UNITED NATIONS: Breaking the tradition of not naming countries, the first draft of the final document of 2010 Nuclear-Non Proliferation Treaty Review conference has asked India, Pakistan and Israel to join NPT and CTBT.

"The conference calls upon India, Israel and Pakistan to accede to the treaty as non-nuclear weapon states, promptly and without conditions, thereby accepting an internationally legally binding commitment not to acquire nuclear weapons or other nuclear explosive devices," the first draft of the document said.

"The conference also calls upon India and Pakistan to maintain moratoriums on nuclear testing and calls upon India, Israel and Pakistan to sign and ratify the Comprehensive Nuclear-Test Ban Treaty (CTBT) without delay and without conditions," it said.

The NPT review conference is held every 5 years to assess the progress in reaching the goals set out in the 1970 treaty to disarm and stop the spread of nuclear weapons.

This year it started on May 3 and would end on May 28 when the final draft is expected.

India, Pakistan and Israel have not signed the treaty and do not attend. The last conference in 2005 ended in failure.

Speaking on the condition of anonymity, a western diplomat said that there were countries, which had accepted that India and Pakistan were not going to become part of the treaty and suggested a new track to rein them into the non-proliferation regime.

"We are going to try and put them in a cooperation system with obligations so that they would have the same obligations that NPT countries without being in the NPT," he said, noting that such an agreement was better than doing nothing.

Several experts, however, have pointed out that by the time the final document was prepared the names of the countries may be replaced by a more general call for the universal acceptance of the Nuclear Non-Proliferation Treaty.

Officials noted that naming Israel, for instance, would lead to the country not cooperating with the Arab nations on a plan to have a Middle East free nuclear weapons free zone.

"We want something so that all countries come to the table," the Western diplomat said. "But it's so fragile, it's so difficult."

Mark Hibbs, an expert at the Carnegie Endowment for International Peace, who had attended the meetings noted that there seemed to be a "tacit agreement" not to retain the names by the end of the conference.

NPT is biggest joke when the biggest proliferators of Nukes ar NPT members themselves.

This maybe as a reaction to the Chinese giving Pak a nuclear deal, USA is powerless to do anything so they suggest something like this, because they know India will ask what was so special about the Bush nuclear deal?

I think India has made it clear that we will not join NPT or sign CTBT , kinda strange for USA to ask India because they very well know that Pakistan and China are in illigeal nuclear weapons transfer

India in NPT as a weaponed stated, My god this is day i want to see in my life time. Think what if we have a Veto!!! CTBT is a total crap. US and and other countries have completed all their weapons and tested it, now they dont want others to do the same, this is a kinda of hegemony mood.

we may not have a choice accept NPT,CTBT,FMCT ,it maybe all or none. But even CTBT can be circumvented by testing on supercomputers.

Let the US first ratify the CTBT. Then we can talk of that.

NPT, what's that? Oh the one in which states like china give designs of bombs and also test for others who shouldn't be having it? Yeah sure we will sign. After a million years. But seriously I see the day not too far when push comes to shove and the world read US wants to really prevent countries like iran getting nukes, india will join the NPT as a nuke weapons state so that the doors are shut on others forever. Anything less than that is a wet dream of the west and the Useless Nation.

When Bush gave us the nuclear deal it should have been made a clause that India is recognized as a nuclear weapon state, we pushed the CTBT/testing issue but why didn't we push the issue of being recognized as a nuclear weapon state??

Still i think we should never sign CTBT. Because we never know when situation might call for physical test? And in some high tension scenario we test it, secretly/openly, it'll be violation enough for double-standard US & group to blame us forever.

Also even if Government decides to sign CTBT, I don't think internal approval will be matched ever. Opposition/people will tear down Government.

He is a bad *ss simply. Playing too much in international politics and may burn his hands soon.

I wish if bush were there to help us. wait for another 2 years we may see some light at the tunnel.

United States conducted around 1,054 nuclear tests
Soviet Union conducted 715 nuclear tests
United Kingdom has conducted 45 tests
France conducted 210 nuclear tests
China conducted 45 tests

This is what we call as 'bongu' in tamil ie selfish

India with just 6 tests stands nowhere.

CTBT, thanks but no thanks

Maybe it was on cards or maybe not.

In any ways whatever International diplomatic stature we achieved, has been washed by present US administration.
I really feel another Bush term would have helped India to enter the guilt-free power holder club.

In the current situation, it'll only bring tremendous International pressure & maybe calls like 'Lets disarm India'... But in whatever case, if political will has enough strong balls then India can defend its stand very well...

This would terminate the Bush nuclear deal and probably bring sanctions along with it, with the economy doing well and invesment flowing in we don't need to make testing a priority to disturb this. Even our kiloton testing is ok if we utilize AGNI MIRV.

LF, I got confused when you say "we"?

Anyway I am with you American, the UN's call is a good one. States like Iran, N Korea, India & Pakistan should sign NPT/CTBT to make this world a better one.

No ajtr, we havent acquired the megaton bombs yet, also we need more test to have confidence on the Fusion bmbs, CTBT is a time pass paper, read it and say, "let it be with you, i dont need it"=xD
