Russia agrees on $100 natural gas price discount for Ukraine

Ukraine will receive a discount of $100 per 1,000 cu m at the natural gas price of $330 and a 30% discount on other prices, Russian President Dmitry Medvedev said on Wednesday.

Medvedev's announcement came after a meeting with his Ukrainian counterpart Viktor Yanukovych in Kharkov in eastern Ukraine.

"Discounts for Ukraine will come into effect from April this year," Yanukovych said.

The discount will apply to 30 billion cubic meters of Russian natural gas to be supplied to Ukraine in 2010 and 40 billion cubic meters in subsequent years.

The amendments to the gas deal between Russia and Ukraine also cancel provisions on penalties, which had never been applied.

Yanukovych, who was inaugurated in February, vowed during his campaign to improve relations with Russia and renegotiate the January 2009 deal on gas supplies, which increased the price Ukraine paid for Russian gas, straining the country's troubled finances.

Ukraine requested Russia lower the gas price to $250 or at least $260 per 1,000 cu m, Russian business papers reported on Monday.

The ex-Soviet republic currently purchases Russian natural gas at the average annual price of $337 per 1,000 cu m.

The gas price equaled $305 per 1,000 cu m in the first quarter, and increased to $330 per 1,000 cu m in the second quarter of this year.

The deal seems to be advantageous for both parties as Ukraine has agreed in exchange to extend the term of the Russian Black Sea Fleet presence in the country's Crimea for 25 more years.

The new agreement on the Russian Black Sea Fleet signed after talks between Medvedev and Yanukovych also stipulates the extension for an additional five years after the term expires.

So Finally, Russia is taking back what was always theirs for keeps. This is a good achievement, and a good way to keep the people of Ukraine Pro Russia. Finally we are seeing some smart moves in the world arena. Proves once again, that you dont need a gun to get something done.... always! :) Russia has proved that, when there is no option, there can be Guns, otherwise, there can be mutually beneficial agreements! :)

Russian naval base in Crimea more important than gas prices - poll



Most Russians believe that the extension of the lease on the Russian naval base in Crimea is more important than maintaining market gas prices for Ukraine, a poll said on Thursday.

An agreement extending the lease on the Russian Black Sea Fleet base in the Ukrainian port of Sevastopol for 25 years after the current lease expires in 2017 was ratified by the Russian and Ukrainian parliaments in April.

In return for the lease extension, which may be extended for an additional five years, Ukraine will receive a 30% discount on Russian natural gas worth an estimated $40 billion.

According to the poll conducted by the All-Russian Public Opinion center, as many as 73% of the respondents supported the extension of the lease for the Black Sea Fleet in Crimea, with 62% of those polled saying the lease extension was more important than market gas prices for the ex-Soviet republic.

Only 8% of the respondents want the fleet to withdraw from Ukraine while another 19% had no opinion.

The poll was published on Thursday to coincide with Black Sea Fleet Day in Russia.

Ukraine already got cheap gas by extending the lease on Sevastopol so that card is off the table. Ukraine isn't interested in giving up their aviation sector to Russia, they want JVs which is exactly what they are getting.
