, India still looks like a banana republic incapable of handling crises like these even though we have done a fair job compared to the first world.

I have a solution to the problem of testing kit.
PS I'm no expert or anything I just punched in some data and made some conclusion of my own.

As my previous model I have taken Haryana state as a model for implementation.
The state map will we divided into three parts Red, Blue, Green.
Now it is Impossible to procure 2.5 lakhs for testing but what we can do is reduced the no of testing and get the same efficiency.

How will this be done?

Consider this, not every district is infected at the same rate as the others, specially the rural areas.
we can have different testing rate based on colored zones.
Finally a Nuclear Family in the cities and Towns will consist of minimum 4 people Husband Wife and two children. We dont need to test the kids so there goes a good chunk of test.
Now if the wife is a house wife the chances of her getting infected is also very low. The most likely source of infection here will be the Husband. If just the husband is tested and tests negative there is no need of testing the whole family.
In case both Husband and Wife are working then both will be tested. If the test is positive the whole family will be Quarantined and contact tracing will begin by accounting for their 1 week activity.
The Urban population of Haryana is 8843200.We will divide this with 1/3 to get the approximate the no of test needed that will give us 30,000 (approx) test kits requirement. This is a feasible no.
Now we have 16168000 rural population left to be tested. We dont need the same rate of testing in rural areas just 1/10 will suffice. This Will give us a requirement of 17,000 (Approx).
our total no of testing kit Requirement is 47,000 lets round it off to 50,000.
50,000 for one state Totally feasible.

In case both Husband and Wife are working then both will be tested. If the test is positive the whole family will be Quarantined and contact tracing will begin by accounting for their 1 week activity.
The Urban population of Haryana is 8843200.We will divide this with 1/3 to get the approximate the no of test needed that will give us 30,000 (approx) test kits requirement. This is a feasible no.
Now we have 16168000 rural population left to be tested. We dont need the same rate of testing in rural areas just 1/10 will suffice. This Will give us a requirement of 17,000 (Approx).
our total no of testing kit Requirement is 47,000 lets round it off to 50,000.
50,000 for one state Totally feasible.

Your testing model is workable post strict lockdown conditions. Clusters will keep increasing without a long and strict lockdown. Tailored approach can only be worked out when clusters consolidates.

I think district level approach (quaranitine, restrictions) and testing when clinically required is the right way of doing it.

What worked: The good compliance of the people who approach GPs on slighted of the sickness.
It was summer in south pole when the infection broke out. So the virulence in NZ was much lower than rest of the world. Hopefully they don't get slammed with a second wave as it is going to be winter there in a few weeks.

I fail to understand why should class A services of the GoI allowed to have association which more or less function as Unions. There are IAS associations, IPS associations, etc etc ? If the highest category services who do not fall in the category of any type of workers indulges is unionism, how can those who are termed as lower level workforce needing corporate, industrial and economic safeguards in terms of enabling them to negotiate settlements and participate in corporate governance through Unions be asked to remain in discipline.

BIRMINGHAM, ENGLAND - The holy month of Ramadan is underway, and the Central Jamia Mosque Ghamkol Sharif in Birmingham should be full of worshippers. But this year, the main arrivals are the dead.

While the mosque in the central England city has been closed in response to the coronavirus pandemic, its parking lot has been transformed into a temporary morgue with room for 150 bodies.

The volunteer-run mortuary, with its white tents, industrial refrigerators and neat stacks of coffins, is evidence of the toll the virus is taking on Britain's Muslim and ethnic-minority communities. The two most diverse regions of the U.K. — London and the Midlands area centered in Birmingham — have seen the largest number of deaths in the outbreak.

Mohammed Zahid, a mosque trustee who helped set up the mortuary with a firm of Muslim funeral directors, said the mosque in Birmingham's predominantly South Asian Small Heath district normally holds one or two funerals a week.

In the last few weeks, "we were doing five to six a day," he said.

"You can see how the families were grieving," said 44-year-old Zahid, who wears a mask, coveralls and gloves as he moves among the coffins.

Local government social-distancing rules allow only six people to attend each burial.

"Especially when they can't get their own cousins and brothers and sisters around them — it's made it really hard for the people who've lost their loved ones," said Zahid, who has lost two aunts to COVID-19. "What do you say to a family who's got five sons or daughters, and some of them have to stay home?"

It's a similar story at the nearby Green Lane Mosque, where coffins lie stacked up inside the prayer hall. Usually the mosque holds about 25 funerals a year. For the past three weeks it has seen five a day.

"Everybody's worrying about whether it will be their family members next, their loved ones," said Saleem Ahmed, the mosque's head of welfare and services.

Britain has recorded more than 20,700 hospital deaths of people with coronavirus. Thousands more are likely to have died in nursing homes.

The virus has hit people of all ages and backgrounds, including Prime Minister Boris Johnson, who spent three nights in intensive care. But evidence suggests that ethnic-minority Britons are feeling a disproportionate impact.

Statistics show that 16% of those who died in Britain with the coronavirus up to April 17 were from black, Asian or minority ethnic (BAME) backgrounds. About 14% of the U.K. population comes from those backgrounds.

Even more starkly, data from Intensive Care National Audit and Research shows that a third of people in intensive care with COVID-19 in the U.K. are non-white. And many of the over 100 health care workers who have died in the outbreak were from BAME backgrounds.

The government has asked public health officials to investigate the virus' heavy impact on minorities.

A similar trend has been seen in countries including the United States, where an Associated Press analysis found that about 42% of Americans who have died from COVID-19 were black, while African Americans account for roughly 21% of the population in the areas analyzed.

In France, the poor and largely immigrant neighborhoods on the fringes of Paris have seen some of the highest increases in mortality since the outbreak began.

Kamlesh Khunti, a professor of primary care, diabetes and vascular medicine at the University of Leicester, said complex factors may be involved. While black Americans often have worse access to medical care than white Americans, " in the U.K. we have a free health care service, so we can't put it down to just inequalities in care," he said.

Khunti said ethnic-minority Britons are more likely to live in large, multi-generational families and cramped housing. Many hold jobs with a high risk of infection: doctors, nurses, taxi drivers and transit workers.

Black and South Asian people, in Britain and elsewhere, also have higher rates of cardiovascular disease, diabetes and hypertension, conditions that have been be linked to more severe COVID-19 symptoms.

Others argue that racism is a factor. Gurch Randhawa, professor of diversity in public health at the University of Bedfordshire, said extensive research shows that minority nurses and health care assistants "often receive poorer treatment than their colleagues."

"In the context of the present crisis, this means they may have worse access to (personal protective equipment), more trying shift patterns and greater exposure to COVID-19 patients," he said.
In Birmingham's Muslim community, everyone seems to know someone who has died. Haly Bano lost her uncle, a taxi driver who likely caught the virus from a customer.

"It is really hard for mum, because she can't go to pay respects to the family or anything," she said. "So we just called on the phone and FaceTimed and that's all we could do."

Picking up meat for a Ramadan meal in the predominantly South Asian Sparkbrook neighborhood, Bano said she was shocked at the number of people thronging the supermarkets and butcher shops. Some wore masks but few were following government instructions to remain two meters (over 6 feet) apart.

"People are not listening," she said. "It is really scary and dangerous."

At the Ghamkol Sharif mosque, Zahid is thankful that the temporary morgue hasn't reached its capacity. It was set up amid fears that without sufficient refrigerated storage, bodies would have to be cremated, counter to Muslim custom. But everyone who has been brought here has had a proper burial.

"We just make sure they get their final rites," Zahid said.

Scientists say Britain has likely passed the peak of its outbreak. The number of people hospitalized is declining, and the increase in the number of deaths has slowed, even though hundreds with COVID-19 are still dying each day.

Zahid said in the past week the number of bodies arriving at the mosque has ebbed but the anxiety has not.

"There is fear in people about the corona, there's no doubt about that," Zahid said.
"Whatever comes, comes from God," he added. "We just have to carry on doing what we're doing."

What worked for countries like NZ and Iceland are its far off from mainland . both are tourist destinations and once countries stopped airlines from operating their chances of importing cases almost reduced 50 % . Plus both these countries has very small population density

Iceland has done even better than NZ if you look . They had 1792 positive and so far 1608 recovered and 10 dead and they almost tested 50% of their population .

What worked for countries like NZ and Iceland are its far off from mainland . both are tourist destinations and once countries stopped airlines from operating their chances of importing cases almost reduced 50 % . Plus both these countries has very small population density
on a lighter note, there is no question of chinese virus hanging in the air in NZ. it's always windy, virus don't have time to infect people. They are blown away!!!! whooosh!!!

Your idea is good . But there are few things
- We need to have kits with high sensitivity.
- Suppose the husband/wife had mild infection which was taken care of by their immune system and then the children contacted it ,so not testing the kids may not be the ideal situation.
- Why are we focussing on testing the asymptomatic ppl without any significant history. They can get the infection after they have tested negative . It's impossible to do one round of testing for a large group of population and rule out any Corona spread ,even if it's in a hotspot area.
But otherwise your idea is awesome and maybe the most practical idea I have seen on any platform recently

Iceland has a population of 365,000 or 3.65 lakhs.

New Zealand has a "massive" population of 4.9 million or 49 lakhs.

Just a little perspective.
We shouldn't compare the Individual nations of Europe with our Bharat. Many of them are smaller than our states like UP.
The total population and population density of India and whole Europe are not comparable.
Further the education level, the structure of society are different . So it will be like comparing apples and oranges.

Chinese test kits: India cancels order, says due process followed

NEW DELHI: The health ministry on Monday said India is cancelling the order of rapid anti-body test kits from China over performance issues, adding that the government does not stand to lose a single rupee since due process was followed during procurement.

The health ministry's statement came after the country's apex health research body Indian Council of Medical Research (ICMR) on Monday asked states to stop using the Covid-19 rapid antibody test kits procured from two Chinese companies and return them to be sent back to the suppliers.

The ministry also released a fact sheet of the procurement process of testing kits from the Chinese companies - Biomedemics and Wondfo - that have been put on hold for now.

It said the ICMR identified the two companies taking sensitivity and specificity in mind.

"ICMR is doing everything it can to ramp up testing. This requires procurement of kits and supplying them to states. This procurement is being undertaken when globally there is a huge demand for these test kits and various countries are applying their full might, monetary and diplomatic, to acquire them.

"ICMR’S first attempt to procure these kits did not elicit any response from the suppliers. Its second attempt got adequate responses. Of these responses, taking sensitivity and specificity in mind, kits of two companies (Biomedemics and Wondfo) were identified for procurement. Both had the requisite international certifications," the ministry said.

The government added, "For Wondfo, evaluation committee got 4 bids and the corresponding quotes received were Rs 1,204, Rs 1,200, Rs 844 and Rs 600. Accordingly, a bid offer of Rs 600 was considered as L-1. In the meanwhile, ICMR also tried to procure the kits directly from Wondfo company in China through CGI."

However, the ministry said that the quotation received from direct procurement had few issues, including quotation was FOB (Free on Board) without any commitment on logistics issues and was on the basis of 100% direct advance without any guarantees.

"There was no commitment on timelines. Rates were communicated in US dollars without any clause for accounting for fluctuations in prices. Hence, it was decided to go for Wondfo’s exclusive distributor for India for the kit who quoted an all inclusive price for FOB (logistics) without any clause for advance.

"It needs to be also remembered that this was the first ever effort by any Indian agency to procure such kits and the rate quoted by the bidders was the only reference point," the ministry said.

The ministry said that after receipt of some supplies, the ICMR again conducted quality checks on these kits in field conditions and based on scientific assessment of their performance, the order in question (Wondfo) along with the order in respect of another make were found to be under-performing and have been cancelled.

It added that India won't lose a single rupee since it followed all procedures.

"It needs to be stressed that ICMR has not made any payment whatsoever in respect of these supplies. Because of the due process followed (not going for procurement with 100% advance amount), the government of India does not stand to lose a single rupee," it clarified.

More than half a million kits for testing for antibodies to coronavirus were ordered from China this month as a way to ramp up India's screening. But the Indian Council of Medical Research said several states had complained about the quality of the equipment from two firms and these need to be sent back to China.

Congress leader Rahul Gandhi has alleged that some people were indulging in profiteering while supplying rapid test kits for COVID-19 to the government.

Mumbai: Eleven people from Indonesia linked to the Islamic sect Tablighi Jamaat have been arrested for violation of visa rules by the Mumbai Police, officials said.

They had been kept in quarantine before they were arrested. One of them who had been found to be infected with COVID-19 has recovered, the officials said.

They will be produced in a city court on Tuesday as their police custody will end the same day.

They were a part of a group of from Indonesia who were staying at an apartment in Bandra (West) since March 29 after they returned from Delhi.

Over a thousand COVID-19 cases are estimated to be linked to the gathering at Markaz Nizamuddin, the 100-year-old building in the crowded south Delhi locality where the Tablighi Jamaat is based.

More than 25,500 local workers of the Islamic sect and people who came in contact with them had been quarantined.

Jamiat Ulema-e-Hind, a Muslim organisation, had approached the Supreme Court seeking to stop sections of the media from allegedly giving a communal colour to reportage on COVID-19 cases linked to the event held by Tablighi Jamaat. The court, however, said it will not pass any order that would lead to a "gag" on the media.

New Delhi: The Indian Navy has readied three of its largest warships to move to the Gulf to evacuate stranded Indians. The INS Jalashwa, an LPD or Landing Platform Dock— an amphibious warship— has been readied along with two LSTs or tank landing ships.

The government has asked these ships to be prepared to move within a few days. As they are large ships, particularly the INS Jalashwa, a huge number of people can be evacuated, if the option to send ships as opposed to Air India jumbos is taken. The Jalashwa, apart from its crew, can carry 1,000 troops and after social distancing, it translates to about 850 people.

The two LSTs are smaller (there are Kumbhir class ships) and can carry several hundred people apart from the crew. In fact, the Indian Navy has eight LSTs in Vizag, Port Blair and Cochin, but two are being refitted. Apart from the other two being readied, the other four LSTs are also to be readied.

If the ships are used, and it is an option the government is seriously considering, the sailing time to the Gulf is four to five days depending on which port the vessels are leaving from. If they have to pick up people from May3-4, they would have to leave in two-three days.

The government’s preliminary plan is to evacuate people who have “compelling reasons” to return like a family emergency, loss of jobs and the expiry of work permits, from the Gulf, where there are eight million Indians, South-east Asia, Central Asia and in smaller numbers, from Europe and the United States. The missions in these areas have been asked to “grade” people— people who need to return immediately will get preference.

A final decision by the government on evacuation is likely to be taken soon. But before that, ships and planes will have to be readied.
