Yes it is possibly
But it will require huge effort , because you will have to map the genome of the entire target population which is not a easy task due to diversity.
Easier in democratic countries due to inherent stupidity of so called freedom and obviously backstabbers.
But understand such an effort comes with inherent risks because viruses mutate and adapt easily and since human genome difference around the world is less than 1% , the virus will more or less adapt to non target population also. Unless the vector contains inhibitors which activate on receiving a specific antidote and deactivate themselves ( which again will fail eventually due to mutations )
Point is it can be done , but point is can it be controlled . Personally don't think so.
India needs to look at its vulnerabilities in this area. Congress idiots allowed GE crops into the country despite strong protests , but porkistan despite their stupidity did not allow the same. Says a lot about backstabbers.
