After delivering the keynote address at the crucial Shangri La dialogue in Singapore, US Secretary of Defence Ashton Carter arrived in India on Tuesday on a three-day visit. Accompanied by wife Stephanie, Carter reached Visakhapatnam from where he left for Delhi.

On Wednesday, he will hold meetings with PM Narendra Modi, Defence Minister Manohar Parrikar, External Affairs Minister Sushma Swaraj and National Security Advisor Ajit Doval. During his visit, the two countries will be signing the Defence Framework Agreement (DFA) that will define the US-India defence cooperation over the next decade.

A US embassy statement said: “Carter’s trip to India is part of his focus on the US rebalance to Asia. Specifically, his trip to Vishakapatnam showcased his commitment to maritime security and the need for a regional security architecture that creates transparency and trust among regional partners. In India, this positive momentum is especially tangible as Carter will sign the 2015 US-India Defence Framework Agreement with his counterpart, Defence Minister Manohar Parrikar, which will help expand the defence relationship between the two countries.”

As Deputy Defence Secretary of US, Carter was the main architect of the India-US Defence Technology and Trade Initiative (DTTI) and advocated that India be treated at the same level as US’s “closest partner” in various areas of defence partnership.

India and US had announced joint development of four pathfinder projects under DTTI during US President Barack Obama’s visit in January. During Carter’s ongoing visit, the two sides will assess the progress made in these pathfinder projects— next generation Raven Minis UAVs, roll-on roll-off kits for C-130s, mobile electric hybrid power source and Uniform Integrated Protection Ensemble Increment.

The fact that Carter started his India visit from Visakhapatnam also points at the US focus on the Indian Aircraft Carrier project currently underway there. At Shangri La, Carter had said, “The US is looking for new ways to complement India’s Act East policy and find meaningful areas of cooperation in the Asia-Pacific.”
