India has always lived with and infact celebrated Sub culturism. Sub culture is any social identity which finds a separate geographical presence. For example, there are cultural differences between Marathas inhabiting Maharashtra or Tamils in Tamil Nadu or Sikhs in Punjab. These different ethnicities cause faultlines within the society which is a cause of friction and creates opportunities for internal security threats to take birth. Here we should keep the discussion limited to Hindu society as the Non Hindu ethnicities anyways do not identify themselves with Bharat and are a cause of internal friction since time eternity.
One of the prime reason for this facet of Indian society's internal fragmentation was the reorganisation of states on lingustic basis. The language barrier has been retained and only emboldened in all these years after independence.
What can be the ways to reduce ethnic faultlines and the negate the impact of sub culturism that pervades the country is the objective of this thread.

I will start from bottom of your post , state reorganisation on linguistic basis since 1956 is one the most important decision .
Point here is the shared history of most parts of northern india since gupta age , plus later on sultanate's and mooghals too helped create a unified culture as far as some parts of northern india is concerned .
Hindustan actually was referred to lands from Punjab till Bengal and gujarat in the West .
Whiel from maharashtra it was dakkhan.
The language reorganisation has helped to calm down nerves of many ethnic groups .
You must be knowing that teh present level of control of central government over states is unparalleled in subcontinent's history .
Neitheir mauryans nor gupats nor sultanate or the mughals had this type of centralized control over the subcontinent .
To reduce sub culturalism you will have to destroy a culture itself which will breed more conflicts

Sub cultures are good. Dont make it subnationality vs nationality. You will lose.Pakistan tried this and broke.India is not like any other nation on this planet, its diversity is its central feature.Fighting it is pointless, embrace it.Linguistic reorganization actually saved india from a bangladesh like situation.India is 3/4th the size of the whole roman empire at its peak - so state controlled homogenization will fail.Cultural Unification will be slow and subtle, under the surface, aided by digital media and urbanization to a great extent and take decades if not centuries. It is actually not hindi but the english language that will unite us,though hindi will increase in use as well - but you will never have a homogenous society like china or european nation states. So better forget that in the beginning.

Cosmopolitan cities and urbanization/industrialization ,marketization is a great antidote to subnationalism . It is old agrarian feudal structure and old social orders which preserves subnationalism . Agriculture bill is one such step to destroy old institution .. thats why facing such protest ...

Project hindi was always a faillure ... Down south no one ll accept it .. Learning english must not be discouraged . Even in vernacular medium standard of english education has to improve .. specially the spoken one . Knowledge of english is mandatory to use internet . I have learnt about hindu philosophy more due to English books and youtube ... Because our traditional sources have died ... vernacular sources lack quality ..

How you represent charactors in popular culture and how not to promote subculture also matters ..

And dnt take any hard step like pakistan did in Bangladesh . Everything has to be indirect .. less visible ..
