State governments step up pitch to attract foreign investment

MUMBAI: State governments have stepped up lobbying with companies to set up offices and manufacturing facilities in their states, in another sign of improving investment climate in the country. Firms and industries had been waiting for this for years.

"We get calls from secretaries of various state governments asking us to place our offices in their states. Since the 'Make in India' announcement, we get asked to build manufacturing facilities in new states," said a Dell India executive, requesting anonymity. Similarly, when Microsoft announced it was setting up data centres in Mumbai, Pune and Chennai, they too were courted by other state governments.

"Gujarat wanted to know why we couldn't put up a data centre there, and there was even a call from Bangalore. They moment the announcement was made, they started getting calls," an individual with knowledge of the matter said. The Dell executive said this level of interest was missing earlier. When Maharashtra chief minister Devendra Fadnavis was in the US to woo companies, he managed to convince a multinational software firm to invest in the state.

However, when officials from his delegation tried to click a picture of the meeting with the company executives to use it in their press statement, they were stopped. The company executives said the announcement should be made only after the deal is signed. The US firm told Fadnavis and his team that a press release now would result in a flurry of calls from other Indian states to lure away the investment.

Earlier, Maharashtra got a scare of sorts after Fadnavis announced post his China trip in May that the state was in advanced talks with Taiwan's Foxconn to set up a manufacturing unit in the state. Within days of the announcement, the state learnt that officials from Punjab, Karnataka, Andhra Pradesh, Telangana, Tamil Nadu and Gujarat had approached Foxconn to set up manufacturing hubs in their respective states.

Officials from Maharashtra later learnt from Foxconn that the company was planning to set manufacturing units in different states and that the Maharashtra plan was still on. Maharashtra too has played the poaching game. In April, one of its top officials tried to woo a US firm to invest in the state after learning that it was considering a southern state.

Kiranmai Dutt Pendyala, corporate VP, HR, Greater Asia and EMEA, AMD, said, "We have two R&D centres in Bangalore and Hyderabad and at multiple instances we have been approached by state governments regarding expansion of facilities with respect to engineering talent, graphics testing labs, chip design and growth of head count.

Another example why ranking states by ease of doing business will do wonders for "make in India" and economy.

^^^i don't think TN would be third in ease of doing business index bro. It has recently been having shit GDP growth because of the useless subsidies/freebies/and govt run shit programs in TN. Read about ammanomics.

The growth rate is immaterial... the regulations and bureaucratic setup counts.
