KIEV, October 15 (RIA Novosti) - The possibility of a Ukrainian radar facility being used as part of a U.S. missile defense system is being considered, Ukraine's ambassador to the United States said on Thursday.
Oleh Shamshur told a briefing in Kiev that the issue "is being discussed on the working level, at a preliminary stage."
U.S. Assistant Secretary of Defense for International Security Affairs Alexander Vershbow recently said the United States was considering Ukraine as a possible site for a radar station as part of its new missile defense configuration in Europe.
According to the U.S. magazine Defense News, Vershbow "added Ukraine to the list of possible early warning sites." He said Ukrainian officials "have mentioned" their interest in participating.
President Viktor Yushchenko said on Friday that Ukraine has not received requests from the United States to host anti-missile facilities on its soil.
However, he said Ukraine has two radar facilities - one in Sevastopol and one in Mukachevo in the country's west, which Kiev would like to "integrate into a European or global security system."
U.S. President Barack Obama in September scrapped plans to deploy a radar in the Czech Republic and interceptor missiles in Poland, due to a re-assessment of the threat from Iran. Moscow fiercely opposed the plans as a national security threat.
According to the Obama administration's new plan, land-based missile-defense shields will not be implemented before 2015. Sea-based defenses will be operating in the Mediterranean up to 2015.
Moscow, which has consistently objected to the shield as a threat to its national security, welcomed the move. Russian President Dmitry Medvedev said later that Moscow would scrap plans to deploy Iskander-M missiles in Russia's Kaliningrad Region, near Poland.

Russia concerned by U.S. missile shield talks with non-NATO states

MOSCOW, October 15 (RIA Novosti) - Russia is concerned by U.S. missile defense talks with countries outside NATO, Deputy Foreign Minister Sergei Ryabkov said on Thursday.
The statement came following reports on talks between the United States and Ukraine on the possible use of the latter's radars or deployment of a new radar in the ex-Soviet state as part of the American missile defense program.
"We know that the U.S. administration has held discussions with its partners, including outside NATO, since it scrapped the plans [for a missile shield in Europe]," Ryabkov said.
"We are following the situation, and it would be an exaggeration to say that it inspires hope. We are concerned," he said.
Ukraine's ambassador to the U.S., Oleh Shamshur, said earlier on Thursday that discussions on the issue were still at a "preliminary stage."
Ukraine has two major radar stations, in the Crimea and in the western Mukachevo region. Russia rented the stations until February 2008.

Ukraine has nearly a 50:50 distribution of people who are pro-Russia or pro-west, when the current administration of President Yushchenko came to power during the orange revolution, the votes between him(Pro- West) and the main opposition candidate Mr Viktor Yanukovych (Pro- Russia), were close(Yushchenko's 52% to Yanukovych's 44%). Many people in the nation then dreamt of rapid growth under a western umbrella, these dreams have now been dashed with the global recession and then there is the Crimean peninsula- a part of Ukraine that supports Russia staunchly, also one more detail the Ukrainian Constitution prohibits any other foreign troops to be based in Ukraine other than the black sea fleet,barring a constitutional change this radar shall have to be manned by Ukrainians.

If Ukraine keeps taunting the Russians they are going to be in for a rude awakening. Russians will never let this happen.

As long as Obama is their he would never try to against any country's will.
and this deal would not step forward.
