The media is making it look like Trump woke up one morning and told himself screw the Paris accord.

On contrary, he has a team of people who would have planned this move, made cost benefit analysis etc.

This sort of analysis that a single person as head of state would decide and implement policy matters are worth crap.
Trump said this many times during his campaign and he is being advised by Stephen Bannon.

Here are a few points that Modi can talk on if he decides to meet Trump:
1. US can look at India from the perspective of counter balance Chinese in terms of military, economics, investment.
2. Like Israel, if time arise and Pakistani nukes falling in hands of terrorists, US can count on India as their regional ally for surgical strikes and recover the nukes.
3. US cannot do away with cheap Labour. They have a choice to either hire them from countries like Pakistan that send only fundamentalist or educated liberals from India.
4. We can share the examples of fundamentalist rebel activities in UK. UK policy of appeasement to a particular religion is the cause. What they sowed, they are reaping. They should stop differentiating between good terrorists and bad terrorists. Terrorism in all forms should be condemned. I hope US understand and follow this.
5. We can talk about sharing resources in south China sea to check regional hegemony of China in SCS.
6. We can buy some arms from US so that Trump can show his constituency that he got billion$ from India.
7. Talk about partnership in Afghanistan wherein US can work with Indians to restore peace and carry on development activities.
8. Talk about huge terrorists infrastructure in Pakistan and how to dismantle it. Share our experiences on cross LOC firing to Pakistan posts for every terrorists activities they do in Kashmir. US can also pound Pakistanis if they don't stop terrorism.
9. Talk about atrocities in Blochistan, POK, and intervention of the U.S. to restore human rights.

Trump is simply following old American tradition of not joining global initiatives started by it. Paris Accord had a precedent --> Kyoto Protocol which was also not ratified by US

Trump twitter rants are not policy statements. Policy is determined elsewhere where he is sitting in company of other learned men.

But let us say, Modi goes to Washington and in a twitter rant a day before upsets the mood, then there is no point meeting him. Getting insulted is not the best way for two leaders to meet. So go ahead cancel the visit.
