Yes and according to Akshay Kapoor, a knowledgeable fellow on BRF (whose post @aditya g posted above), often local commanders who opted for an aggressive action on the LoC including trans LoC actions (using Ghataks for instance), were penalised when it came to promotions, this reached its peak during MMS era. This forced quite a few of them to take the safer option.

Military does not operate in a political vaccum and the respected General Hooda sahab himself pointed out in his write up.

In the mms 2nd time the orders were that until the enemy has "effective" fire on you cannot respond.

This was more post 2012 until elections.I dont know about promotions.Never heard of anything like that.

And my context is not mms era but the last 70 years.

At least 10 Pakistani soldiers and nine Indian ones have died in ceasefire violations on the Line of Control (LoC) thus far this year, according to army officers familiar with the matter who expect the violations to continue despite an uneasy quiet along the 740km de-facto border this week.

According to the officers, who asked not to be identified, Pakistan has been escalating tensions and is using US TOW-2 anti-tank guided missiles (ATGMs) and 120 mm heavy mortars to target Indian army bunkers in the Rajouri and Poonch sectors.

The officers say that based on intelligence inputs and communication intercepts, Pakistan lost 136 soldiers in 2017 as a result of the action-and-reaction on the LoC.




The officers, from Army HQ, say Islamabad has adopted a three-pronged strategy to keep Jammu and Kashmir on the edge. “On the face of it, Pakistan is offering talks at the level of Director General of Military Operations (DGMO) ostensibly to enforce ceasefire along the LoC, even as it is terrorists, like it did in the February 6 attack in Srinagar, to escalate violence to destabilise the Valley.

Meanwhile, south of the Pir Panjal, it is using ATGMs and heavy mortar to target the civilian population and at the same time push terrorists across the borders under the cover of fire,” said a senior army officer.

Captain Kapil Kundu and three other troopers lost their lives to a direct hit by a 120 mm mortar shell in the Bhimber Gali sector.

The Pakistan Army is using Raytheon’s TOW 2A anti-armour missiles which it purchased from the US for self-defence needs and in support of US operations against terrorists in Afghanistan.


The use of missiles by Pakistan has dramatically escalated tensions across borders with guns now being used in a direct firing mode by Indian troopers in response against positions of adversary.

One unexploded Pakistani missile has been brought down to Army HQ in Delhi to understand and highlight the threat from across the LoC, the army officers said.

Although the Indian Army has decided to respond to latest aggravation at appropriate time, Army HQ’s assessment is that due to a dry winter Pakistan is pushing infiltrators across the LoC, taking advantage of the lack of snow on mountain ridges and pastures below, the army officer mentioned in the first instance said.

With the Narendra Modi government indicating that it will not talk to Pakistan till terrorism and violence continues in Kashmir, the Indian Army is in no mood to let any escalation go unpunished for the moment, this person added.

Pakistan is using US anti-tank missiles and heavy mortars to target Indian army bunkers along the Line of Control (LoC), a report said today.

At least 10 Pakistani soldiers and 9 Indians have died in ceasefire violations on the LoC this year, Hindustan Times reported.


Pakistan has been using US TOW-2 anti-tank guided missiles (ATGMs) and 120 mm heavy mortars to target Indian bunkers in the Rajouri and Poonch sectors, the report said.

Pakistan purchased Raytheon’s TOW 2A anti-armour missiles from the US for self-defence needs and in support of US operations against terrorists in Afghanistan.

“On the face of it, Pakistan is offering talks at the level of Director General of Military Operations (DGMO) ostensibly to enforce ceasefire along the LoC, even as it is terrorists, like it did in the February 6 attack in Srinagar, to escalate violence to destabilise the Valley," a senior army officer said.

Four soldiers including a Captain were killed on Sunday when Pakistan Army used missiles and heavy caliber mortar shells to hit Indian posts.

Pakistan is also using heavy caliber long-range weapons including 120 mm mortars, which has a range of seven kilometers, and 82 mm mortars, having the range of 4.5 kilometers, to inflict maximum damage deep into the civilian areas.

NEW DELHI: At a time when FIR against Armymen and withdrawal of cases against stone-pelters is a subject of hot debate in J&K, children of two Army officers took an unprecedented step to move the National Human Rights Commission, asking it to protect army personnel's human rights being violated daily by stone-pelters.

Preeti, Kajal and Prabhav, children of two Lt Colonels and a retired Naib Subedar, presented NHRC chief Justice H L Dattu with a complaint, which complimented the apex human rights body and Amnesty International for zealously protecting the human rights of locals in disturbed areas of J&K but complained that they are turning a blind eye towards the plight of Army personnel who face threat to life daily from stone-pelters. They said a sub-optimal war was being waged in J&K since independence and the state as well as the Centre have decided to enforce AFSPA to require Army to assist the 'failed state machinery'.


"The Army has been deployed in J&K since the state machinery was incapable of handling the law and order situation. But the irony is that the very administration which the Army seeks to assist and support has failed to safeguard the human rights of the armed forces personnel," their petition said.

"Do personnel of armed forces, facing grave and serious violations of human rights, not deserve the attention and empathy of the custodians of human rights? As young Indians and citizens of this great country, especially as children of Army personnel, we are concerned about the state of affairs of the troops serving in disturbed areas," the petition said and sought urgent intervention of NHRC to hold inquiry into stone-pelting incidents and protect human rights violations of armed forces personnel.

Referring to the Shopian incident of Army personnel firing in self-defence and registration of FIR against them, they asked why no FIR has been registered against stone-pelters and only against soldiers who were acting in self defence. The petitioning children told NHRC that Shopian was not an isolated incident and recounted five such FIRs lodged against armed forces personnel for taking action to secure the area from militants and stone-pelting crowd. They said neither the state government nor the Centre did anything to protect them.

"On one hand, the Army is expected to curb unlawful and disruptive activities by trouble-makers but while doing so they are expected to face attacks on them without having the human rights to defend their lives. They are expected to watch their troops suffer injuries, deaths and also witness their vehicles burnt, rifles snatched etc. All these actions are violations of human rights of the personnel," the petition said.

They said other countries have prescribed stringent punishment for those throwing stones at armed forces personnel. In the US, they said, a person or group of persons throwing stones at armed forces personnel can be jailed for life. In Israel it was up to 20 years, New Zealand it is 14 years, Australia 5 years and UK 3-5 years.

Srinagar central jail — A paradise for terrorists

JAMMU: The security lapse that led to the escape of Pakistani Lashkar-e-Taiba terrorist Naveed Jat from Srinagar Central jail on Tuesday was waiting to happen.

From smartphones with internet data packs to Kashmiri 'wazwan' mutton delicacies, all luxuries of the free world are available to inmates in the jail where several dreaded terrorists have been lodged.

Jail sources told the TOI that every rule in the book is brazenly flouted in the prison, with little or no intervention from higher authorities in the state government.

For example, Kashmir media regularly gets press releases of Qasim Faktu alias Ashiq Faktu, who is undergoing conviction in Srinagar Central jail for the killing of human right activist H N Wanchoo. One of the top terrorist undergoing life imprisonment is often visited by dozens of devotees who consider him a godman and receive 'taveez' (amulets) from him, sources said.

Convicted militant leaders openly use cell phones to keep in touch with their associates in other jails and their organizations both in Kashmir and across the border in Pakistan. The 2010 unrest, according to sources, was also orchestrated from within the Central jail by the dreaded anti-India Islamist separatist Masarat Alam using mobile phones.

Official sources revealed that a pharmacist, Mansoor Ahmad, has been posted in Central jail for the last ten years and developed a close rapport with the inmates. Mansoor, according to sources, helps the jailed terrorists with medical consultation and check-ups in various Srinagar hospitals.

Dr Zeenat Nizami, the medical officer who referred Naveed Jat and five other inmates for a medical check-up in SMHS hospital, has been on the jail duty for over three years. Along with her, the health department has also posted Dr Sajjad Ahmad, who is supposedly sick and remains on leave often, sources said.

The militants are also known to get 'wazwan' (Kashmiri cuisine) mutton dishes inside the jail. Almost ten years ago, CRPF conducted a crackdown on the jail and recovered mutton choppers and knives for mincing and making 'kebabs' and dozens of cell phones. However, the crackdown did not change anything in the jail.

Sources said such lavish treatment of militants in Central jail was extended under the patronage of the jail superintendent Hilal Ahmad Rather. However, the superintendent, who has risen from ranks, denied the charges and said, "We follow the jail menu strictly. There is no question of allowing the use cell phone inside the jail premises," he said.

Srinagar central jail, however, is not an exception where jailed terrorists enjoy all the facilities. Last year in August, police recovered twenty cell phones and some incriminating material from Baramulla sub-jail.

Jammu and Kashmir health minister Bali Bhagat told TOI that he would inquire as to how the pharmacist had been working in the jail for over a decade and the female doctor for last three years. "All the medical staff deputed to the central jail would be shifted," the minister said.

A top police officer said that prima facie it appeared that there is connivance between the entire jail staff including the doctors and paramedics that led to escape of Naveed from the jail. Investigations will reveal everything soon, he said.

JAIL DOCTOR, PHARMACIST PUT OFF DUTY

A day after two cops were killed in a terror attack at the Srinagar SMHS hospital, the doctor at Kashmir central jail — Dr Zeenat — and a pharmacist, Mansoor Ahmad, were removed from duty by the government on Wednesday for the security breach that led to the escape of Lashkar-e-Taiba (LeT) militant from Pakistan, Mohammad Naveed Jati alias Abu Hanzullah.

An FIR has been registered in the attack and a probe is underway, said the government.

On Wednesday, Hizbul Mujahideen chief of south Kashmir — Riyaz Naikoo — uploaded an audio recording on social media, claiming that the two terrorists who had been sent to free Jati, had reached their destination safely.

I did not see any trail so it may nor be a ATGM.
Probably a 120mm mortar.

Video quality is too low to be sure.
Plus it didn't hit the main structure,it hit in the side and the dust covered the post...........

They needed to get prior permissions. I am not saying that the permissions were denied, but they HAD to be sanctioned.
And this is the vulnerability.
More the communication more the vulnerability. And they have ears too.

HQ should make it clear from now onwards that, for such Pakistani misadventure the local Commander should decide how far to hit and breach LC. But within 7km inside POK. What ever caliber it takes.
I believe they should not make it caliber to caliber any more but depth inside the territory.

This is atgm as he talks about straight line shot and elevation.There is also no 120mm sound during launch burst

Agar ab bhi kuch sharam baki hai toh take on their posts and put the Tri colour!!!
