The issue just doesn't end at city planning.
No matter how good u build Mumbai it will ultimately fall because more people are moving into the city faster than it is growing.
And u don't want a Supercity like Tokyo either it creates another problem.

Each consistency has a population from 1 million to 2.5 million.

There is a reason we have 550 seats representation in the parliament.
There is a reason we have DMs, BDOs, COs

(1) Overpopulation
(2) Insufficient water
(3) Most areas are too close to ocean so chance of flooding
(4) Earthquakes, too common in JPN.


I don't see a harm even in a 100 million people city.
Science and tech can manage it well, if properly planned.
