1 - No. PAK DA is dedicated strategic doomsday weapon which is never intended to export or JVs even for closest allies.
2 - Why should you need PAK DA with 6000-8000km radius while you don't have targets for Su-34 with its 1000km (Lo-Lo-Lo) or 2000km (Hi-Hi-Hi) radius?

its not the radius or range but the stealth characteristics of the bomber to deliver payload both conventional and nuclear. We do not have any dedicated bomber and this could be the trump card in the Himalayan theatre. Just wishful thinking
