Why isn't Army inducting Arjun Mk2 MBT?

from what i've gathered it's
1.DRDO is incompetent,Typical sarkari organisation
2.Army Generals are sabotaging the inductment do that they can pester govt for Armata tanks and get $$$ in kickbacks from Russian or foreign companies.
Then there's also the fact that Arjun mk2 has out performed the T-90 in trials,so that puts the "DRDO is incompetent" part in question
this is the same army that was ok with INSAS being to soldiers,but when something good like Arjun mk2 has come up they dont want it?
what is the truth exactly? i know multiple threads and pages have been written about this,but i don't want to read so much,so can someone post a summarized version?

Army's evaluation takes time.
The ordering of parts may have begun already.

I think loi is issued for some 120 tanks.
