Washington and New Delhi reportedly discussed plans to conduct joint naval patrols that could include the South China Sea, where Beijing has built several islands in the Spratly archipelago amid protests and territorial claims by neighboring countries.
A US defense official, who spoke on condition of anonymity, said in an exclusive interview with Reuters that India (which has a long-running land border dispute with China) and Washington had thoroughly discussed joint patrols, adding that they hoped to launch them within the year. The patrols would likely be in the Indian Ocean, where the Indian Navy is a major player, as well as the South China Sea, the official told Reuters.

Delhi and Washington have recently boosted military ties, holding naval exercises in the Indian Ocean, which involved the Japanese navy last year. The Indian Navy has never carried out joint patrols with another country, however. A naval spokesman told Reuters there was no change in the government's policy of only joining an international military effort under the United Nations flag.

India has recently stepped up its naval presence far beyond the Indian Ocean, deploying a ship to the South China Sea almost all the time, an Indian navy commander told Reuters, noting this wasn't the practice just a few years ago. The commander added that the largest number of Indian naval ship visits in the South China Sea region was to Vietnam, which also lays claim to the area.

The issue of joint patrols also came up in December, when Indian Defense Minister Manohar Parrikar visited the US Pacific Command in Hawaii, an Indian government source told Reuters.

"It was a broad discussion, it was about the potential for joint patrols," the source, who declined to be identified, said.

Last year US President Barack Obama and Prime Minister Narendra Modi also agreed to "identify specific areas for expanding maritime cooperation" when Obama visited New Delhi.

The South China Sea is believed to have massive deposits of oil and gas. Around $5 trillion of shipping trade passes through the area per year. China claims almost the entire South China Sea. Accusing Beijing of using the islands only to ensure Chinese control over the area, Washington has been trying to make its regional allies take a more united stance against China. It says China’s actions pose a threat to freedom of navigation in the region and denies Beijing’s sovereignty over the islands.

The Spratly Isles lie off the coastlines of Vietnam, the Philippines, Taiwan, Malaysia, Brunei and China, with all claimants having their national names for the islands. They comprise over 750 reefs, atolls and islands, and lie at the heart of economically important shipping lanes in the South China Sea. The archipelago boasts rich fishing grounds, among other things.

Chinese officials have long insisted the new islands would be mostly for civilian use, however, such as coast guard operations and fishing research.

Earlier this month China accused Washington of seeking maritime hegemony in the name of freedom of navigation after a US Navy destroyer sailed within 12 nautical miles of a disputed island in the Paracel chain of the South China Sea in late January. The Chinese Foreign Ministry called the sail-by illegal, saying permission from the Chinese authorities was necessary.

The US Navy conducted a similar operation in October, when it sent the guided missile destroyer Lassen to sail pass a man-made Island in the South China Sea.

In December, Singapore allowed US P-8 Poseidon spy aircraft to use its territory for reconnaissance flights over the South China Sea.

Parrikar said that there is no question of joint-patrolling as India has never indulged in such activities before.


India on Friday dismissed the possibility of joint maritime patrolling with other countries in the Asia Pacific region, days after a top American military commander hoped it will happen in the near future. Defence Minister Manohar Parrikar said that India is in for joint military exercise but not for joint patrolling.



"As of now, India has never participated in joint patrolling. But we do participate in joint exercise. So the question of joint patrolling at this stage does not arise," he said addressing reporters at South Block. He was asked a question on the remarks made by Chief of US Pacific Command Admiral Harry Harris. The American commander had pitched for a quad-lateral security dialogue among India, Japan, Australia and the US even as he hoped joint patrolling in the Asia Pacific region will happen in the future.



Harris had hoped that in "not too distant future", American and Indian Navy vessels steaming together will become "a common and welcome sight" throughout Indo-Asia-Pacific waters. "I don't respond to what the US Admiral has said. Our viewpoint will come to you if we at all consider any such thing from our side. It may be his calibrated thinking," Parrikar said.



He said that the government and the Defence Ministry will take all decisions in the interest of the country. While the US is keen that India joins them in joint patrolling, the Indian government is concious of not drawing itself into a tussle between between the US and China.



Meanwhile, asked if India would sign the long-pending Logistics Support Agreement with the US, the minister said that anything that will be done would be in the interest of the country. "It has to benefit the nation on various counts. We definitely would say that this government is very active on almost everything. We don't like to unnecessarily delay things. So we definitely do paper work, discussions are going on many things," Parrikar said.



Defence sources have told PTI that India and the US could sign a key military logistics agreement as top officials from the two sides meet here in April to look at ways to deepen the bilateral ties in the critical sector.



They have said one of the key areas of focus during the visit of US Defence Secretary Ashton Carter to India in April will be three contentious agreements that Washington has been pushing for long. Known as the "foundational agreements", these pacts are -- Communications and Information Security Memorandum of Agreement (CISMOA), Logistics Support Agreement (LSA) and Basic Exchange and Cooperation Agreement (BECA).



"Discussions are on. Logistics agreement, tweaked as per India's interests, is doable and may be signed. However, some more discussions are to be held on BECA," the sources have said, adding that CISMOA needs detailed discussions and clarifications.

Thinking of petrol in SCS with India without asking India if they would join these petrol,India will go to SCS only if IOR is full under our control.

I think that US/UK naval bases in the IOR including the one in Diego Garcia pose greater security threat to India than China's overtures in South China sea. This is totally in advantage of India if US and it's allies are forced to overstretch. But the truth is that US and allies are making only cosmetic moves in SCS, conviction is totally missing. India will not be anything more than a cannon fodder in any such arrangement.

If India wishes to play in SCS region then India must form her own alliances with the countries in the region and work with the US-led block when and where our interests converge. Even Vietnam is not sincere in this game.

Indian Navy has been operating in SCS for decades, unlike PLAN who made the first forays only recently. Recently INS Sahayadri was in SCS outside Vietnam for an "operational deployment" as per press release. Now what it should be clear what that means.

Unfortunately our desi media is not like CNN who has the "nose" for stories.

yes, yes I:N: has been "operating " there ..... question is , will they open fire ?
we dont need "peaceful" patrols with no political will to do something if necessary
what is that peaeful patrolling for ? NO ....let the asean countries themselves do the patrolling .... we sell or loan on payment terms, the naval combat vessels and we train them etc as in my comments below

let the asean countries decide if they will engage in firing with china ....it is their responsibility

when india had altercation with china in 1962 , the asean were laughing at us , now it is our turn to snub them ......and coldly too !

and while we did not quivering 62 as we as we knew our setback were temporary and we would hit back with full force if it continued, .....they have no such assurance ....

it's time asean countries had more respect for india , which i can tell you that until today , they do not display ...... ... so let them quiver and shake ....it is their problem ....we dint need to run to them at the first cry .....let them pay for our equipment as i have described below, the full cost .....then they will respect us when they know how difficult it is .....like a kid who takes their parental home for granted , when they come out and begin to pay for themselves, then they know what life is .....these asean, many of them are just kids .......they must be given this opportunity to learn first hand what life is like when prcchina is your neighbor

over-riding questions are those of cost and strategic gain .
who will pay for naval fuel, maintenance cost and wear and tear of patrol ships and depreciation plus eventual replacement cost has to be factored in .. who indeed ? Philippines ? theyre broke to begin with ....singapore ? their uncle chin may not like that .... malaysia ? indonesia ? brunei are possibilities , but will they or when it comes to payment day will there be excuses and fudging ?

i say a better, far better way is for india to sell combat vessels to those who will buy cash and strict payment terms tied to time, otherwise the vessels will be re-possessed just as under U:S: law, houses ad cars can be re-possessed by banks

india will train the personnel from those nations and they can pay the salaries of the trainers

this way it is all up-front and no late-payments ....

plus we also know who is serious about guarding what is after-all their region and who are just playing along

dont allow super-might uncle samuel to throw a rope around our necks and rope us into being a sucker doing other peoples' jobs
ad we wend up with trillions of dollars in notes receivables and debts like u sam .

secondly as many above brought to our attention, we should tie this with cooperation for access to Diego Garcia base ....i.e how about we suggest joint participation in all activities in DG ....

.. in fact THIS should be the FIRST condition before discussing ANYTHING with the u.s.a. on anything naval where we are going to contribute other than perhaps joint exercises which are a very temporary phenomenon and immediate benefits obtained from the experience ..

........ DG must be discussed and what we want is access to all the facilities there ......otherwise uncle samuel is again playing the plantation-slave game and they want to keep the upper hand while looking for suckers to help with the dirty jobs .
