It does not say CIA is supplying the weapons, the article merely says that CIA has assigned the role of weapons supplier to Turkey. So it is actually Turkey not the CIA that is supplying the weapons. And nowhere in that article it is said that Stinger is supplied by the CIA.
Just a recent account of what is being said about CIA, not meant to make any claim about Stingers.

This is a case were mere rumor might actually be effective: it will boost Rebels' morale and cause concern in Assad's circles, without actually sending in the Stingers...
We don't know whether this is rumour or not. Might actually be true.

I am worried about another thing. What if external agents, CIA or whatever, supplied the rebels with Chemical Weapons, so that they could be used and blamed in Assad? The rebels have earlier massacred people in Houla and blamed it on Assad as well.

This is a highly problematic strategy. In the first place against whom are the rebels going to use these chemical weapons? If against the Assad's forces then it's obvious who used it and who supplied it... Not a very good "what if"...

They will use it against Sunni villages that are pro-Assad, just like they killed Sunnis in Houla. Assad's in-laws are Sunnis, and there are pro-Assad Sunnis in Homs. The rebels can very well use it against them, and soon after, the West will give it a Shia-Sunni twist, and then invade.

If against the Assad's forces then it's obvious who used it and who supplied it... Not a very good "what if"...

This Stinger rumor is also problematic. If Stingers are indeed supplied then it's immediately certain from whom it originated from. Not a good covert strategy. The Americans might supply Russian-made MANPADS, this is more likely. This Stinger rumors could be most probably psyops.

I know its not true because CIA is in Turkey preventing MANPADs from crossing the border. As anal as they were hunting them down in Libya and the legacy of Afghanistan, it is pretty obvious they wouldn't do it. If rebels do get hold of MANPADs they won't be Stingers but Iglas. The story was a false flag. You will know when rebels get Iglas as you will see it on Youtube.

Even if the rebels are seen with Iglas, it will probably be CIA, or Saudi, or anyone who wants to see Assad go. We won't know for sure until later.

If you wonder why, I will give you a precedent.

Ops is called false flag. But once this weapon is used against pro-Assad groups then the plan automatically fails since it's immediately known who is the perpetrator. And how can the West play it into a "SUnni-SHia" twist when the Rebels are SUnnis and the victims according to you are also Sunnis, albeit pro-Assad Sunnis?

There, corrected that for you.

Yes, the moment it is used against pro-Assad Sunnis, the West will brandish it as an assault on Sunnis and it will be 'immediately known' that 'the perpetrators' were Assad's forces. They will conveniently fail to mention that there are Sunnis with Assad, just like the BBC article I had posted earlier.

Some of the weapons with the rebels could be captured from Assad's arsenal or surrendering forces, but definitely not all. There are pictures in this thread with rebels wielding Steyr Aug, and driving Toyota and Mazda pickup-trucks. Syrian Army does not use those guns, and for trucks, it uses GAZ, UralAZ, and ZIL. Rebels are getting weapons from all over the world.

CIA isn't stopping guns and RPGs, they are only there to prevent proliferation of MANPADs.
