With moulvis running modules, how UP is fighting terror

New Delhi, July 23: It was in the year 2012 that the Uttar Pradesh government led by Akhilesh Yadav contemplated dropping of charges against 15 undertrials accused in the serial blasts that rocked Lucknow, Ayodhya and Varanasi in 2007.

It was the Allahabad High Court that intervened and said that since most of them are booked under Central Acts, charges for such heinous crimes cannot be withdrawn without the approval of the Centre.


This was a very dangerous move on part of the then state government considering the operatives in question were part of the dreaded Indian Mujahideen. The Indian Mujahideen one of India's most dangerous home grown outfit was strongest in Uttar Pradesh, with its primary module based in Azamgarh.

While the threat of the Indian Mujahideen was eliminated by the Indian security agencies, there were smaller modules that continued to operate. The SIMI looked to revive itself and operated with several local modules in different parts of the country including Uttar Pradesh.

Recently, it may be recalled that in a joint operation by the UP ATS, National Investigation Agency and the Operations Cell of the Intelligence Bureau, a module of the Harkat-ul-Harb-e-Islam was busted in Amroha last year.

An officer with the NIA tells OneIndia that during their probe, they found that several modules of this outfit were operating in the communally sensitive areas of Uttar Pradesh. They were using some madrasas to radicalise the youth and in some cases even stock weapons. Officials found that the ISI was aiding these modules and they had set up shop in Bijnore, Sambhal, Amroha and Nagina.

Officials say that the fight against terror had taken a hit. There were curbs on raids, especially in sensitive locations. However, it was found that these curbs were being used well to the advantage of terror modules.

However once the Yogi Adityanath government took over there was a stern instruction to the officials that security shall be top priority. There was life that was breathed back into the ATS and instructions were given to go all out and ensure that these modules do not mushroom.

It was found that Amroha had some of the most dangerous modules. Known for the production of mangoes, Amroha has a Hindu population of 25.48, while the Muslims comprise 73.80 per cent of the population.

Over the years, Amroha had become a den for terror activities and in September 2018, the Delhi police had picked up two Islamic State Jammu and Kashmir operatives and they said that the weapons had been sourced from Amroha.

Amroha is shaping up to be the next Azamgarh. When the agencies were chasing the Indian Mujahideen, it was found that a bulk of the members were from Azamgarh. In fact if one traces the IM to its early days, it can be said that the outfit took shape in Azamgarh.

Azamgarh had become a hot spot for terror. Officials say the atmosphere in Azamgarh was conducive for operatives and hence they were able to carry out their activities and return there safely and hide.

In Amroha, the agencies find a similar trend. In the latest rounds of busts, it has been found that the Moulvis have been driving the modules. In one recent case relating to a Lashkar-e-Tayiba module in Haryana, it was found that funds were being channelised through hawala transactions, which a Moulvi oversaw.

Even in the raids that were conducted in Delhi and UP on Wednesday, it was found that there were two Muftis allegedly involved in the module. In Amroha it has been found that the Mosque and Madrasa networks were being used to radicalise people. This is a dangerous trend and if religious heads are getting into this actively, the problem is immense and they have plenty of followers, an IB official explained.

During the raids, the NIA had also arrested Saqib Iftekar ,26 who was working as Imam in Jama Masjid, Baksar, Uttar Pradesh. He helped the master-mind Mufti Mohd. Suhail in procuring weapons.

In the module that was busted on Tuesday, four of the members were from Amroha. The NIA says that the one who led the module was Mufti Mohd Suhail alias Hazrath, 29 years. He is a native of Amroha and was working as Mufti in a Madrasa at Hakim Mahtab Uddin Hashmi Road, Amroha, UP. He was presently staying at Jaffrabad, Delhi, and had tasked other team members to procure arms, explosives and other accessories to prepare IED's and pipe-bombs.

The other person from Amroha to be arrested was Saeed. He ran a welding shop in the place. Raees Ahmed, also from Amroha ran a welding shop. He along with his brother Saeed had procured huge quantity of explosive material/gun powder (approx.25 kg) for preparing IED's and pipe bombs and were instrumental in fabricating a rocket launcher to carry out terrorist attacks.

The move comes at a time when Pakistan is under intense pressure from the US and the Financial Action Task Force (FATF) to crack down on LeT and other groups such as Jamaat-ud-Dawah (JuD) and Jaish-e-Mohammed (JeM).
The Lashkar-e-Taiba (LeT) is working closely with Islamic State in Afghanistan and has drawn up plans with the Pakistan Army to target Indian and US assets and interests in the war-torn country, people familiar with developments said on Monday.

During a recent meeting between LeT operatives and a team of Pakistan Army and the country’s spy agency Inter- Services Intelligence in Jaba area of Dangam district in Kunar province, the terror group was directed to attack Indian and US assets, the people, including intelligence officials and diplomats in New Delhi and Washington, said on condition of anonymity. LeT commanders were tasked to carry out different types of attacks, including with suicide bombers sent from Pakistan, they added. The move comes at a time when Pakistan is under intense pressure from the US and the Financial Action Task Force (FATF) to crack down on LeT and other groups such as Jamaat-ud-Dawah (JuD) and Jaish-e-Mohammed (JeM). LeT founder Hafiz Saeed was recently arrested on terror financing charges.

This also coincides with reports by the Pentagon and a UN panel about the presence of hundreds of LeT cadres in Afghanistan. The Pentagon report put the number of LeT operatives at 300, while the UN report said 500 fighters are active in Kunar and Nangarhar provinces alone.

“LeT’s presence in Afghanistan has been observed to be steadily on the rise. According to recent inputs, Hafiz Saeed’s son Talha Saeed is taking more interest in operational affairs in Afghanistan,” said an official who didn’t want to be named. The information on LeT activities has been shared with the US and Afghanistan.

The reasons for LeT focusing on Afghanistan are strategic rather than ideological, including the creation of safe havens for its fighters and a belief the Taliban are in a commanding position, the people said. With its fighters easily crossing the porous border, LeT wants to take credit for an “Islamic victory” in Afghanistan and has been increasing its presence in Kunar, Nangarhar and Nuristan, they said.

The presence of LeT fighters has also been reported in Badakhshan, Laghman, Kabul, Ghazni, Wardak, Paktia, Paktika, Khost, Kandahar and Helmand provinces and it maintains good relations with IS, the people said. The IS has provided tacit support for LeT to increase its presence, they added. While the LeT has so far avoided carrying out direct attacks in Afghanistan, it coordinates with al-Qaeda and Taliban in attacks on foreign and Afghan forces. The UN panel had also reported the LeT was a key provider of fighters, weapons and finance for the Taliban and Haqqani Network.

Several madrassas in the northwestern Pakistani city of Peshawar are supporting the LeT in Afghanistan, including Ganj Madrassa, which helps recruit cadres, Jamia Ashrafia, Hazrat Bilal Madrassa, Markaz Khyber, which is headed by local JuD leader Qari Nouman, Markaz Al-Madina.

The JeM, which has traditionally had strong ties with the Afghan Taliban, has also stepped up its operations in Afghanistan and its cadres are fighting under the leadership of the Taliban, the people said. These cadres include a significant number of battle-hardened JeM militants and suicide bombers from Pakistan’s Punjab and Khyber-Pakhtunkhwa provinces, they said.

The JeM leadership also conducts its own operations in Afghanistan that are directed from a base in Peshawar, the people said.

JeM has also set up another front in Quetta that is used for attacks in Afghanistan’s Ghazni provinces. JeM currently has its cadres in Nuristan, Kunar, Laghman, Khost, Ghazni, Geelan, Helmand and Nangarhar areas.

The Maharashtra Anti-Terrorism Squad (ATS), which arrested 10 alleged Daesh men in January and foiled their purported plan of mass-killing devotees at the 400-year-old Shree Mumbreshwar Temple in Mumbra, said in the charge sheet that the accused had attempted to poison the temple’s maha prasad. The charge sheet said that one of the accused, Talha Potrik, had attempted to poison the prasad during the Shrimadh Bhagwat Katha organised at the temple in December last year. Around 40,000 devotees had consumed the prasad that day. The ATS identified an accused, Abu Hamza, as the leader of the group, and said in the charge sheet that he had conducted blast trials in the hills near Mumbra bypass. Besides Potrik and Hamza, the other accused have been identified as Mohsin Khan alias Abu Marya, Atai Waris Abdul Rashid Shaikh alias Mazhar, Mohammad Takky Khan alias Abu Khalid, Mushahed Ul-Islam, Jamman Khutepad alias Abu Kital, Salman Khan alias Abu Ubeda, and Fahad Ansari. The tenth accused is a minor. Most of them are residents of Mumbra while a couple of them are from Aurangabad. The charge sheet said that the group was inspired by absconding preacher Zakir Naik, who is an accused in terror-related cases filed by the National Investigation Agency. “Several videos featuring Naik and his images have been recovered from the social media profiles of the accused,” the charge sheet said. It further said that the group was in contact with its foreign-based handlers, and one of the accused, Marya had attended physical training sessions at a stadium in Mumbra as per the Daesh handbook. “A few months before their arrests, Jamman, Salman, Waris, and Fahad Mohammad had prepared explosives using hydrogen peroxide. Abu Hamza along with other accused had conducted trials of the explosion. They had also surveyed the Mumbra temple,” the ATS charge sheet said. The agency has also recorded statements of six people who claimed that the accused had tried to radicalise them. Advocate TW Pathan, who is representing the accused, said there was not even a shred of evidence against his clients. “The police have made the allegations without any evidences to back them,” he said. The agency has also added section 201(causing disappearance of evidence of offence) of the Indian Penal Code in the case. The move was made after the agency found that the accused had deleted their Telegram accounts so that vital evidence could not be gathered against them. The group had also procured information about the procedure to make explosives and poison through the ‘Military Science’ channel of Daesh on Telegram. “Mohsin Khan alias Abu Marya had organised a group, Ummat-E-Mohammaddiya, on social media to share the ideology of Daesh, and only reliable persons with similar thoughts were admitted in the group. Members of the group were in contact with foreign-based handlers. Marya had also attended physical training sessions conducted at a stadium at Kausa-Mumbra to tackle the hardships in the Daesh battlefield. He was also a member of the Telegram groups Wakkunuma-Assadikin and Iqwa-F-Deen. These groups would share Daesh ideology material,” the chargesheet stated.

Terror Attack Planned by Pakistan-Based Group in Kashmir Valley Reason Behind Deployment of Additional Forces in Valley, Says Report
New Delhi, July 28: Ahead of India's Independence Day, a major terror attack was being planned by terrorist groups in Kashmir valley, reports said. According to a tweet by ANI, top govt sources informed that inputs about a major terrorist attack being planned by Pakistan-based terrorist groups in Kashmir valley was the reason behind the government's decision to deploy 100 more companies of paramilitary forces there.

According to sources, National Security Advisor (NSA) Ajit Doval had held a meeting of counter-terrorism grid in Jammu and Kashmir earlier this week in view of this terror threat in the Kashmir valley. The decision to sent troops will help in maintaining law and order in the state which is under the President's rule. Late on Friday night, the government approved moving 10,000 additional paramilitary forces to Jammu and Kashmir to strengthen anti-terrorist operations in the state. The decision came after Doval returned from a two-day visit to Kashmir Valley.

"In order to strengthen the central intelligence grid as well as for maintaining law and order situations in Jammu & Kashmir, deployment of additional 100 companies of central armed police forces as per details mentioned below are ordered," a Minister of Home Affairs (MHA) order stated.

Terror helper arrested from Lucknow, raises funds for 'Lashkar'
Lucknow: Uttar Pradesh Anti Terrorist Squad (ATS) has achieved great success on Sunday. The UP ATS has arrested Saurabh Shukla, who assisted Pakistan's terror outfit. According to information, Saurabh Shukla was a terrorist organization operating in Pakistan to raise funds from India for Lashkar-e-Taiba. He is originally a resident of the direct district of Madhya Pradesh.

The police official informed that Saurabh India had collected the information and sent it to the terrorist outfit Lashkar-e-Taiba. Not only that, Saurabh used to collect money from India and send it to Pakistan to help the Lashkar-e-Taiba carry out its activities.

Uttar Pradesh police had been searching for Saurabh Shukla for a long time. The police had announced a reward of 25,000 rupees to the informant of Saurabh. Saurabh is alleged to have been in contact with the handler of lashkar sitting in Pakistan with members of his network via phone and internet.

JeM: Follow the money

By Francesca MarinoBahawalpur [Pakistan], Aug 02 (ANI): A few weeks ago President Donald Trump, with no sarcasm intended, tweeted about the so-called 'arrest' of Mohammed Hafeez Saeed in Pakistan "after a 10-year search". The tweet, coming days before the visit by Pakistan's Prime Minister Imran Khan to the US, appeared to indicate the beginnings of a possible thaw in the relations between the two countries.

However, what Donald Trump was probably (and purposely) overlooking was that terror groups, be it the Lashkar-e-Toiba (LeT) or the Jaish-e-Muhammed (JeM), have not gone out of business at all, despite the widely trumpeted measures announced by the Pakistan government.

The JeM fundraising activities are mainly coordinated through its front NGO, Al Rehmat Trust (ART), headquartered in Bahawalpur.

The Trust was launched by Masood Azhar in 2002, immediately after the Jaish-e-Mohammed was (in theory) proscribed in 2002 and has been flourishing since then. It has regional centres in Muzaffarabad, Peshawar, Quetta and Hyderabad apart from smaller branches all over Pakistan. The NGO officially claims that its objective is to obey Islam, to serve Islam, to spread Islamic education and to help others. Unofficially, like it happens in the case of the NGO's linked to Lashkar-i-Toiba and Mohammed Hafiz Saeed, the fund collection for the organisation is mainly done for waging 'jihad' and to assist families of those who are killed while 'waging jihad' or in more simple terms to carry out terror acts and assist families of dead terrorists.

In the past, the organisation has been providing services to the Taliban as well. On May 10, the Pakistan government banned the ART in order to demonstrate their compliance with the Financial Action Task Force (FATF) recommendations.

Authorities also released notices asking the general public to refrain from donating to these terror outfits. Yet, the groups were permitted to collect donations under pseudonyms or under the cover of religion throughout the last Ramadan period (May-June 2019). The JeM has also continued their fund collection in Pakistan without issuing receipts to donors, thereby leaving no trails that funding was still continuing to these banned groups.

Apart from donations, the collection of hides of animals sacrificed on the eve of Eid-ul-Azha also provides large sums of money to JeM. In 2018, the JeM generated Rs.700 million (approx. Euro 3.9 million), just by selling these animal hides.

During Ramadan, appeals are made to Muslims to spend generously in the name of Allah and to donate for the cause of jihad in Kashmir and to support the jihad in Afghanistan against US/NATO forces. ART's advertisements and writings on different issues like jihad in Kashmir and Afghanistan, regularly appear in JeM's Al Qalam newspaper, edited by one Masood Azhar's younger brothers, and their web/Facebook pages.

Apart from collections within Pakistan, a large chunk of ART's funding is received from overseas, especially Saudi Arabia, UAE, Kuwait and Qatar. These funds are collected in the name of 'Zakat' or for charity work and often the donors are Pakistani diaspora living in these countries. The scale of the collection through donations can be seen from the fact that in 2018 the JeM is reported to have collected Rs 600 million (approx. Euro 3.3 million) just from donations.

Banning a group or freezing the bank assets or another, and usually announcing it weeks and months in advance, is just an eyewash. Truth is in Pakistan jihadi groups have received and still receive funds from abroad, from people inside the country and, in some case, also from the state.

Many madrassas, or at least most of them, function as centers of ideological propaganda, sorting and training for jihadi of all kinds but, above all, the finance groups of fighters. The fundraising support palm for jihad goes to Karachi, closely followed by Lahore, Faisalabad and Sialkot. Terrorism is financed, through religious schools, not only with state funds like in the case of Muridke or Haqqania but also by individual donations.

Not only that, practically every jihadi group, and every madrasa, has very close ties with the local mafia with which it manages the business of large estates in connection, it seems, with chunks of the Army. Operating checks on the transfer of funds by banks or any legal means, as requested by the law, is, in any case, useless: the money is transferred mainly via hawala or delivered in their hand luggage by this or that mullah returning home from some triumphant tour abroad.

The problem is serious, and it touches the roots of the so-called fight against terrorism. Evidently, to defeat the jihadis the first thing to do is to close the taps of the financing received by the groups in question. Judge Giovanni Falcone (killed by mafia in 1992 after he delivered the biggest and still only big mafia trial) could corner the Sicilian mafia 'following the money', as he used to say.

And the theory proved to be true, for example, in the case of the Tamil Tigers of Sri Lanka: once the fundraising abroad was completely stopped, the guerrilla war ended. But of course Pakistan does not have the slightest intention of giving up the so-called 'strategic assets' constituted by terrorists operating in India or Afghanistan and which for decades have been part of the country's foreign policy and consequently no one is trying to investigate and trace the origin of the funds of seminars and religious schools.

'Following the money' transferred via hawala or through the mafia is difficult but not impossible, as long as there is the political will to do so. In the case of Falcone, was only the individual will of a small number of Judges: they paid with their lives, but someway their work and their death changed the history and the culture of Sicily. Pakistan, on the contrary, and its Army and intelligence in particular, still choose the path of deceit and ambiguity.

ISIS attacks in Delhi, two other cities foiled

Security agencies have foiled major terror attacks in three cities, which was being planned on the messaging app - Telegram.

Agencies have tracked as many as five such Telegram groups on which the terrorist were carrying out their planning.

After a detailed investigation, it was revealed that ISIS had made 'Operation Green Birds' where they wanted to attack three cities ahead of the Independence Day.

"They want to create unrest in the country. We have busted five groups on which planning was being hatched for bomb blasts in India. These groups have been flooded with hate messages against India," said a source in the central agency.

The officer added that they intercepted the messages that attacks were planned on August 13 at a railway station in South Delhi, or to plant a bomb inside a train that would start from Nizamuddin railway station. To carry out these attacks, the youths were being trained to make bombs with the help of IED and train to trigger it through a cell phone.

"As per their planning, B-1 Coach of Rajdhani Express was on their hit target. But our timely action has foiled their plan," the source added.

Security agencies swing into action after India received a tip-off after a serial blast in Sri Lanka. During the investigation, several groups on Telegram came under the scanner. Maps of India and suspicious contents were found in one of the groups.

A youth was picked up from Delhi, who was part of the conversation. "We got vital information about terrorists trying to enter India, who were posing as Afghanistan students. Preventive measures were taken by roping in other agencies and the planning was foiled," said a source.

In one of the chat groups, a user wrote that the whole of India will be made a part of the ISIS very soon. They were using code words for the planning which was intercepted and decoded by the agencies. The information is shared with all the state police officials and strict vigil is being kept on such groups.

Three arrested in MP for alleged terror funding

In Madhya Pradesh, the Anti-Terrorism Squad-ATS of state Police arrested three accused today from Satna district for keeping in touch with handlers of Pakistan and transacting money through fake bank accounts on their instructions.

Police said, these three accused and their associates were working in contact with Pakistan's handlers, who are already involved in anti-India activities.

They said, the accused were making calls to foreign countries using various social networking sites and applications for communication.

Dawood connection emerges as Delhi Police busts international syndicate of fake Indian currency
With the Special Cell of the Delhi Police busting an international syndicate of fake Indian currency notes, a link to Dawood Ibrahim has emerged in the case. A Nepal national was arrested on Saturday after FICN amounting to Rs 5.50 lakh was recovered from him.
