Ahead of the key polls for Nepal's new Premier, Maoists have landed in a controversy as a wiretap alleged that the party had sought Rs 50 crore from China to "buy" lawmakers to get its supremo Prachanda elected to the coveted post after five rounds of voting failed to produce a winner.

In a telephonic conversation, the tape of which was leaked to the media here, Unified CPN-Maoists' Foreign Department chief Krishna Bahadur Mahara is purportedly heard asking an unknown Chinese official for Rs 50 crore to buy 50 MPs, apparently from Terai-based Madhesi parties which have been boycotting the polls, for their support to Prachanda in tomorrow's election.

However, Mahara, in a statement, dismissed the tape as "fabricated, misleading and fictitious."

Extracts of the alleged conversation were carried by 'The Himalayan Times', which said that Mahara agreed to meet the Chinese official in Hong Kong after seeking Rs 50 crore. The audio tape was also broadcast by local TV channels.

"In the conversation, Mahara asks the man at the other end of the telephone speaking with a Chinese accent for financial support of 50 crore Nepalese rupees to persuade 50 lawmakers to vote for Maoist chief Prachanda during the sixth round of election for Prime Minister," another daily 'Republica' reported.

Both Prachanda and Nepali Congress Vice President Ramchandra Poudyal had been rejected in the previous five rounds of voting in Parliament for the post of Prime Minister. A candidate needs the support of 301 MPs in the 601-member Constituent Assembly to emerge victorious.

Earlier, CP Mainali, President of CPN-Marxist Leninist, had also alleged that Maoists had spent Rs 5 crore to break his party. Last month CPN-ML had split into two groups and four breakaway members of the party had voted for Prachanda in the previous round of voting.

Maoists, the single largest party, have 237 MPs in Parliament.

In his conversation with the Chinese official, Mahara allegedly said that Maoists had the support of 10-15 members from an outside party and needed support from 50 others, local media reported.

Both the Madhesi front and CPN-UML have remained neutral during all previous five rounds of voting.

Now Chinese are helping horse trade ministers to Place Maoist Party in Nepal. If i am not wrong there was an article that even China is struggling from Maoist Problem just recently. Also i have seen Chinese Bloggers ranting day and Night that even China consider Naxalites as threat. But the reality here is different.
Maoist worship godless Late Chairman Mao as Idol; they go to China Tienanmen square for pilgrimage, they do human right violation by apprehending Tibetan refuges back to China and now begging China to fund bribe so that they can buy China friendly govt. in Nepal. How low both are going to fall?

I'm sure that the telephone conversation was intercepted by Indian intelligence agencies and then sent to the media. Nice job. Now this will break the back of Prachanda and maoists. India should control Nepal by hook or crook. We cannot let our sphere of influence into Chinese hands.

May be we will not be able to influence any neighbors in our favor completely but the India should be clear in its mind while recognizing the real enemy. No superfluous sugar coated diplomacy only national interests up front. No need to be a moral state when every one is naked in the Bathroom, Chinese are rather dancing naked in it.

Transcript of some parts of the phone conversations

First conversation

· Unknown caller: What's causing the problem to (get) enough seats?
· Mahara: We have already 10-15 seats but maybe (we need) around 50.
· Unknown caller: You need additional 50? And Mr. Mahara what kind of help could help you to get the 50 seats?
· Mahara: This is most difficult task, because the south (India) centre (New Delhi)—they (some lawmakers) are guided, control (by) them. So the first thing, it is necessary to neutralize the south. Second thing, some money (is) also needed.

Second conversation

· Mahara: I have discussed with my chairman and he says because the election is now only four days left—from outside minimum 50 members we need. For 50 members, if we cost them then the minimum (needed is) 10 million Nepali rupees per person.
· Unknown caller: 10 million per person that is 100 lakh per person?
· Mahara: Yes 100 lakh Nepali rupees per person
· Unknown caller: .....If you will be able to pay a visit to Hong Kong?
· Mahara: Yes, it is okay. But Hong Kong is..there are so many Nepalis (there)
· Unknown caller: We are open at any time, but for you when will be good time?
· Mahara: But it is only four days because we need before four days. But..I will try to tomorrow or today?
· Unknown caller: How long you need to stay in Hong Kong? One night?
· Mahara: Yes, one night is sufficient.
Two telephone conversations allegedly between Maoist leader Krishna Bahadur Mahara and an unnamed Chinese person that have surfaced ahead of the sixth round of voting on Sunday seem to suggest such a possibility.

In tapes of the sting operation leaked to Nepali media on Friday evening, Mahara is heard asking for NRs 500 million from the Chinese person to bribe 50 lawmakers to vote for Maoist chairman Pushpa Kamal Dahal.

While Mahara, who is heading the Maoist party's foreign cell, has termed the tapes as fake, The Himalayan Times quoted a Chinese Embassy official in Kathmandu who said the allegation is baseless.

The audio tapes of two conversations lasting over 12 minutes were reportedly recorded on August 31 and September 1. A voice sounding like Mahara speaks in halting English to a caller with noticeable Chinese accent.

In the conversation the Maoist leader says his party has already acquired support of 10-15 lawmakers from other parties, but need another 50 more to vote for Dahal for him to win.

Mahara says that each lawmakers needs to be paid NRs 10 million and both parties agree to meet in Hong Kong for transaction of the deal. In the tapes, Mahara claims that Dahal has knowledge of the move.

There is allusion to India in the conversation when Mahara says that some lawmakers are guided and controlled by the "south" and it is necessary to "neutralize" its influence.

Ahead of the fourth round of voting for the prime minister's post, India had sent former foreign secretary Shyam Saran as special envoy to talk to all parties and end the impasse.

While the details of his talks are still not clear, it is believed that Saran had persuaded the four party Madhesi front, which has 82 crucial members, not to vote in favour of Dahal.

Allegation was also made by a Madhes-based Maoist lawmaker that an official in the Indian Embassy had threatened him.

Nepal is in the process of electing its new prime minister after Madhav Kumar Nepal resigned in June.

But despite five rounds of voting, none of the two candidates—Dahal and Nepali Congress leader Ram Chandra Poudel have managed to get the 300 votes needed for a win.

Maoists have 235 members in the Constituent Assembly while Nepali Congress has 114 representatives.

Maoists have to be first psychologically crushed. Remember that the mind is the deadliest weapon of all; if you've made up your mind, nothing can stop you from changing the world and this is the very reason for a psychological warfare that gives a blow to their morale. Such should be their defeat that they should resort back to terrorism and let the world know how dangerous, short-sighted, narrow-minded and evil they are.

This will encourage HCR to just sit deaf and let even perhaps our armed forces retaliate in India.

Prachanda meets his Waterloo, China under fire

KATHMANDU: Despite a furious attempt to break an opposing alliance of four Terai parties and regain power, Maoist chairman Pushpa Kamal Dahal Prachanda still met his Waterloo on Tuesday, losing the prime ministerial election for a record seventh time, and dragging his mentor, China, into dispute.

While the 55-year-old's defeat was almost certain, as it had been in the earlier six rounds, in a stunning development, the Chinese embassy in Kathmandu came under fire with nearly 200 protesters demonstrating outside. Instead of "Free Tibet" protesters, Tuesday's march was led by a little known students' group -- the Free Youth Organisation – that claimed to have over 20,000 members in Hong Kong and Malaysia as well.

While a grim-faced parliament chairman Subas Nembang was telling the weary house that Prachanda had received only 252 votes and his rival, Nepali Congress parliamentary party chief Ram Chandra Poudel, 119 and so, none had reached the winning mark of 300, about 200 people shouted slogans outside the Chinese embassy in another part of the capital. "We oppose all foreign intervention in Nepal's internal affairs," said some of the banners while students called for Maoist MP Krishna Bahadur Mahara – alleged to have been caught in a bribery scam involving Chinese money -- to leave Nepal.

"We strongly deplore the act of China trying to use money to influence our internal politics," a protest letter handed over by the marchers to the embassy said. "We also deplore the action of some of our politicians, who are well respected as revolutionaries, in demanding and accepting the bribes offered by China."
