twin tail fighter or one tail? (concept)

hello guys,

following GIF is a combination of Panavia Tornado and F-14 Tomcat...

please lets discuss the reason for design difference in both aircrafts...both are twin engine-twin seater-swept wings ACs then why tail design different?

my guess is that Tomcat being heavy lift fighter it needs more surface area...right?
