Uzbeks and Tajiks wont go full monty in supporting Northern alliance but they have complusion to help help them due to ethnic reasons. Russia is openly siding with Taliban for now but in case tide is turned against taliban they can backdoor to NA through those countries. And how are the EU/ Uk going to provide that material support to Northern alliance.. without any NATO base around Afghanistan..No support coming in from Iran, Russia or other neighbours for Northern Alliance in Panjshir.
Rumours abound, EU(France & Germany) may chip in with support for Northern Alliance with some support from UK too. If that happens, it will definitely make this a very very interesting contest.
The most the Panjshir Guys can do now is to capture some territory around Panjshir.. Almost all Afghan territory and border crossings will be in the hands of the Taliban..
