The probable conclusion will be that in exchange of international recognition from China, Taliban will carry on with this project.

The Taliban brought them to their knees, no one can dispute that.Weeks back he was saying "won't recognise any Afghan government imposed by force".
One more diplomatic mumbo jumbo is pending wherein USofA will prove it was not force but baspan ka pyaar that made Ghani "peacefully transfer power" to Taliban.
