I dont know about other bhakts but im pretty sure central government can pass some law or ordinance which brings the administration/L&O of all states under its control (similar to emergency)

As i read some where earlier that hindus need to be in constant fear so they keep voting for BJP, if the center has no will to step up their intelligence game, i see hindus voting for congress because muslims atleast act like they obey congress.

I hope they see the failure of the markaz, delhi riots and make something like CIA. After all, we might need a military rule centered party with focus on national and civilian security!

The state we are in, to the state of surveillance state, goes through a point of general fear of law. It's what we should aim for.

As an example, hundreds of people are booked for breaking lockdown/quarentine. When do you think those cases will be heard in the court?
Should the outcome of these cases be tied to the outcome of the epidemic? Which eventually might be, because, those cases will be heard at a very latter date.

Compare this to Singapore, a Sikh gentleman was jailed for shouting 'Corona' and spitting on the floor, when a restaurant refused to serve him, owing to Corona lockdown.

And as to why people vote for BJP can't be concluded as being out of fear of the 'opposite' rule.
