Rigging can happen from the opposite site as well, more over hawala, infiltration, terror, etc is likely to happen before the elections and that's what Pakistan was trying to do which intelligence might have picked. The sanitation is must. So they deployed more men.

India rejects Pakistan’s offer of consular access for Kulbhushan Jadhav with riders, demands unimpeded access

A day after Pakistan offered partial consular access for Kulbhushan Jadhav, India today rejected the proposal asking Islamabad to offer full consular access to him. Sources said that Indian government, in its response on Thursday evening, asked Pakistan to provide“unimpeded consular access” in an “environment free from the fear of intimidation and reprisal, in the light of the orders of the international court of justice(ICJ).”

The International Court of Justice (ICJ) headquartered in The Hague, Netherlands had directed Pakistan to stay Jadhav’s execution and allow him consular access. Based on ICJ’s verdict in a 15-1 decision on July 17, Pakistan had on July 30, sent its proposal to India but with 2 riders attached. One that Pakistani security personnel will be present during the meeting and second there will be CCTV cameras present in the room.

According to article 36 of the Vienna Convention, “Consular officer shall be free to communicate with nationals of the sending State and to have access to them.” The first rider by Pakistan is in clear violation of the Vienna Convention.

Pakis are scared stiff that if they allow free and unconditional access to Jadav, then their game is up. The cat will be out of the bag as he'll spill the beans of Paki ISI complicity in his kidnapping from Iran with the help of their terrorist mercenaries of Jaish e Adil.

I don't think the Pakis would risk it. They'll stall for as long as they can. In fact India may have to approach the ICJ again for unhindered access to Jadav without the Pakis eavesdropping on the proceedings,

It depends on what US, Russia and China are willing to sacrifice in terms of relations with India, by going with Pakistan on article 35a, article 370; and how much is India ready to sacrifice in the process of repealing these articles... There will be a limit, until which these countries will push India. Beyond that they won't go... For eg: if Russian control of Crimea was at stake, then Russia would shed copious amounts of blood for it... But, it will not do the same for influence in Afghanistan/Pakistan...

That's not what I am talking about. Many people here have wet dreams that pok will be taken or Pak will be attacked on a massive, unprecedented scale. None of this will happen. The usual firing back n forth at loc will go on. Amit Shah will claim victory. Jingos will be happy. Status quo will continue.

but on ground report suggests that Rashtriya rifles are reverting back to primary role... except for units in south Kashmir.

I personally am leaning towards something actually happening. But if you have a decent input that it's an exercise; this news about RR doesn't necessarily conflict with it; such a maneuver could also occur during an exercise.

I still remember when Modi first came, and Doval had everybody convinced that there was an ISI mole/tap in the PMO - only to later reveal it was an exercise.
