First MILGEM Corvette under construction for Pakistan Navy

The PN currently has four MILGEM corvettes on order, with all four ships due for delivery to the PN by 2023-2024. Construction of the first ship will last 54 months, but the remaining three ships will follow the first in quicker succession, i.e., at six-month intervals of one another (ASFAT A.S).

Under the contract, which was signed in 2018, two of the ships will be built in Turkey, while the remaining two in Pakistan. Pakistan will also receive “complete transfer of technology and the transfer of intellectual property rights for the design of these ships.”

The fourth ship was to be a new frigate class (i.e., Jinnah-class) jointly designed by the primary contractor, ASFAT A.S. (Military Factories and Shipyards Management Inc), and Pakistan’s Maritime Technologies Complex (MTC). However, it appears that the new frigate design will apply to all four ships.

During AMAN-19, the Pakistan Navy’s biennial multi-national exercise, the PN Chief of Naval Staff (CNS), Admiral Zafar Mahmood Abbasi, reportedly outlined that the PN’s MILGEMs will be equipped with the Chinese HQ-16 surface-to-air missile (SAM) system through a 16-cell vertical launch system (VLS).

The VLS will be installed at the fore of the ship, behind the main gun. In addition, the PN’s MILGEMs will deploy a modified version of the GENESIS combat management system (CMS).

The PN MILGEMs will also deploy an “indigenously developed missile system,” which could be the Harba subsonic dual-anti-ship cruising missile (ASCM) and land-attack cruise missile (LACM). However, the most recent Ministry of Defence Production (MoDP) report also disclosed the development of a new supersonic missile for the PN, so the PN’s MILGEMs may deploy something other than the Harba ASCM/LACM as well.

The CNS did not specify if the inclusion of VLS was limited to solely the fourth ship, implying that all four MILGEM ships will be configured along identical lines. One indication for this change could be that in 2016, the PN was expected to procure four MILGEM Ada corvettes configured along similar lines to the Turkish Navy’s ships at $1 billion US. However, the deal is now reportedly worth $1.5 billion US.

The PN’s forthcoming Type 054A/P frigates will also deploy the HQ-16 but through 32 VLS cells. All four Type 054A/Ps are due by 2021. Interestingly, the Pakistan Army also inducted the HQ-16/LY-80, which shows that there is a measure of commonality between the Navy and Army on SAMs.

The Jinnah-class corvette/light frigate is a fully multi-mission design. The HQ-16/LY-80 — which could have a range of 40 km or, if the PN opts for the newer configuration, 70 km – provides anti-air warfare (AAW) coverage. In addition, the Harba ASCM/LACM would provide long-range anti-shipping and stand-off range land-attack capability. If the Jinnah-class arrives by the time the PN deploys its supersonic missile (which is likely to be an ASCM), it could have a varied – and difficult to stop – anti-shipping load-out as well.

The #JinnahClass vessel image shown today appears different than the initially released image. The current vessel has highly modified super structure, different Anti-Ship Missile canisters, different layout of VLS modules, differences in SAT-COM antennas and other sensors.

KARACHI: Steel cutting ceremony of MILGEM Class corvettes constructed for Pakistan Navy was held at Karachi Shipyard & Engineering Works (KS&EW). Managing Director KS&EW Rear Admiral Ather Saleem graced the occasion as a chief guest, says a press release.

The contract for four MILGEM Class corvettes for Pakistan Navy with concurrent Transfer of Technology (ToT) was signed with ASFAT Inc, a Turkish state owned Defence contractor firm in 2018. The ToT entails construction of two corvettes at Turkey while another two at Karachi Shipyard & Engineering Works (KS&EW). This steel cutting ceremony is the first MILGEM class corvette being indigenously constructed at Karachi Shipyard in collaboration with Turkish Defence firm.

The MILGEM Class corvettes will be state-of-the-art Surface platform equipped with modern surface, subsurface and anti-air weapons, sensors and Combat Management System. These ships will be among the most technologically advanced platforms of Pakistan Navy and will significantly contribute in maintaining peace, stability and balance of power in Indian Ocean region.

Speaking at the occasion, General Manager Ship building, Commodore Muhammad Jahanzeb Ahasn highlighted that the technical support for the indigenous mega project was provided by ASFAT Inc. He underscored the deep rooted friendship with brotherly country Turkey for joint collaboration in field of indigenous warship construction with PN. Officials of Pakistan Navy and representatives of ASFAT Inc, Turkey attended the ceremony.

KSEW Cuts Steel for Pakistan’s Second MILGEM Corvette
On 09 June 2020, the Pakistan Navy (PN) announced on social media that Karachi Shipyard & Engineering Works (KSEW) cut the steel of the PN’s second MILGEM corvette.

Pakistan’s Ministry of Defence Production (MoDP) inked a deal for four MILGEM corvettes with Turkey’s Military Factory and Shipyard Corporation (ASFAT A.Ş.) in July 2018.

According to the MoDP and ASFAT A.Ş., the PN will receive its first MILGEM by 2023-2024, while the other three ships will arrive by 2025. KSEW is building two of the four ships, while Istanbul Naval Shipyard (INSY) is responsible for the remaining two vessels.

On 04 June 2020, INSY announced that it laid the keel of the lead PN MILGEM corvette.

KSEW’s illustration of the PN MILGEM differs from the one INSY had shown during both its steel-cutting and keel-laying ceremonies. The KSEW model shows an elevated vertical-launch system (VLS) and two triple-cell anti-ship cruising missile (ASCM) launchers. The INSY model, on the other hand, shows a more recessed VLS and two quad-cell ASCM launchers. The hull of the KSEW model also appears to be longer.

The illustration of the KSEW model is likely closer to the actual design of the PN’s MILGEM. However, the PN, KSEW, ASFAT A.Ş., and/or INSY may reveal another illustration with additional changes in the future.

In general, the two models (representing two of the four ships) indicate that VLS is a standard feature for all four PN MILGEM corvettes. This PN will load a surface-to-air missile (SAM) system in this VLS, and while the Chinese LY-80 is a frontrunner, the PN may select a different system. Interestingly, the CEO of MBDA Italy had visited the PN Chief of Naval Staff (CNS) in Islamabad in October 2019.

The original press release of the MILGEM contract stated that the fourth PN MILGEM will be a ‘joint design’ between ASFAT A.Ş. and Maritime Technologies Complex (MTC), and that it would be a “frigate.” It is not known if the KSEW model is the design of this “frigate,” or solely a modified MILGEM Ada corvette.

With the intended capabilities of the MILGEM ‘corvette’ exceeding that of the PN’s current frigates, it can function as a ‘frigate.’ Moreover, given the expenditure involved in revising the Ada’s design so that it can support VLS, a production run of three ships would be a limited use of this design. But a PN official did say that the first three ships are ‘corvettes,’ while the fourth will be a ‘frigate.’

Wrong. Pakistan is an acknowledged end-user being provided with LM2500 engines by General Electric through STM for Pakistan Navy’s MILGEM-class corvettes. Indian OSINT should know what part of the Turkish defence industry the sanctions target. Perhaps through reading?

Ukraine Orders Corvettes And UCAVs From Turkey For Ukrainian Navy
The Ukrainian Ministry of Defense has ordered new Turkish-made corvettes and unmanned combat aerial vehicles (UCAV) from Turkey. They are being procured for the Ukrainian Navy to enhance security in the Black and Azov Sea regions.

According to the statement issued on 15 December 2020, Ukraine’s Minister of Defense Andrii Taran signed the documents during a visit to Ukraine by Ismail Demir, the head of Turkey’s Presidency of Defence Industries (SSB).

These are primarily projects designed to radically strengthen the combat capabilities of the Ukrainian Navy to enhance security in the Black and Azov Sea regions.

The statement did not disclose what systems specifically were ordered. The financial value of the contracts was not provided.

Incidentally, this announcement comes one day after the U.S. rolled out sanctions on the SSB over the Turkish purchase of the Russian-made S-400 surface-to-air missile system.

To help improve the capabilities of its naval forces, Ukraine has sought to purchase corvettes from Turkey’s MILGEM project. Ukraine has worked to rebuild its Navy amid tension with rival Russia in the Black Sea and Sea of Azov. Four corvettes of this type have already been exported by Turkey to Pakistan.

About MILGEM project / Ada-class corvettes

The Ada-class, as part of the MILGEM project, represents the first national ship building project staged in Turkey. Its goal was to build a modern littoral combat ship with indigenous anti-submarine warfare and high-seas patrol capabilities, extensively using the principles of stealth technology in its design.

First ship in class TCG Heybeliada (F-511) was launched in September 2008 and commissioned with the Turkish Navy in September 2011. Fourth and final ship of the class TCG Kınalıada (F-514) was commissioned in September 2019. This final corvette successfully test fired the new ATMACA anti-ship missile in November last year.

The class is designed to embark a 10-ton helicopter with platform, hangar and extensive service and handling equipment. Helicopter operations can be performed at sea state 4. A MILGEM corvette is designed to accommodate 106 sailors including the flight crew. The total accommodation is 108 including sickbay.

Milgem-class are multipurpose corvettes able to conduct a wide a range of missions, including reconnaissance, surveillance, anti-submarine warfare, surface-to-surface and surface-to-air warfare.

Ada-class Main specifications:

  • Displacement: 2400 tonnes
  • Length: 99m
  • Beam: 14.4m
  • Draft: 3.9m
  • Propulsion: CODAG (Turkey); CODAD (Pakistan)
  • Speed: 15 to 30 knots
  • Range: 3500 nautical miles (Turkey)
  • Crew: 93
  • Weapon: 1x gun 76 mm OtoMelara; 2x 12,7mm STAMP; 8 × Atmaca; 21 × RAM Block; 2 × 324 mm Mk.32 triple launchers for Mk.46 torpedoes (Turkey)
