Still, there's a difference between aid and investment. Investment has a ROI and I always considered aid to Afghanistan as little more than pomp and pageantry anyways.
I still remember Ghani saying "India is a friend but Pakistan is like a brother" in an interview maybe two years back.

We were never going to have sufficient influence in Afghanistan no matter what we did.

Now?
I believe there's better potential. Raise up a warlord. Invest good money in him and ask his men to keep hitting pro pak forces.
