In my opinion , Yes . Let's suppose if china is successful in stabilizing Afghanistan then you would see OBOR in it's full potential
Europe then has much to gain from this region
Eastern Europe will benifit a lot from this route which is a currently holding EU back.

However China comes with its own baggage of human rights violation and all communism which would be very hard to ignore even for the most liberals
Hard to see the path ahead but US is now relegated to big power from a super power. Now it would need to work very hard to convince the allies.
