I was not talking about the military capabilities here but rather the intent.

The PLA of 90s was even worse than the PLA of today and yet they crossed into Korea pushing the US all the way back to the original borders without proper logistics and air cover that the Soviets had promised.

More often that not in geopolitics your enemies don't wait for you to grow and reach parity before they make a move on you often they end up attacking you when they still have an advantage.

The ability to still strike back and one up them is what sets you apart from other countries and powers.
