Doctors need mask as they have to inspect patients from very close distance. If all the people you are seeing is infected then probability of infection is near certain. For normal people they may encounter infected person maybe 1% of time and chance of infection will be less than 0.1%. Wearing mask may or may not help but washing hands frequently will surely help.
