THE "NORTH-SOUTH" CORRIDOR – A BREAKTHROUGH IN TRADE RELATIONS BETWEEN RUSSIA AND INDIA
Way back in the 18th century, Russian trade relations with India began in the southern Russian city of Astrakhan. Indian merchants regularly visited this city and the famous Indian trade compound was created here.
And today, Astrakhan is a major center for trade and economic relations between our countries, which is becoming an important focal point of the International Transport Corridor (ITC) "North-South". It will become fully operative in the second quarter of 2015. And the Astrakhan Region's Governor - Alexander Zhilkin has no qualms of this fact. In mid-January, the governor headed a delegation from the region to participate in the International Investment Forum "Vibrant Gujarat". On the eve of the Republic Day of India, in an interview with correspondent Natalya Benyukh from Radio "Sputnik", Alexander Zhilkin focused on this aspect and other projects of cooperation with India.
In the negotiations, which took place under the aegis of the forum "Vibrant Gujarat", at the meetings held with Indian business groups and in my official meeting with Prime Minister Narendra Modi - said Governor Alexander Zhilkin, - special attention was paid to the establishment of the corridor "North-South". It significantly shortens the route from India through Iran to Astrakhan. After its successful implementation, creation of warehouses for storage of Indian goods in Astrakhan is being planned for their further shipment to other regions of Russia, as well as to Kazakhstan, Belarus and Armenia. And, given the close ties that the Astrakhan region has with the Caspian states, promotion of these products to countries of the Caspian region is being planned. Indian business groups are particularly interested in these opportunities.
Starting from the year 2000, for a time span of two years, hundreds of Indian containers passed through the ITC "North-South". Later, due to technical difficulties, this transport corridor was shut down. In 2014, Indian Freight Forwarders Association began work for restoring traffic along this corridor and found it more efficient and profitable for the business point of view.
One of the main problems today - reminded governor Zhilkin - is lack of a single operator of this route.
In February, in Mumbai, - says Governor A. Zhilkin – a meeting has been scheduled between business structures of India, Russia and Iran. Each side will determine its authorized company and create a single Transport - Logistics Company.
It should be noted - continues the governor – that, for a reopening of the corridor, a lot has been already done. The Iranian side is completing construction of a railway-route from its northern ports to the southern ports. All possible restrictions on customs clearance have been removed. All three countries have switched to an electronic mode of declaration of cargo. Infrastructure at the Astrakhan port and at the port of Olya, as a key one, is all set to work with Indian goods.
In February, a huge business delegation from India is expected to arrive in Astrakhan. Indian business houses - notes governor Zhilkin, are interested in opportunities that are being offered by the free economic zone "Lotus", being established there. Companies, working there are exempt from a number of taxes and have full access to the complete infrastructure. Interest in such opportunities to enter the Russian market has been shown by a large Gujarati company "Cadilla Pharmaceuticals". In 2015, implementation of other projects is also being planned.

In course of different years, degrees from the universities of Astrakhan have been acquired by a lot of Indians. And even today, Indian students study there.
