Coast Guard personnel and fishermen rescued two members of the Pakistan Maritime Security Agency (PMSA) after their boat capsized in Indian waters early on Monday.

The Coast Guard and fishermen also retrieved the bodies of three personnel, who were killed in the accident that occurred just hours before the Pakistan government announced that a military court martial had sentenced former Indian naval commander Kulbhushan Jadhav to death. One PMSA guard is missing.

According to sources, a fleet of PMSA boats had allegedly entered Indian territorial waters around 70 nautical miles off the Jakhau port, where a dozen Indian trawlers were on a fishing expedition.

Fishermen rounded up
Subsequently, the PMSA personnel started rounding up the Indian trawlers, and they were asked to move towards Karachi port. However, one trawler Mahenoor stalled and collided with a PMSA vessel, which capsized. :pound: “The incident occurred in the early hours of Monday, and the Coast Guard’s Okha-based ship Arinjay was pressed into service,” a source from Kutch told The Hindu.

“We were informed about the incident and also about missing Pakistan commando by the ICG and other authorities,” A.K. Jadeja, IG of Gujarat's border range told The Hindu.

While the ICG, has not issued an official statement, sources confirmed that its ship rushed to the spot after learning about the incident mid-sea.

However, sources in the ICG and Gujarat police stressed that the incident occurred in Indian waters, concluding that the PMSA came to capture fishermen who were in Indian waters.

The PMSA subsequently released seven boats and around 60 fishermen who were being escorted to Karachi port in Pakistan when the tragedy struck.

According to the National Fishworkers Forum secretary Manish Lodhari, the released fishermen with their boats reached Porbandar on Tuesday morning.

When Pakistan was busy awarding death sentence to former Indian Navy officer Kulbhushan Jadhav for allegedly spying in Balochistan, the Indian Coast Guard rescued two Pakistani sailors in Gujarat coast.

This rescue operation was conducted in the International Maritime Boundary line by Indian Coast Guard, ICGS Samrat ship after the director general of Pakistan Maritime Security Agency (PMSA) called and requested the director general of Indian Coast Guard to help PMSA sailors. The PMSA director informed that one of their Rigid Inflatable Boat (RIB) with 6 Pakistani sailors has overturned and Pakistani Navy has failed in rescuing them, reason being not able to locate their whereabouts.

On Monday, the Indian ships took 4 bodies along with the two rescued and handed them over to naval warship PNS Alamgeer in Pakistan across the International Maritime Boundary Line.

This whole episode is ridiculous. Why did we not arrest those PMSA sailors? We could have paraded them in front of camera and asked Cdr. Jadhav in return. :doh:

Ahmedabad: Captured by Pakistan Maritime Security Agency (PMSA) personnel who illegally entered Indian waters, Indian fishermen did not dither in saving their tormentors after one of the Pakistani boats capsized off the Gujarat coast in Arabian Sea on Sunday.

The captured Indian fishermen, who were being taken to Karachi , saved two PMSA officers after one of the small fast Pakistani boats collided with an Indian fishing boat and capsized in Indian waters, sources said.

The Indian Coast Guard (ICG) retrieved the bodies of three of the four other Pakistani personnel who drowned in the incident and returned them to PMSA, they said.

Meanwhile, the PMSA released seven boats and around 60 fishermen last night as a reciprocal gesture for saving the lives of Pakistani officers, National Fishworkers Forum secretary Manish Lodhari said.

It was an attempt to capture Indian fishermen that turned into a tragedy for PMSA which entered the Indian waters up to 10 nautical miles, a source familiar with the incident said.

“Around 10 boats were fishing in the area when PMSA rounded them up in the high seas. When they were taking them to Karachi, one of their small fast boats collided with one of the Indian fishing boats and capsized in Indian waters,” the source said.

Two of the Pakistani officers were saved by Indian fishermen who were in captivity of PMSA at that time, the source said.

The two rescued persons went back to the Pakistan side with their other officers and the captured boats, he said. However, four PMSA personnel in the capsized vessel went missing in waters, he said. An Indian fishing boat, identified as “Mehnoor”, too got damaged and suffered a breakdown, he said.

Later, the PMSA released an Indian fisherman and asked him to head to the Indian coast towing away the damaged boat. All the other fishermen were taken away by the Pakistani authorities at that time.

On learning about the incident, Indian Coast Guard (ICG) ship ‘Arinjay’, which was stationed at Okha, rushed to the site. The Coast Guard started its operation in the sea late Sunday night and has so far recovered three bodies from Indian waters while search is still on for the remaining one. They said the Coast Guard handed over the bodies of the Pakistanis to the PMSA on Monday.

Lodhari also claimed that Indian fishermen spotted the three bodies in the sea and then handed them over to Indian Coast Guard.

“Earlier, we received reports that PMSA had captured seven boats and 42 fishermen. However, there were actually 10 boats and 60 fishermen in that area. Since our fishermen saved lives of their officers and recovered the bodies, PMSA decided to release the 60-odd fishermen yesterday,” Lodhari told PTI.

“Out of the 10 boats, two (including a damaged boat and another one towing it) had reached Jakhau yesterday with one fisherman while one is still lying unattended in Pakistani waters. Efforts are on by ICG to take its custody,” he said.

Though it has been almost two days since the incident, there was no official statement from the Indian Coast Guard yet. All the officials of North-West command here remained tight lipped and refused to share any details.

The incident has come to light amid fresh strain in India-Pakistan ties over Pakistan’s provocative move to give death sentence to Indian national Kulbhushan Jadhav on charges of spying.

Last month, nearly 231 Indian fishermen were captured by Pakistan authorities and their 40 boats seized from the Indian waters.

More pics and info. Notice the poor standard of dress being followed by the MSA personnel - tracks and sport shoes. All ICG personnel on other hand seem properly dressed and well equipped be on the ship or on the RHIB where some are wearing helmets while one (presumably the swimmer) is wearing wet suit.

A speed boat of the Pakistani Maritime Security Agency (PMSA) had gone missing while on a routine patrol off the IMBL (International Maritime Boundary Line). Its last known position was 59 nautical miles West of Jakhau. The fear was that it had drifted into Indian waters.

The rule of the Sea is simple. The utmost priority is to save a life, procedures can follow later. True to that spirit the Indian Coast Guard was put on high alert.

Three ships patrolling the area including ICGS Ankit, ICGS Samrat and ICGS Arinjay were diverted for search and rescue operations. A Dornier patrol aircraft and an advanced light helicopter later joined in to undertake sea and air coordinated searches in Indian waters.

The Pakistani side also deployed three ships and two helicopters in their waters.

The Indian team roughly knew what they were looking for. A white rigid inflatable boat with orange stripes and six Pakistani maritime commandos on board.

The next day on 10th of April, roughly at the time that the Pakistani Army Chief General Qamar Bajwa was signing on Kulbhushan Jadhav's execution order, an Indian fishing boat spotted the Pakistani boat and rushed to its rescue.

Of six men on board, four had drowned. But they managed to rescue two survivors. Their condition was fast deteriorating due to prolonged exposure to the sun. The fishermen contacted the Coast Guard over the VHF and subsequently handed the Pakistani commandos to them for medical attention.

The Indian effort didn't end there. Two coast guard ships continued to look for the bodies of the four Pakistanis, three were recovered and handed over to the PSMA.

This is the version of the Indian Coast Guard. The version of the Indian fishermen who were also part of the search and rescue is slightly different.

They said three boats of the PMSA had rounded up seven Indian fishing trawlers near the IMBL. While escorting them to the Karachi Port, one of the trawlers rammed the Pakistani boat that capsized on impact.

The Indian fishermen then saved two Pakistani commandos and immediately contacted the Coast Guard. ICG Arinjay sailed in with medical help. The two commandos and three bodies recovered were handed over to Pakistan this morning. As a goodwill gesture, Pakistan released all 62 fishermen they had rounded up.

Whichever version you believe, one thing is clear. India helped save two Pakistani lives mid sea. It is now Pakistan's turn to return the favour.

The Pakistan Maritime Security Agency (PMSA) on Wednesday apprehended 23 Indian fishermen and seized four of their boats off the Gujarat coast, an official of Porbandar-based National Fishworkers’ Forum (NFF) said.

These fishermen had sailed from Porbandar a few days ago and were apprehended by the PMSA near the International Maritime Border Line (IMBL), NFF secretary Manish Lodhari told PTI.

“We have learnt that at least 23 fishermen on four boats were apprehended by the PMSA near Jakhau and they were being taken to Karachi,” Lodhari said.

Mumbai: The Indian Coast Guard has recovered 1,500 kg of heroine worth around Rs 3,500 crore from a merchant vessel seized off the coast of Gujarat. Eight crew members — all Indians — have also been taken into custody.

The Panama-registered ship, named MV Hennery, was seized after a three-day operation based on intelligence inputs. It was taken to Porbandar on Sunday for further investigation, the Coast Guard said.

The joint probe will be conducted by the Coast Guard, the Intelligence Bureau, Customs, Navy, police and other agencies.

A Coast Guard official told CNN-News18 that the ship was coming from Iran and was bound for Alang in Gujarat. Conversation among the crew members picked up by intelligence agencies revealed the plan was to sneak heroine into the country via Alang.


“In a biggest ever haul of narcotics drugs, transported through sea routes in recent times, the Indian Coast Guard ships Samudra Pavak and Ankit intercepted and apprehended a merchant vessel off the coast of Gujarat based on intelligence input,” a statement by the Coast Guard said.

“The search operation for the suspect vessel at sea was commenced by the ships and aircraft of the Coast Guard on 27 Jul 17. A vast area of the sea was kept under continuous surveillance by ROC and ROS at Coast Guard Regional and District Headquarters located at Gandhinagar and Porbandar respectively (sic).”

“The movements of all ships in area including the suspect vessel were minutely observed throughout till its apprehension along with eight crew members by ICG ships on pm 29 Jul 17. The information about the carriage of contraband by the suspect ship was shared by NTRO and other Intelligence agencies with the Coast Guard based on which the operation was planned and executed,” the statement said.

“The apprehended ship has been brought to Porbandar on 30 Jul 17 and will be jointly investigated by the ICG, IB, Police, Customs, Navy and other agencies,” it added.

Gwadar port, which was formally operationalised last year, might not yet have begun to deliver the promised economic benefits to Pakistan, but it is already overflowing with narcotics for drug traffickers of the Golden Crescent, the landlocked poppy fields of Afghanistan.

In the early hours of July 29, an Indian coast guard ship, the ICGS Samudra Pavak, intercepted a suspicious vessel about 300 km off the coast of Porbandar. The coast guard had been tracking it -- a merchant vessel registered in Panama as the MV Henry -- from as early as July 27 because of inputs received from security agencies about 'suspicious chatter'. The suspicious chatter from the OSV -- a vessel used to run supplies to drilling sites on the high seas -- had piqued the interest of an Indian intelligence agency monitoring communications on the Arabian Sea. It passed the intelligence on to the coast guard on July 27, which tracked the ship for nearly two days before boarding it on the morning of July 29. The Henry was heading to its final port of call -- the shipbreaking yard at Alang in Gujarat's Bhavnagar district -- where it was to have been met by members of an Indian drug cartel.

When the Henry was searched, authorities found a staggering 1.5 tonnes of pure Afghan heroin packed into a hollow steel pipe aboard the ship :eek1:. Believed to be the largest drug bust by any Indian agency to date, the street value of the seized drugs is estimated to be in the region of Rs 1,200 crore (over $200 million). To put it in context, that amount could have bought all the assets the coast guard employed to make the bust - two helicopters, a patrol aircraft and the ICGS Samudra Pavak itself. Authorities say that the Henry had received the drugs from three smaller vessels operating off the Gwadar coast. After taking aboard 1,500 brick-sized plastic-wrapped packets of heroin, the ship then sailed to Abu Dhabi, where the drugs were packed into a hollow pipe which was welded shut. Then, the Henry set course for India.

With an annual production of 3,300 tonnes, Afghanistan accounts for nearly 70 per cent of the world's supply of opium, which is used to produce opiates like heroin. Indian intelligence officials believe that drug sales finance not only the Taliban, which controls the districts in southern Afghanistan where illegal poppy cultivation is rife, but also sustains Pakistan's deep state, the ISI. The United Nations Office on Drugs and Crime believes that heroin is transported from Afghanistan via three major routes. The northern route, via the republics of the former Soviet Union, heads into Russia. The majority travels the 'Balkan route' via Iran and Iraq. The third, southern route, travels to India, and via the Arabian Sea, into Africa, Europe and the US. Nearly eight tonnes of heroin is transported out of Afghanistan every year through the southern route. Earlier this year, in June, Turkish authorities seized one tonne of heroin -- Ankara's largest drug bust -- from a Congolese-flagged merchant ship in the Suez canal.

The seizure from the Henry is significant not only for its size but also for the information that will likely be recovered. As BB Mishra, former deputy director general of the Narcotics Control Bureau, says, "This has the potential to uncover the larger heroin trafficking network of suppliers and financiers."

For the Narcotics Control Bureau (NCB) and intelligence agencies, the 1,400 kg heroin capture from the Panamanian ship MV Hennry, caught off Porbandar last week, was a big success. But the extent of the network, and the high risks in the operation is only now being realised, as an investigation report, accessed by The Hindu, reveals, with the captain of the ship, Suprit Tiwari, on the run not only from the authorities but also from his Iranian employer.

According to an official involved in the case, the original input for the ship-chase came from “phone chatter”, picked up by the National Technical Research Organisation (NTRO) in the Arabian Sea on July 27. From the intercepts it appeared the 26-year-old captain of Indian origin had decided to strike a side deal with one Vishal Yadav, a drug dealer in Mumbai, for a commission of ₹50 crore, instead of sticking with the original plan made by his employer — a Dubai- based Iranian Sayeid Ali Morani — of conveying the narcotic shipment to Egypt.

As soon as the NTRO intercepted the satellite phone conversations, a crisis centre was set up in Delhi and intelligence officials from 12 locations in Gujarat and three analysts, who had worked on the 26/11 Mumbai attack case, were tasked for the job.

Shadow of 26/11

Two big worries hung over the control room, according to the report submitted to the government — one was that though the ship was suspected to be carrying only drugs, it was impossible to ignore the fact that it could also be used for a 26/11 style attack, especially as it came via Pakistan. The second was to avoid a repeat of the 2014 New Year’s eve incident when the Coast Guard claimed that an explosives-laden Pakistani boat had blown itself up in the sea, when asked to surrender. Differing accounts of the incident has caused embarrassment to the government.

Concerns escalated after Tiwari deliberately damaged the vessel’s Automatic Identification System (AIS), and switched off the ship’s satellite phone, so that Morani would not know its location, an NCB official said.



“There were apprehensions that the ship could be part of a terror attack. Call details of several drug dealers were scanned through and reams of documents on movement of similar ships were analysed. The 26/11 records were taken out to look for a similar pattern,” said a senior Intelligence official.



Over the next 20 hours, a Coast Guard Dornier aircraft conducted a sea-air coordinated search with two helicopters and two vessels, finally accosting the MV Hennry on July 29, 400 nautical miles off the Porbandar coast. Eleven persons — eight crew of the ship, including Tiwari, and three others — were arrested by the NCB.



According to NCB officials, the consignment was loaded into the vessel at sea by a Pakistani boat near the Gwadar port and it left, supposedly for Egypt, on July 20. Pakistani loaders had worked four days to hide the consignment of 1,526 packets of heroin in various cavities, water tanks and pipes.



Investigations found that Captain Tiwari was a resident of Kolkata, where he completed a marine engineering course. He was hired by Morani in Iran in May this year to command the ship, originally registered as “Prince-2”. Tiwari had contacted another sailor from U.P. to find the prospective buyers in Mumbai, Vishal Yadav and Irfan, who offered him a commission of ₹50 crore for the consignment worth more than ₹3,000 crore. Yadav, Irfan and Tiwari’s brother, who went to collect a token amount from them, have also been arrested.




“The contraband was to be sold through hawala channels based in Chhapra, Bihar, and in Sealdah in Bengal,” the official added, indicating that for each such ship and crew traced, there could be several others that ply their deadly trade regularly to Indian shores.

KUTCH: The Border Security Force (BSF) on Thursday apprehended three Pakistani fishermen and seized 18 boats from Harami Nala creek area along the Indo-Pak border in Gujarat's Kutch district.

The border guarding force said that during Thursday's operation, the patrolling unit fired two rounds in "self defence" and to stop the other fisherman on these boats from fleeing. However, many fishermen managed to escape.

Wednesday too the BSF had apprehended two Pakistani fishermen and seized three boats from the same area. "With this fresh operation today, a total of five Pakistani nationals have been held in the last two days while 21 of their boats were seized during patrolling in the creek area by the BSF," an official statement by the Gujarat Frontier of the BSF said on Thursday.

"Following the apprehension of two Pak fishermen along with three of their boats yesterday, BSF has continued its search operation in the Harami Nala creek area today, which resulted in the apprehension of three Pak nationals and 18 of their boats," said the release.

Those apprehended on Thursday were identified as Yusuf Ali (19), Shehajad Mohammad (20) and Imam Ali (20), all residents of Sindh province of the neighbouring country, the release said.

"The BSF patrolling unit had to fire two rounds in self defence during today's operation. Yesterday, too, the jawans had fired five rounds in self defence," the release said, adding that the search operation in that area is still on.

"As the Harami Nala is a marshy water channel, it is easy for the fisherman to escape to the other side of the border after abandoning their boats," BSF officials said.

The Harami Nala is a sluggish and shallow water channel, 22 km long and 1.5 km wide, within the territorial border of India. It is accessible from the Pakistani side through a canal or channel approximately two km long and 30 meters wide. However, it cannot be accessed easily from the Indian side as it is marshy, being part of the Rann of Kutch.

Given the sensitive nature of the area, even Indian fishermen are barred from fishing in the creek. However, Pakistani fishermen often venture into the Indian waters for a catch.​

Why arrest? Just finish and bury them there in the marsh.
Infact, its a big deal that BSF actually opened fire even if they were just warning shots. Normally in that area, all agencies - ICG, BSF and even PMSA do not try to kill/shoot fishermen and other civlians. Nevertheless its important to send out a tough message there ... i am sure the escaped fishermen will convey that.

T-55 is very old, without any ERA they will be easy targets for Bhaktar Shikans.

It is interesting to know that we still operate T-55s. I thought they were put in storage

IN has shifter a Dornier unit to Porbandar. In last 10 years both ICG and IN have expanded assets in Gujarat area. It's akin to keeping high Army presence in J&K. Good move.

Pakistan apprehended 1,373 fishermen during 2015-18, the government informed the Lok Sabha on Wednesday.

In a written response to a question in the Lok Sabha, VK Singh, Minister of State in the External Affairs Ministry, said Iran held 252 Indian fishermen during 2015-18, mostly from Tamil Nadu, Gujarat and Kerala.

Sri Lanka apprehended 744 Indian fishermen and released 708 fishermen during 2015-16. Bangaladesh too apprehended 350 Indian fishermen in 2015 and 2016.

The Indian fishermen were apprehended, primarily, for allegedly fishing in the waters of these countries.

Qatar apprehended 108 Indian fishermen during 2015-18, but all were released.

In 2015 and 2016, the United Kingdom apprehended 42 Indian fishermen, but they were later released.

In response to another question on re-starting the dialogue process between India and Pakistan, Singh said the onus to restart the talks with Pakistan lies on it.

“Any meaningful dialogue can be held only in an atmosphere free of terror, hostility and violence. Onus is on Pakistan to create such a conducive atmosphere,” the minister said. —PTI
