The powers were not able to stop India from launching the Balakot strikes (Bolton tried ) even though Afghan peace talks were in a crucial stage. Nothing less than an assurance from India would have made Pakistan to open its airspace. Maybe something on the lines of Cuban missile crisis was worked out, where USSR removed it's missiles immediately where as America removed Jupiter missiles from Turkey after a time lag. Maybe GOI agreed to withdraw the fighters after a couple of months, in exchange for immediate opening of the paki airspace.

Story of this terrorist: The Delhi Police in February 2007 had arrested four JEM operatives: Shahid Gafoor from Pakistan and Bashir Ahmed Ponnu, Fayaz Ahmed Lone and Abdul Majid Baba from J&K.



The men were arrested after an encounter at DDU Marg I'm Delhi and three kilos of explosive, four detonators, a timer, six hand grenades, one pistol, ₹50,000 and fake US dollar currency notes with a face value of 10,000 were recovered from them.

They were put on trial and convicted by the High Court in 2013 but Bashir Ahmad, Lone and Baba did not surrender and fled.

It's not just Indian carriers that Pakis were hurting, a lot of international carriers (including the Gulf ones) either had to bear the additional expense of cancel flights (still a lossy deal).
There must have been pressure from all around....not to mention their own pocket book being hurt.

Islamabad, Jul 16 The US on Tuesday said it has no "imminent plans" to start direct flights to Pakistan.

The Pakistan International Airlines (PIA) in March had requested the US for facilitating it to have direct flights to American cities, including New York, Chicago and Houston, as flying to the US via any en-route transit make the flight economics unviable.
