Though the article is new but the content seems to be there in discussion since some time :

India is boosting negotiations with Russia on joint development and creation of the fifth-generation fighter (FGFA) and is ready for the sides’ equal contribution to the project worth $4 billion at the stage of development work, The Times of India newspaper reported on Monday with reference to the Indian Defence Ministry.

India is finally taking forward the negotiations with Russia on stalled mega projects to jointly develop a futuristic fifth-generation fighter aircraft as well as upgrade its existing Sukhoi-30MKI jets into ‘Super Sukhois’ with advanced avionics and weapons, the article says.

Though India and France are now close to inking the estimated €7.8 billion deal for 36 Rafale jets, the Defence Ministry acknowledges that just 36 fighters will not be enough to stem the country's hemorrhaging air combat power. The IAF is down to just 33 fighter squadrons - including 11 obsolete MiG-21 and MiG-27 squadrons slated for retirement - when at least 42 are required to keep the "collusive China-Pakistan threat" at bay.

Who needs to down the FGFA?

The "multi-pronged strategy" to progressively crank up airpower ranges from inducting the indigenous Tejas light combat aircraft to exploring a second line of fighter production in the country, with the American FA-18 and F-16 as well as Swedish Gripen-E already in contention for this proposed ‘Make in India’ project, The Times of India writes.

Apart from these 4th-generation fighters, the Defence Ministry is now finally working towards inking the final R&D design contract with Russia this year for the Indian "perspective multi-role fighter", a variant of the Russian single-seat FGFA called Sukhoi T-50 or PAK-FA. "Apart from resolving technical and cost issues, Russia has also agreed to allow IAF test pilots to fly its prototypes now," said a source. The final R&D contract for the FGFA was on hold till now despite the two countries having first inked an inter-governmental agreement in 2007 and then following it up with a $295 million preliminary design contract in 2010, as was earlier reported by The Times of India. Under the main design contract to be executed in over six years now, India and Russia will chip in around $4 billion each for prototype development, testing and infrastructure build-up. The overall cost for producing 127 of these single-seat fighters - which will combine stealth, super-cruise and multi-sensor integration - in India will be about $25 billion.

Amid all this, the Indian Defence Ministry is also trying to ensure "maximum operationally availability" of the existing fighters at any given time. Defense Minister Manohar Parrikar, for instance, says serviceability of Sukhois has jumped to 60% now from an alarming 46% earlier.

FGFA story: Tale of an aircraft

"The aim is to achieve 75% serviceability. This has been done with an active tripartite dialogue among Russia, Hindustan Aeronautics (HAL) and IAF to ensure better availability of spares and maintenance for the Sukhois," a source said. This, in turn, has led to renewal of the plan to upgrade the jets into `Super Sukhois', with advanced AESA (active electronically scanned array) radars and long-range stand-off missiles. "The technical requirements should be finalized this year, with the contract being inked next year," said the source, according to The Times of India.

The FGFA fighter is developed based on the Russian PAK FA (Prospective Airborne Complex of Frontline Aviation or T-50) jet in accordance with the Indian side’s technical requirements. In particular, the design and development of a two-seater version of the aircraft, the integration of an advanced engine with increased thrust are planned at the request of India.

Separate elements of Russia’s sixthgeneration fighter are already being tested on fifthgeneration Sukhoi PAK FA fighters (Prospective Airborne Complex of Frontline Aviation), Vladimir Mikheyev, advisor to the First Deputy Director General of Concern RadioElectronic Technologies (KRET, a subsidiary of Rostec State Corporation) told TASS in an interview on July 11. Back in early March reports stated that work on the sixthgeneration fighter aircraft had begun, with the fighter’s manned and unmanned versions under development. The fighter prototype is expected to perform its maiden flight prior to 2025. That said, KRET is currently working on electronic warfare (EW) systems for the new warplane. Meanwhile, Russia is testing the fifthgeneration fighter PAK FA (also known as T50) that had carried out its maiden flight in 2010. State tests for the T50 are scheduled to be completed in 2016, and in 2017, followed by mass deliveries of these fighters to the army. "Standalone solutions that will be applied in the sixthgeneration fighter are now being tested on the fifthgeneration jet as well as on the groundbased equipment. Separate elements of the flight and navigation system have already been installed on PAK FA", Mikheyev said. According to him, the sixthgeneration fighters will be fitted with a unified electronic warfare system, which will serve as a radar, an electronic warfare system, a data transmission system and as communications equipment. Additionally, it will function as a navigation system and as an IFF transponder. "The PAK FA radar station should operate both as a locator and reconnaissance system, and the electronic warfare system for its part should engage in radio detection and location. That is, integration and redistribution of functions on the PAK FA is already happening," the KRET representative said. According to him, the use of integrated avionics is tested on many aircraft. As an example, he cited the U.S. fifthgeneration fighter, the F35. The PAK FA aircraft is a stealthy, singleseat, twinengine jet fighter, and will be the first operational aircraft in Russian service to use stealth technology. It is a multipurpose fighter designed for the air superiority and attack roles. The fighter is planned to have supercruise, stealth, supermaneuverability and advanced avionics to overcome the prior generation of fighter aircraft as well as ground and maritime defenses. The PAK FA is intended to be the successor to the MiG29 and Su27 in the Russian Air Force and serve as the basis for the Fifth
Generation Fighter Aircraft being codeveloped by Sukhoi and Hindustan Aeronautics Limited (HAL) for the Indian Air Force.

Item-30 engine has heat-resistant Aluminium made compressor blades, composite air flow direction apparatus with integrated radar blocker and reduced turbine stages number.
It will allow Item-30 to get 5% higher specific thrust ratio (11.1 comparable to 10.1 for Item 117) and 25% less specific weight:

Any news on the 1st prototype of FGFA, or we'll have to be content with the news about PAKFA's new pics in media. Are we actually playing a role of partner or just a buyer ?

Full fledged development hasnt even started yet. Development will take 8 years between which you will see 3 FGFA prototypes.

So when will this 8 years will start, or it has already started ?

Plus I think 1st prototype of FGFA is at least 5-6 years back.

The moment they sign the full fledged developmental contract.
The preliminary work has been completed back in 2013 with each side contributing 250mil$.
However the Full fledged developmental contract is awaiting since. Hopefully that would be inked by 2017 and work can begin there after.

PAK FA still evolving with sensors, weapons, radars and much awaited item 30 workhorse..

Russia's top manufacturer of electronic warfare equipment, KRET, is in the process of upgrading its Okhotnik (Hunter) video image processing system so that it could be outfitted on the country's cutting edge fifth generation fighter jet, known as the Sukhoi PAK FA or the T50, Russian newspaper Rossiyskaya Gazeta reported. The new upgrade will increase the PAK FA's target acquisition range by 50100 percent under conditions of limited visibility, the publication added. The Okhotnik "provides digital image stabilization, auto detecting and auto tracking capabilities. The system includes TV and thermal image sensors, displays, remote controls and a laser ranging device," the newspaper detailed. KRET, a subsidiary of the stateowned Russian corporation Rostec, offers over a dozen different versions of the Okhotnik for Sukhoi fighter jets, attack helicopters, seabased gun weapon systems, antitank weapons system and air defense units. The Sukhoi PAK FA under development in Russia is a singleseat, twinengine jet fighter designed by the Sukhoi Design Bureau and produced by the KomsomolskonAmur Aircraft Production Association (KnAAPO). It is the first operational aircraft in Russian service to use stealth technology. A total of six prototypes have been built so far. The cutting edge aircraft that uses sixthgeneration technologies is currently undergoing testing. It is expected to enter service with the Russian Air Force and the Russian Navy in 2018. The fighter jet is meant to replace Russia's aging Mikoyan MiG29s and Sukhoi Su27s. "The PAK FA appears to strongly resemble the [Lockheed Martin F22 Raptor] in performance, with marginally less stealth and network capabilities, but potentially more room to grow," defense analyst Robert Farley wrote for the National Interest.
