Sorry as per Long war Journal, country side of Kunar Province was again used as training Camps for Al-Qaeda back in 2015 I think, US Destroyed an Al-qaeda camp in Kunar Province. US Officials allowed the camp to grow in size monitoring it, When it had more than hundreds of recruits they bombed the camp and conducted cruise missile strikes totally annihilating it, Most of the members who survived the bombing and missile onslaught were later killed by US Special Forces.

Al-Qaeda has regrouped well in Afghanistan. Till now Taliban has not committed to hand over Zawarhiri or Saif al Adel to US.

US might have killed Osama and detained Khalid Sheikh Mohammed, some of the Jihadist who were part of Al-qaeda core group are still holed in Afghanistan. Zawahiri very well understood that the psychology of western nations, he understood western people have limited patience for prolonged war.

My answer is a counter question " Do you think again US will launch an Invasion like Operation Enduring Freedom ( 2001 Invasion of Afghanistan), even if Al-Qaeda conducts another 9/11 type attack in US.

My assessment : Attacks like 9/11 may not happen, but Fedayeen attacks like Paris attacks, Mumbai Attack will be launched, it has already been launched once by ISIS in San Bernardino club shootings. Leftist leeches and Jihadists have successfully tested and raised the threshold the patience of other people.

Bob Woodward Journalist book about Obama Wars states that " US will tolerate even another 9/11 type of attack, rather going to war, But will do everything to prevent an attack"

they will not go there, but if Uighur Muslim groups come to taliban for shelter and training, they will not refuse. Just like what they did for al-Qaeda. chances become high when main shuras stop happening in Pakistan and start happening within Afghanistan away from paki influence.

Talibans have given very positive signals so far. Their spokesman has said that they don't consider India as an enemy. They want Indian support and investment in Afghanistan. In theit new avatar, taliban tries to project themselves as a Genuine ruler of the Afghanistan rather than the militia controlling the Afghan areas. We should adopt a policy in which consider whosoever in Afghanistan as the rulling party as the friend of India rather than taking sides. China will try to enter into Afghanistan by money power and by bringing the t Afghan politicians. We will have to counter them with diplomacy, intelligence and friendship we have built in Afghanistan over the years. That will be the Trump card of the India. We should make sure that China and Pakistan does not exploit the situation. We can easily outs Pakistan from the Afghanistan nearly with diplomacy and supporting development project in the Afghanistan but China will be hard to counter. To deal with China, in Afghanistan we will have to take the the same way which we took to counter China in Balochistan and to some extent in Sri Lanka which cannot be discussed in open.

You have nailed the key point, using Afghanistan as a launch pad is not new, Even the 9/11 Terrorists were trained in Afghanistan Mes aynak Terror camp by Khalid Sheikh Mohammed.

point to be noted is that the Taliban spokesman who is issuing these statements from qatar is known to be a charmer. he is known to give statements that are pleasing to western diplomats & audience.

After taliban settles down, we have to go by what shura council decisions are.

Us goal is to that Afghanistan doesn't get used as a terrorist breeding ground against the US homeland.thats their only mission.secular and giving books weren't their agenda

And their mission has not been achieved..
But, then, apart from hosting Bin laden, there was nothing in the nature of the 9/11 terror attacks, that needed a terror base in Afghanistan.. The 9/11 terrorists and most of the planning happened outside of Afghanistan..
