Security forces in Jammu and Kashmir must be "trained" to respect the rights and dignity of citizens, the three-member team of interlocutors appointed by the Centre has recommended.

"Peaceful protests" must be allowed, and mass protests "must be handled without loss of life", using "non-lethal" methods of crowd control, they have said in their interim report submitted to Union Home Minister P Chidambaram.

The report was submitted on November 2, but its contents have not been made public so far. The interlocutors — journalist Dileep Padgaonkar, academic Radha Kumar and former Central Information Commissioner M M Ansari — have made three much-publicised visits to the state and interacted with the public and political leaders. It is learnt that another visit is planned for later this month, focussed on the issue of regional disparity.

Sources said the interlocutors have discussed the Armed Forces (Special Powers) Act, but not made any specific recommendation about it. They have called for strengthening the monitoring of alleged human rights violations in the state through the State Human Rights Commission and Accountability Commission.

The sources said the group is in favour of demarcating specific areas in Kashmir and Jammu where peaceful protests can be staged against the government — somewhat along the lines of Hyde Park in London or Jantar Mantar in New Delhi.

Home Ministry officials told The Sunday Express that the Centre has already initiated action on many of these recommendations. The Ministry has already received the draft of a new set of standard operating procedures, drawn up by a high-level committee, to deal with protesters without using lethal weapons.

The Centre has asked the state government to put in place a mechanism to check the harassment of civilians due to security curbs. The state government recently informed the Ministry that it has set the ball rolling on implementing the recommendations that come within its purview.

The panel has recommended that jobs be identified in the central government, which can be offered to the youth of Jammu and Kashmir. It has recommended that all militants and protesters, including stone-pelters, against whom there are no serious charges, should be released from prison. Jailed youth should be imparted training to improve their skills and employability.

A significant recommendation is to adequate "representation in political institutions and bureaucracy to Muslim Gujjars and Bakerwals". The panel also wants the government to accord special status to Pahari-speaking residents, of whom there are sizeable populations in Rajouri and Poonch in Jammu and Baramulla and Kupwara in Kashmir. A long-pending demand for Scheduled Tribe status for Paharis is opposed by the Gujjars.

An important recommendation seeks an increase in the monetary assistance provided to the widows and orphans of militancy.

Another recommendation seeks extension of fiscal and other incentives for businesses that invest in Kashmir.

The panel also wants the central and state governments to announce special scholarships for Kashmiri students who want to pursue higher education in institutions of excellence.

The interlocutors have recommended an increase in the monthly stipend given to the over two lakh displaced Kashmiri Pandits in view of the increased cost of living.

The policy recommendation for Gujjars and Bakerwals should be implemented asap. These are pro-Indian ethnic groups and need to have a more visible prescence on the J&K politcal landscape.

The only way that can help kashmir is development in the region , and government funded development has limits so the best option for india would be to have limited private sector and industry involvement , this is move the youth from protests to working hours.

peaceful protests must be allowed :- well dont get that protest exists because there is no development , so why let them protest in peaceful manner , thats no solution why not give them jobs and education and more oppurtunity

Thanks for the little mercy's that they didn't suggest Indian armed forces learn to sing lullabies to counter terrorists.Are we to assume that the panel recommends peaceful demonstration asking India to cede Kashmir.We are certainly making tremendous progress on the Kashmir front, aren't we.

Peaceful protests my @$$! You call those bombers, stone pelters and fundamentalist lunatic separatists as "peaceful demonstrators"? And last of all after the Army losing so many of her soldiers to terrorists in all these years, expect them to listen to the Human Rights bigots? Puhleese... if they keep doing this, they would be really pissing off the IA to take matter into its own hands. Gen. Singh has already been irritated with the laid-back attitude of this ruling government.

The truth is, Kashmiri protests have never been "peaceful". Not in 1989, nor now. They are violent and forces react. Poison cannot be cut with nectar. It has to be sliced by poison. This is the same branch of "Rights" body that is being presided by Saudi, Syria, Iran and Pakistan in UN right now.. nwo take a guess.. LOL.

Who is stopping any peaceful protests?

Would it also mean that Stones throwing protests is peaceful?

The problem with not only in so far as Kashmir is concerned, but all over India where there are problems, is that the Govt has no plan or policy to solve the issues, or simply they don't want to solve it!

I don't think anyone in the SF is too keen to brave the daily threat to life and limb when they can be at their barracks doing their actual work and training.

With respect to Kashmir, those stone pelters should be shot on sight as they are nothing more than scums earning their bread from the PA & ISI. They are the real terrorists we have inside our country. If some of these rats on the payroll of the PA & ISI are killed, everything will come back to normal. No one wants to run with a bullet in their @$$.

We shouldn't train our forces to shoot innocents, but if they get out of control (mobs are impossible in India) then they have to use force. What all the Pakistanis rant is that we're killing innocents and killing innocents is inhumane even if they go against the law, disrupt peace, throw things at security personnel.

One post I found funny by someone (Pakistani) was his emphasis on the BSF shooting a Bangladeshi GIRL. He said it's okay if it was a guy and understandable, but since this is a girl, it's not acceptable, you can't do that to girls.

Also, the teenagers in Kashmir (killed) were only being violent, they weren't protesting peacefully.

And anyway, none will obey such an order since it is an illegal order and he can refuse to obey that as per the Army Act.

It is called 'Unlawful command'.

Indian Army is disciplined enough. GoI should have a look into the rot in our police forces by state. Our Police Forces needs to be trained to respect rights. They are fat, lazy and a corrupt bunch.

I agree with you 100%. Damaging public property, hitting and beating non-participating people to join protests, jamming roads, halting work and creating civil chaos is not peaceful and once people break law, their rights are automatically broken. I wonder how deep is this bigoted human rights BULLSHIT roots in our armed forces where according to them we should take it up where the sun doesn't shine and they still complain?

Pak-induced terrorist supporters in Kashmir are not innocent and they don't deserve mercy. Shooting them is the only solution. The only reason why they try to show extra jihadi mentality is because the forces hesitate and shoot. If they take a BTR-90 armed with a 12.7 MM machine gun and shoot at the terrorist crowd without hesitation, that would teach these F-ers what rights and freedoms they were getting as citizens of India before.

Freaking losers.

Don't listen to bigoted human rights, sir. They are a bunch of shitbags who should be looking where they are supposed to. Instead they are paid to raise voice against retaliating forces and they do that best based on the 'image' that they carry. As such our Army's hands are so tied by this bloody government; if IA keeps asking others, it will lose thousands of brave soldiers. This reminds me of the story of the Donkey, the Merchant and his Son where the Donkey dies because the father and son keep doing what some people want.

IA should show the bloody bigoted rights groups and peaceniks the middle finger and keep doing its work.

If the Govt of India like the Govt of the US had the gumption then the Pollyannas could be ignored!

Yet, at the same time, I am of the opinion things can be done without violation of human rights.

But then, if carrying out a Cordon and Search is also violation of Human Rights, then Omar and Manmohan should come and do it and give the Forces an example as to how it should be done.

It would a wonderful act since it would change the approach to COIN the world over and they would be the new Mahatma Gandhis, they having modernised the thought, concept and application in making COIN redundant!

The world would applaud them!
