US offers groundbreaking defence technologies to India

WASHINGTON: The US has a number of "groundbreaking" defence technologies, including a helicopter and an unmanned aerial vehicle program, to offer to India for co-development and co-production, a top Pentagon official has said.

"We have a number of offers on the table for India. There's a groundbreaking offer to share in the next generation of the Javelin missile, co-production and co-development," under secretary of Defence for Acquisition, Technology and Logistics, Frank Kendall, told reporters.

He said the offers in the list also include a helicopter program and an unmanned aerial vehicle program.

"We have an artillery piece. We have a number of things in different stages of process," said Kendall, who has been tasked by US defence secretary Chuck Hagel to lead Pentagon's Defence Technology and Trade Initiative (DTTI) with India.

The Indian side during the previous UPA regime was led by former National Security Advisor Shivshankar Menon whose replacement is yet to be announced by the Narendra Modi government.

Kendall said the US would continue with the initiative while looking for additional opportunities.

"We also had some good discussions about science and technology cooperation that we need to continue. So to some extent, it will be continuing the work that we've already started, but we're also looking for additional opportunities. So I think there's a lot of potential there," he said in response to a question.

As usual they have groundbreaking-defense-technologies to offer but with a rider, forget about technology transfer first ask them to treat India as a partner , India refused its fighter jet offer as it knew the future implication that could follow if India any how offend almighty Yankees .Every one know how self centered the Americans are The situation in Syria ,Iraq are an example ,the terrorist are there ally till the time they fight there enemy & they are supported openly & in the process they destroy world peace & they don't care-about it only they care about there short term goals.

India needs to have a strong foreign policy so that US could be handled well. We can have many uses for US if handled well and dispose off them as a ally when useless. Remember they will need India's support as India is a huge market for US companies. It is just a change of foreign policy needed.

All this happens when one realises that the other person one is dealing with is not a namby pamby puppet on a string; and instead is a person who leads a govt that means business and puts their money where their mouth is.

all the defence technologies or offers groundbreaking or not often comes with a hefty price.....the govt should be very cautious while considering any deals with US

I suggest that the first condition India should put to US is that US must commit NOT to supply any weapons/technology to India's enemies ,esp. Pakistan.
I bet they will refuse to sign this first condition. The goal is to lure India into a big trap and then, pit India against China, Russia, Iran, Myanmar etc. so now, India will have to fight their fight. Are Indians stupid enough to take this deadly bait? One who doe snot learn from past is doomed to repeat it.

A smart nation buys weapons from a reliable, dependable nation whose basic principles are similar to the buying nation...such as mutual respect, peaceful coexistence and belief in a democratic, multi-polar world ...devoid of bullying and hegemony.

One cannot stop any sovereign country from pursuing their policies.

It is only a foolish nation that draws lines and exposes itself to vulnerabilities.

A clever nation makes the best of adversities.

They can sell to whomsoever they please.

True.

India did this in the past, which forced Russia to lift their arms embargo on Pakistan. Indians sometimes act stupidly. First, they take their business to the US, which already sells a plethora pof arms to Pakistan, and then whine, when Russia lifts its arms embargo on Pakistan.

My take, no ToT, no long term business. Also, we should not tie arms imports based on the seller selling to our adversaries. We should focus on trade with countries that help us progress in the path of indigenization.

P.S.: Regarding the opening post, it is not my opinion, but just a news article, that I posted as is.

The point of this post is not to discuss Iraq in detail, but to discuss the problems with arms imports from the US.

Arms imports form the US almost always involve a lot of drama. It is the US that installed the al-Maliki government after the ouster of Saddam Hussain, and they themselves, allegedly, and dragging their feet in arming the Iraqi government. Is it because the regime they installed isn't towing the US line?

What are the problems the Iraqi government had with arms imports from the US?

India's Defense FDI Limit Will Hinder Technology Transfer: US Official
Did India’s defense sector FDI limit reforms not go far enough?

A top U.S. defense official has indicated that India’s 49 percent limit on foreign direct investment (FDI) in the country’s defense sector will not be adequate to ensure that the United States will be able to transfer sensitive technologies, even as strategic defense cooperation the two countries is steadily increasing.

According to The Economic Times, Keith Webster, the director of international cooperation for the U.S. under secretary of defense for acquisition, technology, and logistics (AT&L), when asked if the 49 percent FDI limit would stall technology transfer, replied, “Yes, it would.”

The United States and India, beginning in mid-2012, made increasing cooperation on defense technology and trade a bilateral strategic priority under the framework of the Defense Trade and Technology Initiative (DTTI). Incidentally, then-U.S. Defense Secretary Leon Panetta had Ashton Carter, the current U.S. secretary of defense and then-deputy secretary of defense, take the lead on the initiative from the U.S. side.

Shortly after taking office last May, one of Indian Prime Minister Narendra Modi’s first moves to revitalize and revamp India’s indigenous defense industry was to increase the FDI limit for that sector to 49 percent. FDI had previously been capped at 26 percent, with a conditional 49 percent FDI limit for Indian-owned and operated firms.

In last year’s FDI limit hike, the Modi government did note that it would consider requests for FDI proposals beyond 49 percent on a case-by-case basis. Specifically, the Indian Department of Industrial Policy and Promotion noted in a press release at the time that “foreign direct investment proposals above 49 per cent will have to seek the approval of the Cabinet Committee on Security on case to case basis, wherever it is likely to result in access to modern and state of the art technology in the country.” (Emphasis added.)

Webster remarked on the case-specific exemptions: ”They said they would definitely consider doing that. Our industries and government, we made clear that where there is industry anxiety over control of technology it (FDI) has to be greater than 49 per cent,” he said ”And what we have been told is that in those instances they would consider exercising that policy option.”

Earlier this year, following U.S. President Barack Obama’s visit to India, the United States and India announced a working group on jet engine technology cooperation. Late this summer, a U.S.-India working group to study the feasibility cooperating on aircraft carrier design and development met for the first time.

India is interested in a range of U.S. technologies for its second indigenous aircraft carrier (IAC-2) project, including General Dynamics’ electromagnetic aircraft launch system (EMALS), advanced fighters, and nuclear propulsion. The latter two areas remain the most challenging for the two sides given India’s regulatory climate and U.S. anxieties about technology sharing.

It is strange that good people end up talking in random forums, while trash talking brass ends up enjoying the Norwegian Fjords in Ambassadorial positions.

Trusting US in matter of defense supplies amounts to wilful suicide ! They might withhold parts when you need them most. Be very very careful.
